Circle Executive Committee meeting of SNEA (I), Punjab Circle: The CEC meeting of Punjab Circle was held at Jalandhar on 30.07.2014. C/P Com Gurpreet Singh presided over the meeting and C/S Amarjit Singh addressed the CEC. All the SSA Secretaries presented the report in the CEC meeting. CS informed the house that almost 97% of the newly promoted JTOs joined SNEA(I). An opens session was held in the afternoon which was attended by the newly joined JTOs, CS/SNATTA, the leaders and activists of SNEA(I) from different SSAs and SEWA BSNL activists also. Com K. Sebastin GS, Com G L Jogi President and Com Arvind Dahiya AGS addressed the CEC.

Com GS, President and AGS in their address explained the history of this Association and the JTO cadre. Along with the change of designation, pay scales and status of JTO cadre, ie from ESP to JE and then to JTO, the name of the Association also changed from TESA to JETA(I), JETA(I) to JTOA(I), JTOA(I) to TEOA(I) and finally to SNEA(I). The pay scales also got changed from Rs 1400/- to Rs 1640/ in 1986, then to Rs 2000/ equivalent in 1996 and finally to E1A from 01.10.2000. The status also changed from Group C to Group B Gazetted in 1996 and then absorbed/recruited as an Executive in BSNL. JTO and SDE cadre got one time bound promotion each in 1990s, first time in the history of any central Govt department. All these achived due to continuous struggle of our senior comrades in the banner of JETA(I) / JTOA(I) / TEOA(I).

After formation of BSNL, TEOA was the only Association opposed the proposed absorption into BSNL without any terms and conditions like pay scales, promotion policy and fitment formula. All other Assns are ready to get absorbed in BSNL on an adhoc payment of Rs 2000/ offered by BSNL Management. TEOA legally and organizationally fought against this and come out successful. In 2002-03 through another historic struggle by SNEA(I) alone, Management agreed for E1A, E2A, ---- E6 pay scales (our demand was E2, E3, -- - and Management side offer was E1, E2, ---), Time Bound promotions between 4 to 6 years from JTO/JAO to SG JAG grade and point to point fitment. The EPF contribution @ 12% Basic plus IDA without ceiling instead of a fixed amount of 12% of Rs 6500/ with ceiling (paid upto 2005) for the BSNL recruited employees was another milestone. BSNL taken this decision in May 2005, Board approved it on 11.07.2005 and orders issued on 12.08.2005. On 18.1.2007 TBP policy announced which ensured 5 TBP in a span of maximum 26 years of service, another career breakthrough as a result of our struggle in 2002-03. Till that time hardly one or two TBP was available in DoT/BSNL from JTO to Lateral JTO and from SDE to Sr SDE after 12 years of service in each cadre. SNEA(I) fought the court case against LDCE which resulted in the promotion of about 900 JTOs of 2001 batch in the LDCE in 2008. After that SNEA(I) struggled for revamping the LDCE and OMR system introduced, descriptive type question pattern changed to objective type multiple choice questions, giving no chance for subjectivity. BSNLMS RR 2009 come into force on 14.07.2009 abolishing the bottle neck of JTS, ensuring promotions directly from SDE to DE/AGM and further upto GM/CGM in the coming days. A direct rect JTO was retiring with just one promotion as SDE till 2009, but BSNLMS RR ensured that the Executives are getting promotion upto DGM today and the younger generation will definitely reach upto GM/CGM. Further progress made in the BSNLMS RR in 2013-14 by increasing the regular quota from 50% to 75%, the real beneficiaries will be the younger generation.  After long legal hurdle, last LDCE also conducted for the vacancies upto 2009-10. In all the promotions and postings, SNEA(I) was committed to protect the interest of SC/ST comrades as per provisions of constitution and Govt orders and even ensured that 15% and 7.5% quota is maintained for postings also. Now we are focusing on the promotion from JTO to SDE, year to year LDCE, SDE/Adhoc DE to DE Regular and DE to DGM promotions. JTO to SDE promotion in Civil/Electrical in both seniority and LDCE quota became current. The amendment of BSNLMS RR for Civil/Electrical wings for EE promotion, notional pay for JTO(C/E) etc w.e.f 01.10.2000 at par with JAO cadre, first TBP uniformly after 4 years, notional date of promotion for the LDCE candidates in line with court order etc are pursued by the Assn.

Our priority issues and important cadre issues are a) the standard pay scale of E2, E3 etc for JTO/JAO, SDE/AO etc b) 30% superannuation benefit to BSNL recruited employees, c) Time Bound functional promotion or CPSU cadre hierarchy etc. SNEA(I) is committed to struggle for the settlement of these issues which will change the career prospects of entire BSNL Executives.

Role of SNEA(I) was unique one in settling several issues like GSM tender in 2007, ITS issue, 78.2% IDA fitment, BWA spectrum refund, procurement of materials, 3G roaming issue, revival of BSNL etc etc. We are committed to the revival of BSNL.

Both leaders appealed to all the Executives to work for the membership verification, for the Unity of the Executives, for a SINGLE STRONG REPRESENTATIVE ASSOCIATION IN BSNL as in other CPSUs. This will be for the speedy settlement of cadre issues, for the revival of BSNL and to secure the job security of our young comrades.

HUNGER STRIKE on 31st July, 2014 at Circle HQs and 31st July, 01st August at BSNL CO

In solidarity and support of SNEA(I), Kerala Comrades who are on HUNGER STRIKE since 25.06.2014 for 36 days:

BSNLEU,  Kerala Circle demanding withdrawal of all Vindictive measures against Comrades of SNEA(I)  / Kerala circle.... Circle Secretary, BSNLEU, Kerala Circle writes to Sri. MSS Rao, Looking after CGMT, Kerala Circle.

All Circles to hold one day hunger strike at Circle HQs on 31st July, 2014 in solidarity and support of our Kerala Comrades.

Two days huger fast commencing from 1000 Hrs on 31st July by CHQ office bearers and others at BSNL CO in solidarity and support of our Kerala Comrades who are on hunger strike since 25.06.2014 to protect Kerala Circle from disaster and to protest against continuing indiscriminate victimization of members of SNEA(I)/Kerala by CGM instead of resolving the issues.

Our Kerala comrades are struggling for the last two months to protect the good work culture/ the good monitoring mechanisms put in place, against the harassment and humiliation by the CGMT, to fight against the alleged corrupt activities of CGMT, to continue the growth oriented activities, demanding manpower, material and money to maintain the network, against rationalization of posts without following the staffing norms and posts sanctioned by BSNLCO, reducing Executives from high revenue earning areas like Transmission mtce/NIB/ Marketing /Sales /BB /NOC etc, against the move not to go for 2G expansion further, “rotational transfer” instead of “need based transfers” even from unpopular and shortage areas etc.

Instead of resolving the issues and focusing on the growth of the Circle as previous CGMTs done, Sri MSS Rao who is looking after the charge of CGM is unleashed series of vindictive actions and victimization by issuing dies-non to more than 1300 Executives in the Circle, charge sheets under Rule 36 for participating in the hunger strike, transfer of office bearers, show cause notices, etc etc. His ulterior motive to indulge in corrupt practices was exposed by the Circle Association which is the root cause for these actions. He didnot even spared  the  GMs/ DGMs. He stooped to such a level to offer lolly pop to some other section of Executives for garnering their support which we never heard in the history of trade union movement, against trade union ethics.

Meeting with CMD, BSNL: GS and President met Sri A. N. Rai, CMD, BSNL and held discussions on the ongoing agitation in Kerala Circle for the last 29 days. CMD informed us that appropriate instructions are already issued to Sri MSS Rao, CGMT/Kerala to resolve the issues immediately. CMD was very unhappy due to the fact that even after strict instructions, vindictive actions are continued by the CGMT. CMD further told us that since instructions are already issued by BSNLCO, Assn may reconsider the programme of hunger strike at BSNLCO from tomorrow and facilitate the dialogue. GS and President explained the compelling reasons to start agitation programmes at CHQ level as situation in Kerala is worsening day by day due to vindictive actions. CMD assured that no further vindictive actions will be taken by the CGMT like charge sheet, memo, dies-non, second medical opinion etc and CGMT is directed to invite Assn for discussion and resolution of all issues. Assn assured that SNEA(I) will respond very positively in case CGMT is ready to resolve the issues.

On JTO to SDE promotion case, Assn requested CMD that BSNL to engage a senior lawyer from Delhi to defend the case at Ernakulam as Kerala Circle repeatedly failed to defend the case properly. CMD assured that he will give proper directions to Pers section and GM(Estt) holding the charge of GM(Pers) in this regard.

Before meeting CMD, GS, President, both AGSs and CS/CO met GM(SR). GM(SR) informed that CMD decided to issue appropriate instructions today itself to CGMT/Kerala to discuss all the issues with the Association and resolve them. This is in addition to the instructions already conveyed to CGMT telephonically by CMD. CGMT is asked to give a report in three days time. Since CMD already intervened in the matter, CMD desires that the letter for holding two days hunger strike at BSNLCO to be reconsidered. GS and President explained the compelling reasons to start agitation programmes at CHQ level as situation in Kerala is worsening day by day due to vindictive actions. GM(SR) suggested to postpone the programmes for few days to facilitate the dialogue and resolution of the issues.

CGMT invited SNEA(I)/KRL for discussions today A/N itself but for the convenience of the Assn, meeting postponed to tomorrow A/N.

In order to have a conducive atmosphere for discussion and resolution of the issues, the hunger strike at BSNL CO on 24th and 25th postponed to 31st July and 01st August, 2014.

22-07-2014

Relay hunger strike by our Kerala Comrades continues for the 28th day: In protest against the vindictive action of Sri MSS Rao, GM who is looking after as CGM/Kerala, yesterday our Kerala comrades taken Mass leave. According to the information about 1300 Executives were on leave maintaining skelton services. Services are badly affected and according to CDR, more than 70,000 complaints are pending yesterday in KRL Circle alone where as other Circles in the South have less than 15,000 complaints each. Congrats comrades, keep it up and continue the fight for the dignity of the prestigious Circle, for a better working environment, against corruption, against humiliation, harassment and vindictive attitude of Sri MSS Rao.

21-07-2014

Relay hunger strike by our Kerala Comrades continues for the 27th day: SNEA(I) Kerala Circle to boycott  the Regional cultural meet proposed to be held on 24th and 25th July 2014.

All CHQ office bearers should be ready to come to New Delhi  on a very short notice.

19-07-2014

BSNLEU Kerala circle conducted demonstrations on 18.07.2014 at all SSA Head Quarters in support of the ongoing agitation demanding the administration to settle the Agitation which is presently affecting the services. We extend sincere thanks to BSNLEU for their solidarity.

18-07-2014

Relay hunger strike by our Kerala Comrades continues for the 24th day---.

As CMD/BSNL and DIR(CFA) intervened in the matter, Assn restrained itself from aggravating the situation as requested by them. But the arrogant CGMT Sri MSS Rao is continuing his vindictive actions like issuing dies non to the comrades availing leave and participating in the hunger strike, video graphing the agitating comrades including lady comrades which created wide spread criticism about his motives, issuing memos, transfers etc which cannot be tolerated. But this gimmicks did not demoralize the valiant comrades and the hunger strike is continuing for the 24th day. The services are severely affected. SSA Heads are closing thousands of complaint dockets without attending the fault. We are confident that CMD/BSNL and DIR/CFA will resolve the issues without any delay.

If the issues are not resolved in another few days, Assn is planning for All India agitation as decided in the CWC. All CHQ office bearers should be ready to come to New Delhi next week on a very short notice.

17-07-2014

Meeting with Sri Anupam Srivastava: GS and President met Sri Anupam Srivastava and discussed the alleged corrupt activities of Sri MSS Rao, CGMT Kerala in the Nortel penalty waving case. He had formed committees after committee to get a favourable report to reduce the 30 Cr penalty imposed by earlier CGMT in 2011 based on the recommendation of a high level committee. DIR(CM) categorically told that there is no instruction from BSNLCO to review any penalty and if CGM is doing so, it is his own decision only. Now matter is under examination by CM cell and appropriate action will be taken.

Assn categorically told that all his corrupt activities and transfer of GMs, DGMs and Executives who are not supporting his corrupt activities will be fully exposed by the Assn. As a result he is becoming more and more vindictive day by day. But ultimately he has to pay the price for his corrupt activities and provocative activities.

The profit theory of Mr MSS Rao is not his contribution but because of the smart tariff revision by BSNLCO. The tariff revision alone given 143 Cr additional revenue in CFA (72 Cr in basic phone + 71 Cr in broadband) and about 120 Cr in CM segment. If the tariff revision was not happened, then the profit would have been about 150 Cr instead of 411 cr as boosted by Mr Rao.

GS and President met CMD BSNL and discussed about the Kerala issue. CMD informed that DIR(CFA) is already seized the issue and in touch with CGMT Kerala. On the alleged large scale corruption charges against Sri MSS Rao, CGMT, CMD informed that the Nortel issue is made over to DIR(CM) for thorough inquiry. Fixing of staffing norms by CGMT ignoring the staffing norms of BSNLCO and exercise of rationalization in the name of CGMTs norms, CMD told us that no Circle is having such power to change the norms and all Circles has to follow the norms fixed by BSNLCO and posts sanctioned by BSNLCO. Tomorrow, Assn will be meeting DIR(CFA) also.

General Secretary Com. K. Sebastin, CHQ President Com. G. L. Jogi and Circle Secretary, Kerala Com. George Varghese met DIR(CFA) Sri N. K. Gupta on 11.07.2014 and discussed the issues related to Kerala Circle. CS, Kerala was also invited by the BSNL Management for discussions and resolution of all the issues. CS/Kerala explained the issues in detail to DIR(CFA). DIR(CFA) informed that he is very much aware of the issues in Kerala Circle and assured that prompt action will be taken by BSNLCO to resolve the issues. Kerala being the model Circle in BSNL, Management is very serious in the developments in Kerala Circle and all actions will be taken to restore the confidence of the employees.

Yesterday, 10.07.2014, we had a meeting for more than three hours with Sr. GM (NWO), Sri. Mittal who is deputed by CMD and DIR(CFA) to discuss the issues with all the concerned and have first hand information. CS, Kerala emphasized the point that the issue behind the on-going agitation in Kerala is not just because of transfer issued in May 2014 as propogated by some quarters to divert from the core issues like corruption, but against the bad policies of CGMT, his attitude, deliberate attempt to dismantle the monitoring mechanisms and unhealthy work culture, shifting of experienced and efficient officers and Executives from the wings/sections, attempt to change the staffing norms  and reduction of posts sanctioned by BSNLCO, rotational transfer etc since Sri. M.S.S Rao assumed the charge of CGMT. CHQ office bearers also pointed out that he become vindictive when Association started questioning some of his actions which may lead to corruption for crores of rupees. To terrorize the senior officers like GMs, DGMs and Executives, he is using transfer as one of the tool. CS, BSNLCO Com. A.A. Khan was also present in both the meetings.

Lunch/closing hour demonstration at BSNLCO, Circle/SSA HQ on 09.07.2014 in total solidarity and support to our Kerala Comrades who are on indefinite hunger strike for the last 15 days from 25.06.2014 and “Work According to Rule” from 07.07.2014 against Sri M S S Rao, CGMT/KRL.

Some of the core issues:

a)         No interest or initiative in the developmental activities of Kerala Circle. Even state Govt connections shifted from BSNL.

b)        The employees and SNEA(I) opposed some of the activities of the CGMT that leads to large scale corruption and his keen interest to favour some vendors by waving the penalty already imposed by earlier CGMTs through due processes at the cost of BSNL. Nexus with vendors, franchises etc suspected.

c)         Transferring and humiliating senior officers infront of subordinates in order to shunt them out of the key positions. All the senior officers who are critical about his functioning was shifted from Circle office and other offices. The powers of SSA Heads are taken away and norms, station of posting etc are decided by Circle office from GM to Telecom Mechanic.

d)         Posting new faces in key positions so that they will not make any opposition to the game plan of CGMT as they are not familiar with the system/ work.

e)         Humiliating Executives infront of others, thereby demoralising them.

f)         Dismantling the good system and monitoring mechanisms put in place by earlier CGM/GMs in consultations with Associations/Unions by transferring the Executives posted in that area.

g)         When Association opposing such move, implementation of rotation transfers in the name of rationalization and long stay against the staffing norms, sanctioned posts and transfer policy. In the name of rationalization number of Executives working in key areas like transmission mtce, NIB, CDMA NOC, external plant etc drastically reduced.

h)         No expansion is required for 2G BTSs and only 3G BTSs are required in future. All the GMs and DGMs who are not toed his line shifted.

Comrades, let us also be part of this spirited struggle, to keep the morale high, a fight to retain the glory of BSNL and Kerala Circle and not allow its growth to slide down.
