West Bengal State Conference at Kolkata on 27.02.2014 and General body meeting on 28.02.2014:

The West Bengal State conference held at Kolkata on 27th Feb, 2014. AGS Com Shankar Sanyal, Jt Sec(East) Com Ramesh Kumar and GS attended the conference. Sri Salil Bhaduri, CGMT/WB Circle and Sri Gautam Chakraborty, CGM/CTD addressed the general body meeting on 28.02.2014 and explained the developments in both Circles. GS and other CHQ leaders in their address explained the developments at CHQ level on all the cadre issues like 78.2% IDA fitment, standard pay scales of E2, E3, E4 etc, Time Bound Functional promotion, 30% superannuation benefit to BSNL recruits, JTO to SDE, SDE  to DE and DE to DGM DPCs in all the streams, LDCE promotion from JTO to SDE (Telecom/Civil/Electrical), amendment to BSNLMS RR for increasing the regular DE quota from 50% to 75% and ending Adhocism, introduction of LDCE in JAO to AO promotion, amendment to BSNLMS RR for Civil/Electrical wings, pay anomalies, issues related to the growth of the company, procurement of materials, Tower subsidiary formation, BSNL & MTNL merger related issues, pension contribution etc. GS appealed all the comrades to get ready for a prolonged struggle to settle the genuine cadre issues and to protect the company from disinvestment and dismantling. For that we should actively participate in the ongoing agitation. We should work towards the unity of all the Executives and through unity only we can achieve the goal.

GS and CHQ President tour of Jabalpur

 Interactive session with JTO Trainees at TTC, Jabalpur on 18.02.2014: GS and President addressed about 250 to 300 JTO trainees at TTC Jabalpur auditorium. CHQ President and GS explained the role of the Associations during the last three decades in addressing the cadre issues and the efforts taken to uplift the cadre with upgradation in pay scales, change of status from Group C to Group B and then as an Executive in BSNL. At the same time Assn is focusing on the growth of our beloved company and struggling on issues related with the financial viability. Both explained the stand of the Assn on important cadre issues of the Executives like standard pay scales, time bound functional promotion or CPSU cadre hierarchy, 30% superannuation benefit to BSNL recruits etc. Com Manish Samadhia, All India President/SNATTA draw the attention on the cadre issues. Com Dutta Majumdar, CP/MP Circle and Com Alok Srivastava, CS/MP Circle also addressed the gathering.

Address at Telecom Factory, Jabalpur on 18.02.2014: GS and President addressed a general body meeting at Telecom Factory Jabalpur. Both explained the status of various cadre issues like JTO to SDE promotions, SDE to DE promotions, LDCE from JTO to SDE, standard pay scales, time bound functional promotion, growth and financial viability of BSNL, role of Telecom factory in manufacturing materials for operation and developmental works etc. Almost all the Executives and other employees of TF attended the meeting. GS and President met CGM/TF, Jabalpur and discussed the developmental activities undertaken by TF/Jabalpur, materials manufactured by TF and the problems faced by TF on various issues. Com Dutta Majumdar, CP/MP Circle and the office-bearers addressed the meeting.

Address at CGM/T&D office on 18.02.2014, Jabalpur: GS and President addressed a general body meeting at CGM/T&D office Jabalpur. In their address both explained the status of various cadre issues and the compelling reasons to serve trade union notice like standard pay scales, 30% superannuation benefits, delay in DPCs, etc. Com Dutta Majumdar, CP/MP also addressed the meeting.

SSA Conference of Jabalpur SSA on 19.02.2014: GS and President addressed the annual conference of Jabalpur SSA. More than 100 comrades attended the conference. GS and President in their address narrated the role of the Association in addressing the cadre issues and its commitment to take care off the welfare of the Executives. Through continuous struggles we could upgrade the pay scales thrice, in 1986, 1996 and 2003. Time bound promotion concept introduced first time in DoT and now we are enjoying five time bound promotions as a result of struggle of SNEA(I) alone in 2002. Major issues related to EPF, 12% contribution on emoluments without the ceiling of Rs 6500/ resolved in 2005. BSNL MS RR come in force in 2009 breaking the bottleneck of JTS which ensured promotion directly from SDE to DE/AGM to 50% of DE posts. Again it further improved from 50% to 75% recently. Executives recruited as JTOs becoming DGMs now. Both GS and President explained the issues compelled the assn to serve the notice. Good no of young comrades come forward to take responsibilities and became office bearers.

Shri. Anupam Shrivastav, Director CM BSNL Board having additional charge of Director Finance attended & addressed the West Zone meeting at Conference Hall, BSNL Admn Building, Santacruz (W) Mumbai. Taking this opportunity, delegation of SNEA(I) Maharashtra led by Com. V.J.Bhandirge, JS HQ SNEA(I) MH Mumbai along with Com.Adsul, CS,SNEA(I), MH, Com. S.B.Bhosale, CT, SNEA(I) MH, Com. S.V.Pawar, DP SNEA(I) Mumbai, Com. Anil Dubey, DS SNEA(I) Mumbai  gave warm welcome with beautiful bouquets to Shri. Anupam Shrivastav and congratulated him on his selection as CMD BSNL.  

Delegation then presented representation to Shri. Anupam Shrivastav, Director CM on various Development & HR issues of BSNL in general and Maharashtra Circle in particular. Shri. A.V.Kulkarni, CGMT MH Circle was also part of meeting and supported majority of the issues raised by SNEA (I) MH delegation and also submitted his views & feedback on the important issues.

Circle Conference of Andhra Pradesh Circle: The XXth Circle conference of AP Circle was held at Ongole on 22nd, 23rd and 24th Janaury, 2014. GS, CHQ President, Veteran leaders Com W Seshagiri Rao and Com S L Reddy, Com R Rajan/CHQ Treasurer, Com P Padmanabha Rao/Jt Sec(South), Com A Chandrasekhar/AGS CHQ attended the Circle Conference.

GS and CHQ President in their address explained the activities at CHQ level. Both appealed to the members to focus on customer service and service quality parameters etc. Revival of BSNL is depending on the performance of major Circles like AP, MH, KTK, KRL, TN, GUJ, MP etc, they told. Among these Circle, only one Circle KRL is making profit. Remaining Circles also should grow further atleast 10% per year by improving the service and by aggressive marketing. Next pay revision in 2017 is just 3 years away and our entire efforts should be to wipe out the 8000 Crore losses in 3 years time. For this purpose we have to grow atleast by 10% every year in the next three years. The 3rd PRC doors will be shut for us if we ignoring this fact continuing with the present work culture. AP Circle contributing more than 2000 Cr revenue per year and having huge potential to grow further and increase the revenue by atleat 200 Cr per year. CHQ is seriously pursuing on procurement of store materials, GSM phase VI tender, NGN, MLLN eqpt, MPLS expansion etc and struggle against Govt policies, ITS absorption issue, issues taken up with GoM etc. The stand taken be SNEA(I) in 2010 regarding BWA spectrum resulted in the refund on about 6500 Cr to BSNL. Our efforts on 3G roaming forced Govt to issue notices to the private operators and no the case is now pending in the Courts.

On cadre issues GS explained the activities at CHQ level on standard pay scales of E2, E3, E4 etc for JTO/JAO, SDE/AO etc, promotion from JTO to SDE/ SDE to DE/ DE to DGM, introduction of Time Bound functional promotion or CPSU cadre hierarchy, 30% superannuation benefit to BSNL recruits, pay protection on officiating promotion/Antedating of increment/ pay anomalies, first TBP uniformly after 4 years etc. By continuous struggle we could get pay revisions in 1986, 1996, 2002 in BSNL and one of the best TBP policies. Again in 2009, in the form of BSNLMS RR, we could open the path for smooth career progression and 50% of the STS posts were exclusively reserved for promotion from SDE to DE/AGM whereas not a single posts was available for us prior to that. Again it has been further improved recently from 50% to 75%. By united struggle of whole employees of BSNL, 78.2% issue has been settled. Eventhough hundreds of court cases are going on regarding seniority related and other issues, we could get JTO to SDE, SDE to Adhoc DE and DE to Adhoc DGM promotions in a single month due to consistent persuasion. The DE regular promotion orders also issued for 2009-10, 2010-11 vacancy years. The DPC for JTO to SDE promotion for the vacancy years 2009-10, 2010-11 and 2011-12 is under process and the promotion orders are delaying due to court cases. Similarly DE regular promotion and DGM promotion is also delaying due to court cases. The issue of regularization of offtg JTOs is getting settled by amendment in JTO RR.

A grand open session was held on 24-01-2014. Sri V. Srinivasan, CGMT/AP Circle was the chief guest. CGMT, in his address, asked the SNEA(I) members to join hands and give blood and sweat as our beloved company, BSNL is giving life to all of us. Last year loss of AP Circle was about 460 Crores, less by 170 crores comparing to previous year. He informed that top line revenue of AP Circle is increasing and it can be further improved with the cooperation of all employees. He also told that we have to compare our performance with the circles performing better than AP, like Kerala Circle. Leaders of BSNLEU, NFTE, AIBSNLEA, SEWA BSNL, SNATTA and officiating JTOs graced the occasion.

VIBRANT AND HIGHLY MORAL BOOSTING DISTRICT CONFERENCE OF SNEA (I) BHANDARA:

With an overwhelming response to the call given by Com. C M Pantawane, DS SNEA (I) Bhandara, the AGB of SNEA (I) Bhandara was held on 27th December, 2013 at 16:00Hrs at Conference Hall, Telephone Bhavan, Bhandara under Presidentship of Com. M U Gadpayale, AGM Admn Bhandara.

Com. M.S. Adasul, CS, SNEA (I) MH addressed and answered the queries of the gathering from his hometown by the High-Tech Video Call. Com. C M Pantawane , DS Bhandara presented DS report covering activities performed during his tenure  and explained the false agenda of   other executive association and how they are spreading rumors. It is great privilege & matter of pride for SNEA (I) MH in general and SNEA (I) Bhandara in particular that THIRTEEN new members joined SNEA (I) Bhandara. The new body was selected unanimously.

Issues related to Kerala Circle, attitude of present CGMT towards the employees and unit heads: GS, Jt Sec(S) Com Padmanabha Rao and AGS Com Vivek Wankhade met Sri A N Rai, DIR(HR/EB) in the evening and briefed him about the precarious situation prevailing in Kerala Circle where the present CGMT is harassing and humiliating the Executives and employees which created wide spread resentment among the Executives. Even the senior officers are not happy with the style of functioning of the CGMT and if this situation continues, it will lead to industrial unrest in the near future, Assn warned the Management. There is a deliberate attempt on the part of CGMT to establish that all the Executives and SSA Heads are dumbheads with least commitment and capability.

Further, Assn pointed out that CGMT himself made new norms for SDE and DE posts (10,000 DELs for SDE and 30,000 DELs for DE irrespective of geographical area) and forcing the SSA heads to implement the same even after protest from the Associations. This norm has been circulated by BSNLCO longback and the Assns already rejected it being unrealistic and unimplementable as it do not reflect field reality.  

Already the Circle started showing negative trend because of the attitude of the CGMT and the Circle may lose atleast 50 to 100 Crores if the situation continues. If that is the intension of CGMT, then the Assn will be forced to launch trade union action in the immediate future.

ERP implementation issues of Maharashtra Circle: In continuation of the earlier discussions GS, Jt Sec(S) Com Padmanabha Rao and AGS Com Vivek Wankhade met Sri K Ramchand, Sr GM(CIT) and held discussions on this issue. Sr GM informed that as per the feedback given by the Assn as well as MH Circle, a full fledged meeting conducted in BSNLCO with the HCL team to review the situation. Most of the issues are identified and good no of issues will be resolved by today. BSNLCO deputed two DGMs to MH Circle exclusively for this work. In addition to that one new HCL team also will be joining on Monday at Maharashtra to sort out the remaining issues. Sr GM informed that issues are cropped up due to wrong data feeding and not because of system failure. The templates filled by the field units consists lot of wrong data which resulted in chaos. The mapping of supervisory role etc wrongly fed in the templates. In a hurry, without verifying the data provided in the templates, HCL uploaded it in the system. Now the data fed in the templates are corrected and new data fed into the system. Assn pointed out that Management hurriedly implemented the ERP even without verifying the data given by the field units in the templates which resulted in the total failure of the system. Most of the issues related to work flow was already addressed and working in other Circles. Other issues are under consideration and it will take some more months to settle them as in the case of CDR. He further informed that it may take minimum one year to sort out all the issues raised by different Circles and we are not waiting for 100% settlement of issues to migrate the Circles. As in the case of CDR, issues will be sorted out stage by stage in the coming days. We are confident that this will definitely happen as Sri Ramchand was the man and strength behind CDR implementation while he was GM, ITPC.

Later on Assn met Sri Karuna Raman Tiwari, GM(RA) and held further discussions related to Finance wing. He informed that except Pune SSA remaining SSAs issues were sorted out on 19.12.13 as far as temporary advance and bill payment is concerned. All are related to wrong data feeding and maping of supervisory officers while filling the templates. Issues related to Gadchirolli, Sindhudurg and Jalna SSAs will be resolved by 19.12.13 evening. Pune SSA issues also will be resolved once the templates are filled with correct data as informed to them.

Assn will be pursuing the case further as per the feedback from MH Circle.

SNEA(I), CHQ congratulates Com. C.P.Gaikwad DE OFC Route Prabhadevi WTR Mumbai & Organisation Secretary SNEA(I) WTR and his team for their consistent and tireless efforts in recovery of Rs. 51 lakhs from M/S Reliance Infotel as OFC route/Cable Damage charges.  M/S Relience Infotel contractor damaged OFC network of BSNL route at about 40 different locations. But by following guidelines issued by the BSNL CO, Com. C.P. Gaikwad, DE OFC issued Demand notes for each & every damage & fault and pursued the matter vigioursly & strongly with M/s.Relience Infotel continuously for last 7-8 months. His sincere & honest effortrs have yielded very positive & concrete results wherein Rupees Fifty One Lakhs have been received by BSNL on 26/11/2013 as Damage charges. He was actively supported by Com. D. K. Pacharne, SDE and Com. Mrs. Samual Raichel, AO under valuable guidance and encouragement of Shri. N. S. Gupte, GMM WTR Mumbai and Shri.Nitin Rokde, DGMM WTR Mumbai. This is a milestone achievement and all other comrades working at different parts of BSNL who have left their efforts in recovery of such damage charges which may be thousands of crores, should be encouraged from this positive outcome and start afresh for recovery of damage charges due to BSNL.

Seminar at Kanpur on 25th November 2013

A well organised Seminar on “Role of BSNL Employees in Revival of BSNL” was organized by SNEA(I), Kanpur SSA on Monday 25.11.2013 at Doorsanchar Bhawan, Kanpur and it was attended by more than 100 members including the members from Unnao, Orai & Fatehpur Branches.

This seminar was addressed by Com GL Jogi, CHQ President, Com K Sebastin, General Secretary, Com Ajai Trivedi Circle Secretary, Com RC Tripathi CWC Member and other Circle /Dist leaders. Anchoring was done by Com PK Shukla DS, Kanpur.

Com Ajai Trivedi, Circle Secretary in his address mentioned the issue of extraordinary delay in promotion of JTO to SDE under 67% seniority-cum-fitness quota. He also raised the issue of Officiating JTOs. He explained that how the SNEA (I) is continuously pursuing these issues with the BSNL Management. He told that SNEA (I) is the only association which is really concerned about the future of the executives and pursuing the issues of Executives at the Circle and Corporate Level. He appealed to all the Executives to make every effort with a team spirit for making BSNL a vibrant organization.

GS in his address focused especially change in the work culture of the employees especially among Executives, he also explained HR policy related issues & the recent developments in all DPCs to be conducted and the difference in approach and attitude between our Association and others. GS further explained why BSNL is suffering from the discriminatory attitude and wrong policies of the DOT/Government of India, lack of professionalism of Management on procurement of material, policy issues etc. GS again reiterated the leading efforts taken from the front by SNEA(I) in building unity among all Associations and Unions to fight out against the policies of the management. GS stressed to strengthen the quality of our services to the customers at competitive level.

CHQ President explained the manner in which BSNL is suffering from the biased policies of Government favouring private operators and incapability of BSNL Management to deal with it. He told the members that the real challenge before us now is to translate our assurances into action so that meaningful and positive results are achieved. He further told that let us take care of our customers with superior quality of service to save our beloved Company from collapsing with greatest determination and sense of responsibility so that we are not faced with a situation where we have to struggle to get our salaries and allowances, forgetting our career growth and other legitimate incentives.

Special General Body Meeting of SNEA (I) Satara:

Special General Body meeting of SNEA (I) Satara SSA, Maharashtra Circle was held  on 12/11/2013 at Telephone Exchange, Satara which was specially attended and addressed by  Com K.Sebastin, GS SNEA (I). The meeting was attended by prominent leaders namely, Com. M.B. Sangale, JS (West) SNEA (I) CHQ, 3.    Com. M.S. Adasul, CS SNEA (I) MH and other leaders. The meeting was précised over by Com. B. W. Katkar, DP SNEA (I) Satara. Com. V.L.Deshpande, DS SNEA(I) Satara, welcomed all.  Com. M. S. Adasul, CS SNEA (I) MH addressed the house with warm welcome of CHQ Leaders and appreciated the efforts of comrades of SNEA (I) Satara. In a short speech he made aware the house about current activities being pursued by SNEA (I) MH. Com. M.B. Sangle JS (W) addressed the gathering in short with brief of activities at CHQ with an appeal to all the comrades of Satara for furtherer strengthening of SNEA(I) at Satara. 

GS in his address elaborated the historic  achievements  by  SNEA (I)  in upliftment of the Executive cadres in all disciplines earlier in DoT and  now in BSNL. With brief report on all development activities at BSNL CO  from NGN to Mobile equipments he gave confidence that SNEA (I) CHQ is taking care of present difficulties being faced  by field units.  He addressed   in detail on HR issues which are identified and pursued by SNEA (I) CHQ viz. Finalization  of  standard  pay  scale  E2,  E3  etc  for executives,  30% superannuation benefit to BSNL  recruited  Executives,  Centralized   EPF account and related EPF issues, Implementation of CPSU cadre hierarchy in BSNL, regularization of officiating JTOs, status of different DPCs from JTO to SDE, SDE to DE, and DE to  DGM,  efforts  of  our  Assn  for amendment in BSNLMS RR. Membership verification, Pay anomalies, recent promotions on LDCE, SDE to DE Adhoc, DE to DGM and DE Adhoc to  DE regular. In conclusion he appealed Satara Comrades to come forward  and contribute towards growth of BSNL which will help in resolving all the issues in BSNL.

The Special General Body meeting of SNEA (I) Pune was held on 12/11/2013 at Pune. This meeting was specially arranged for the address of Com.G.L.Jogi, CHQ President and Com K. Sebastin, GS and it was presided over by Com. S.M.Chand, DP SNEA (I) Pune. The meeting was started at 1800 hrs and concluded at 2130 hrs. The meeting became a history by the huge participation of more than 280 comrades from Pune.

Manani, VP, CHQ addressed the meeting and briefed the house about some of the current activities of SNEA(I) in CHQ and highlighted the important achievement as far as the development and HR issues are concerned. He congratulated Executives of SNEA(I) Pune for huge participation, never seen in Pune ever before.

Com. M. S. Adasul, CS, MH  addressed the huge gathering  and briefed the house about some of the current activities of SNEA(I) in Maharashtra and highlighted the important achievement as far as the development and HR issues are concerned. 

Com. K. Sebastin, GS in an address for more than one hour to the mass gathering of SNEA (I) Pune, elaborated the historic achievements by JETA, JTOA(I), TEOA(I) and SNEA (I) for upliftment of the cadres since 1986 by continuous struggle for 1640-60-2900 scale, Lateral Advancement scheme/time bound promotion scheme first time in the history of any Central Govt Dept, pay scale updradation to 6500-250-10500 in 1996, change of status from Gr. C to Gr. B which resulted the absorption of only one cadre, JTO(T) in BSNL as an Executive where as other equivalent cadres absorbed as Non Executives, E1A pay scale uniformly for the absorbed as well as BSNL recruited JTO/JAOs of BSNL, Five Time bound promotions uniformly for the absorbed as well as recruited Executives of BSNL which ensured the career growth of young Executives, efforts of the Assn to make employer (BSNL) contribution of EPF @ 12% of emoluments (Basic +IDA) instead of a fixed amount of 12% of Rs 6500/- irrespective of emoluments as contributed by BSNL till 2005, BSNL MS RR 2009 which ensured the career growth of the Executives by eliminating JTS bottleneck and ensuring direct promotion from SDE to DE and to higher posts, reduction of MT(Extl) rect from 100% as proposed by KPMG to present 25% and further to 12.5% now, continuous efforts of the Assn in conducting the DPCs/promotions from JTO to SDE, SDE to DE and DE to DGM etc. GS also explained the key role played in getting the 78.2% DA merger issue, about the activities of the CHQ particularly the recent promotions on LDCE, SDE to DE Adhoc, DE to DGM and DE Adhoc to DE regular etc also explained.

GS touched almost all the development related issues for the survival of our beloved company BSNL and reiterated the glorious period up to 2006. He also explained how the cancellation of 45.5 Millions Mobile Line tender has badly affected BSNL growth and with 50% curtailment of GSM equipments, downfall of BSNL started. He further appealed to all executives to take some extra efforts for betterment of our services and try our level best to improve QOS parameter to satisfy and maintain our customer base during this stiff competitive scenario. GS highlighted on the developmental issues and procurement of different types of materials. He appealed executives to work hard for betterment of our beloved company.

On HR issues, he addressed in detail which are identified and pursued by SNEA (I) CHQ viz. Com G L Jogi, President SNEA(I) CHQ  addressed the house  and elaborated the role of JETA, JTOA(I), TEOA(I) and now SNEA(I) in the upliftment of the cadre issues raised by us and most importantly the success on the issues raised. How our association has played its key role in resolving the issue of 1640 pay scale, upgrading the cadre to Gazatted status, our struggle to get point to point pay fixation on absorption to BSNL, the career growth of 4-5 years promotions through the legal process when BSNL denied them by merely offering us Rs.2000. He has drawn the attention of the delegates for the unity, faith, confidence in this mighty organization and the patience of our members that they have shown while we were in the middle of the struggle. Now we are in the process of struggling for the standard pay scales on a war footing to avoid the anomalous situations in the next 3rd pay revision. Leadership is committed to fight and resolve this issue and the members should exhibit their unity and 100% participation in the struggle as the issue being not so simple.

In the interactive session members raised queries like JTO to SDE DPC, TBP after four years irrespective of condition of touching next higher grade, issues related to Civil wing, Vendor problem associated with mobile etc. GS answered all the queries raised by the members.

The Special General Body meeting of SNEA (I), Ratnagiri SSA was held on 13/11/2013 at Ratnagiri. The conference Hall was jam-packed by the presence of all active comrades of SNEA (I) Ratnagiri.

This meeting was specially arranged for the address of top SNEA (I) CHQ leaders to Ratnagiri comrades for latest update on various current issues. The General body Meeting was presided over by Com. Pradeep Kumar DP SNEA (I) Ratnagiri. The meeting was mainly attended and addressed by prominent SNEA (I) leaders namely: Com. G. L. Jogi/CHQ President, Com. K. Sebastin/GS, Com. M.B. Sanagle/ Joint Sec(West), Com. M.S. Adasul/CS MH and Shri. Prabahkar Patil/ General Manager, Ratngiri & Shindhudurg. The meeting was also attended and graced by the presence of other leaders.

Shri Prbahakar Patil, GM, Ratnagiri in his address emphasized his views with positive note on future of BSNL and specifically mentioned that BSNL will definitely come out from this difficult phase.

Com. M.S.Adsaul, CS, MH, in his short address appreciated achievements of Ratnagiri, comrades.

Com. M. B. Sangale, JS (W)/ CHQ, in his short address commented on various current issues CHQ is dealing with and expressed pleasure over the association work of Ratnagiri comrades.

Com. K. Sebastian, GS, in his address touched various issues from DPC’s of various cadres, their present status, and future line of action. He also appraised house about the efforts taken by SNEA (I) CHQ on development issues. He also said that the young comrades were very fortunate, as they will be getting five Time Bound promotions with eight fixations in all because of the vision and persuasion of SNEA(I).

Com. G.L.Jogi, President in his speech stressed that each and every comrade must work very hard and contribute in revival of BSNL which is in a very precarious situation at present. He also commented on the lethargic attitude of the BSNL top level management and strong need for final decision on ITS absorption. He also appreciated Ratnagiri Comrades for their presence in the meeting which last till 2130 Hrs. 

The meeting which started at 18:30 hrs and concluded at 21:30 hrs with National Anthem. The Meeting was successful due to the dedicated efforts of Com. Y.B. Bhongle, Com. S.S. Nagwekar, Com. G.S. Khanolkar, Com. B.B.Bapat, and Com. Mrs. Amruta Lele.

High level delegation of SNEA (I) Maharashtra comprising of Com. M B Sangale/ JS (W) CHQ, Com. A R Manani/ VP CHQ, Com. S.V.Bhad/ CP, Com M S Adasul/CS and other Circle/SSA leaders met Shri. R.K.Upadhyay, CMD BSNL at Nasik on 11/11//2013. Shri. A.V.Kulkarni, CGMT MH Circle, Shri. T.S.Gambhir, PGMT Kalyan, Shri. Pravin Malhotra, Sr GM HR/A Mumbai, Shri. Suresh Babu Prajapati, GMT Nashik, Shri. P.C.Tiwari GMT Aurangabad, Shri. B.P.Rawat, GMT Jalgaon were also present during discussions.

Com. M.S.Adasul, CS submitted the memorandum to CMD BSNL and by remembering recent meeting with CMD at ITPC Pune expressed sincere thanks for immediate settlement of some of the important issues raised by SNEA (I) MH viz. Review of SSA Head Set-up and grant of 3G facility to all the executives on their GSM FSMC. Discussion held on issue of current problems of GSM network in Maharashtra Circle along with other important development related issues.

SNEA(I) Karnataka Circle held  Circle conference on 7th, 8th and 9th of Nov 2013 at Institute of Engineers Hall, Belgaum.

On 08/11/13 the SNEA flag was hoisted by Circle President Com Venkatesh Murthy in the presence of the CHQ leaders Com W Sheshagiri Rao, Com G L Jogi, Com K Sebastin , Com K Padmanabha Rao, Com Pandurang Nayak. Then the delegate session commenced with the welcome address by Com Arun Chavali, the DS of host district. Com B S Venkatesh Murthy Circle President conducted the proceedings. CHQ President Com G L Jogi  addressed the delegate session and elaborated the role of JETA, JTOA, TEOA and now SNEA in the upliftment of the cadre issues raised by us and most importantly the success on the issues raised. He has also explained the key role played in getting the 78.2% DA merger issue getting resoleved under the banner of JAC. Com Padmanabha Rao and Com Pandurang Nayak have alsoe addressed the delegate session.

The open session commenced on 09-11-13 at 1030 hours. Hon M P Shri Suresh Angadi and other dignitaries inaugurated the session. Com ArunChavali, SD Belgaum welcomed the gathering. Com S B Nagavi, CS SNEA Karnataka delivered his Key note adress. Shri Suresh Angadi Hom Member of Parliament and other dignitaries inaugurated the session by the lighting of lamp. Hon M P Shri Suresh Angadi appreciated the services of our executives in Belgaum and  assured our CHQ leaders  that on policy issues like BWA refund, BBNL service licence, BSNL financial viability etc would be taken up with the minister as requested Com G L Jogi and others. Com W Ssheshagiri Rao veteran leader SNEA, Com G L Jogi CHQ president, Com K Sebastin GS have addressed on BSNL service matters in detail. Com C  K Gundanna, Convenor JAC and CS BSNLEU addressed the session and explained the responsibility of the JAC in the coming days and called for all the employees to work hard to earn more revenue.

CGMT Karnataka Circle Shri R K Misra has focused on the quality of service to be delivered and on the earning of more revenue. He has assured to look into all the issues raised in the Key note address related to circle. He will do everything from his side and said that all executives and staff have to work effectively to improve QOS and generate revenue.

Sr GM Hubli Shri B Krishna Sharma GM Belgaum Shri Deepak Tayal and  DGM Staff Shri Prakash Rao have also addressed the gathering and greeted us. Com P GangadharRao Ex President SNEA has attended and addressed us on the works he has taken up as leader of the retired employee’s leader. Com B S Venkatesh Murthy in his presidential address once again focused on our role as SNEA members to work for the betterment of the company. Com N T Balekundri extended the vote of thanks.

Circle Executive Committee meeting of UP (East) Circle held at Lucknow on 14.10.2013.

A well organized CEC meeting was held at Lucknow and lot of healthy discussion was held on the field issues and revival of BSNL. Discussion focussed on the subject “Revival of BSNL - Action Plan of SNEA (I)”. Com G.L. Jogi/CHQ President, Com K. Sebastin/GS and Com Ajai Trivedi/Circle Secretary addressed the CEC meeting.

Circle Secretary in his address explained the manner in which BSNL is suffering from the wrong policies of Government. He also raised the issue of extraordinary delay in promotion from JTO to SDE under 67% seniority-cum-fitness quota. He explained that how the SNEA (I) is continuously pursuing these issues with the BSNL Management.

The GS and CHQ President also explained the developments on career and cadre related issues like:

  • JTO to SDE promotions under both seniority and LDCE quota
  • Standard Pay scale of E2, E3 etc for JTO, SDE and equivalent cadres
  • Time bound functional promotion/CPSU cadre hierarchy
  • 30% superannuation benefit to BSNL recruited employees and efforts of the Association to have a common strategy with all the Unions and Associations on this issue
  • SDE to DE promotion (Ad-hoc/Regular) and DE to DGM promotions
  • EPF related issues etc.
  • Issues related to the Executives of Civil/Electrical/Architect wings
  • Issues related to the JAOs/AOs especially those came from postal side.
  • Uniform first time bound financial up-gradation in four years (not four to six years).

They told that standard pay scale of E2, E3, CPSU cadre hierarchy, 30% superannuation benefit etc. are the most important cadre issues identified by SNEA (I) and given top most priority to its resolution. If the Management is not serious in resolving the issues through discussions, we will be forced to launch agitation in the near future with all the likeminded Associations. Association called upon the activists to make grass root level preparations for a prolonged struggle, like the struggle for 78.2% to resolve these very important cadre issues.

 The 30% superannuation benefit issue was one of the agreements with the Forum along with 78.2% IDA fitment and Child Care leave. As per the agreement, a committee has been constituted and Committee submitted its recommendation. Now BSNL Management sought the opinion of the Unions/Associations on the proposal of the committee. Association is trying to have a unified approach from all the Unions/Associations on the issue. Since large numbers of Non-Executives recruited by BSNL are also involved, the issue has to be resolved in a wider platform like Forum. Unions or Associations individually cannot decide on this issue.

In the Questions/Answer Session, both the CHQ leaders replied all the queries raised by our members.This CEC meeting was attended by almost all the branches of UP (East) Circle in spite of heavy rain in the Eastern UP.

Circle Conference of Chattisgarh Circle:    

Circle conference of Chattisgarh Circle was held at Raipur on 11th October, 2013. GS Com K. Sebastin addressed the conference. GS in his address elaborated the activities at CHQ level regarding the issues related with the growth and viability of BSNL, present financial condition of the company, further need to focus on growth and customer care, GOM, BWA spectrum refund, pension contribution on actual basic instead of maximum of the pay scale, procurement of stores, MLLN eqpts, NGN tender, ERP etc.

On cadre issues GS explained the activities at CHQ level on JTO to SDE promotion under LDCE quota and impleadment in the case at PCAT, New Delhi, SDE to DE promotion and intervention of the association in various tribunals at Chennai, Banglore and Ernakulam in different seniority related issues and DE to DGM promotions. In Civil/Elect/Arch wings the promotions under sen quota is current and LDCE also notified. The JTO to SDE promotion under sen quota is lagging mainly because of court cases. Assn defended two important court cases at Chennai for over two years and got favourable judgment this year. Now efforts are being taken to complete the DPC work at the earliest. Another court case is pending at Hon CAT, Ernakulam which restrained BSNL from issuing promotion order from JTO to SDE. Assn already impleaded in the case to get the injection vacated. Due to our continuous efforts management agreed to end adhocism in DE promotions by reserving 1325 DE posts as MT quota and filling all the remaining DE posts on regular basis. The proposal is already approved by the Management Committee and it has to be approved by the BSNL Board. So hereafter no adhoc promotions will be there to DE cadre. This will boost the promotional avenues of the young Executives in the future as it will pave the way for their earlier promotion to DGM and higher posts.

For the settlement of the most important demand of pay scales of the basic cadres like JTO, SDE and equivalent cadres, Assn is making all out efforts to implement the standard pay scale of E2, E3 etc. This will address the huge pay difference of the JTO/JAOs recruited after 01.01.2007 to certain extend and  boost the morale of the young JTO/JAOs. Assn met DIR(HR), DIR(Fin) and other senior officers who are members of the committee and pursuing the matter to resolve the same. Similarly Time Bound Functional promotion/CPSU cadre hierarchy is also pursuing and Assn is in touch with other UF constituents for the resolution of the issue.

GS replied to the queries from the  delegates regarding standard pay scale status, LDCE from JAO to AO, declaring naxal affected Jagdalpur SSA as All India tenure etc.

In the conference Com S S Rajpoot, Com Rajesh Ranjan, Com K P Naidu and com S K Aggarwal were unanimously elected as C/President, C/Secretary, C/Treasurer and CWC member respectively.

Circle Executive Committee meeting of MP Circle: 

The CEC meeting of MP Circle was held at Bhopal on 27.09.2013. GS Com K. Sebastin, CHQ President Com G L Jogi and Jt. Sec(Central) Com. C. B. Singh attended and addressed the CEC on various cadre issues and issues related to the growth and viability of BSNL. Almost all the SSA secretaries are focused more on the issues related to growth of BSNL and the problems faced by them in the field units, shortage of materials etc.

In the evening an open session was conducted in which CGMT MP Circle Shri N. K. Yadav was the chief guest. Several senior officers of MP Circle attended the open session. All speakers gave their relevant views on the topic of the Open Session Out of Box Thinking for Revival of BSNL. CS  Com Alok Shrivastava has given a power-point presentation on the need of Out of box thinking for revival of BSNL and assured that SNEA(I) will do everything possible for the revival of BSNL. CGMT MP Circle in his address explained the outcome of HOCC at Delhi, which took place after three and a half years. He said that Secy DOT was very concerned about BSNL and so there was real hope for revival. He also said that procurement of materials was also possible only if we generate additional revenue. CHQ President Com GL Jogi said that BSNL had been the target of Govt policies and the BSNL Management had till now not shown the courage to oppose wrong Govt policies. This was the main reason for this state of affairs. GS address focused on attitudinal changes, customer care, fault clearance, marketing, new procurement on NGN, MLLN eqpt, OFC, UG cable, EPBT etc.

GMT Pathankot, Punjab Circle abused DGM who is our member in a language which cannot be reproduced here. DS informed CS/PB about the incident, who in turn advised them to fight against the injustice in a united manner. Immediately around 50 SNEA(I) members gathered at the GM office and sat on an indefinite Dharna. The gherao continued till GMT tendered unconditional apology in writing on the intervention of CGMT/PB. BSNLEU also stood by our members during the whole struggle. We congratulate Pathankot Comrades, DS and CS/PB for the great struggle against injustice.

Tour programme of CHQ  President and GS at Coimbatore SSA / TN Circle:

On 07-09-13 evening along with the Open session on Viability of BSNL, a  grand felicitation function was arranged to our CHQ President Com.G.L.Jogi. The function was presided over by Com. Sundhara Krishnan, C/President. Our veteran leaders Com A. Sugumaran, Ex. AGS,  Com. Govindarajan, Ex. CS  and Com.L.Jayapal, Ex. CS attended and shared their sweet memories with Com.Jogi and also stressed the importance and service rendered by our leaders of our association and achievements on major issues. Com. M.Gopinathan, participated and addressed the house. Com.R.Rajan, CHQ Treasurer and Com.H.Muthu attended the felicitation function. Circle office bearers. Smt. Dr. Lalita Jogi attended the felicitation meeting and graced the occasion. The sincerity, sacrifice and dedication of  Smt.Dr. Lalita Jogi was appreciated by all. Majority of Circle office bearers, District secretaries and activists of  SNEA(I) / TN Circle participated in the function and felicitated Com.Jogi for his tireless service.

Shri.Porpathasekaran, Addl GM / Coimbatore SSA participated in the open session and function. He informed that, as for as cadre aspect is considered, a lot of improvement already took place. Dedication and involvement is missing. Technology changes are taking place; we have to cope up with that. Marketing should be done by all, not by a group of people. By team work we can achieve our goal.

Com.K.Sebastin, GS informed that we are the only PAN India operator providing all sort of telecom services, but we are far behind private operators in market share. Though 13 years passed after the formation of  BSNL,  still our attitude and work culture not yet changed as per requirement. Last month, nearly eight circles not got salary payment on the last working day of the month. The income is not matching with the expenditure. We should treat this as a wake up call. Now we are discussing about revival of BSNL, if we are not coming out of our  present mindset and attitude, we will be forced to discuss about the "survival of BSNL" in the coming days. We have to self introspect ourselves. Both preventive and corrective actions should take place at all levels for the viability of BSNL. He appealed all the executives to take self initiatives for maintaining the quality of service and also retaining customer base by utilizing all available resources in our hand.

Com. Jogi, CHQ president, in his address stressed that addition of new customers in BSNL is not happening as per telecom industry achievement. We have to analyze why existing customers are going out? Attitude and mindset of employees to be changed from the erstwhile DOT era. Company needs structural changes, management is bringing structural changes for their own interest. Though ITS are expertised and exposed, they are having the capacity of leading, but we lost our confidence on them since they are not part of the company. New National telecom policies were introduced especially to support the private operators. The policy was tweaked and private operators were given financial benefits. At the same time though BSNL and MTNL has art of technology, they were not allowed to enter mobile services. Though there is provision in the NTP in the name of ADC, USOF etc we were not compensated. Indian telegraph act was amended in the interest of private operators. Through struggle independently and also under the banner JAC, UF etc. we achieved a lot. Com.G.L. Jogi, expressed sincere thanks to comrades and activists of Tamilnadu circle and also appealed all comrades to concentrate on development issues and growth of BSNL.

Circle Conference of NE I Circle: The Circle Conference of NE I Circle was held at Shillong, NE I on 14th September, 2013. JT Sec(East) Com Ramesh Kumar and GS Com K. Sebastin addressed the delegates. About 30 newly recruited JTOs also actively participated in the deliberations.

GS in his address explained the role of the Association in the last 30 year in uplifting the JTO and other cadres.

a) JE/JTO was in 425-15-700 scale in 80s which upgraded first to 1640-60-2900 in 1986, then to 6500-200-10500 in 1996, then to E1A scale in BSNL and now struggling for E2 scale,

b) JE/JTO cadre elevated from Group C to Group B Gazetted thereby ensuring absorption as an Executive in BSNL, other Group C cadres like JE (Civil/Electrical etc) absorbed as Non Executives,

c) First time in the history of any central Govt dept, Time Bound promotion (Lateral Advancement scheme) implemented in DoT after 12 years of service,

d) the only one association fought for terms and conditions for absorption in BSNL like pay scales, promotion policy and fitment formula when all other 15 Assns were ready for absorption in BSNL just for an adhoc payment of Rs 2000/  as offered by Management just like a bonded labourer,

e) through struggle in 2002, finalised the terms and conditions for absorption such as E1A, E2A, E3, E4, E5 and E6 scales for the Executives, 5 time bound promotions between 4 to 6 years of service (earlier only 2) and point to point fixation and ensured that the pay scales and promotion policies are equally applicable for the BSNL recruits also,

f) Payment of EPF contribution @12% of the emoluments without the maximum ceiling of Rs 6500/. From 2001 to 2005, the EPF contribution was a fixed amount of Rs 781/ (12% of Rs 6500) from BSNL irrespective of the total emoluments. After struggle, the EPF contribution @12% of the emoluments without ceiling, implemented in 2005 from with retrospective effect, from the date of joining in 2001 or 2002,

g) Time Bound promotion policy framed and orders issued on 18.01.2007, the best promotion policy available in any CPSU.

h) Landmark breakthrough in the career of the Executives in BSNL in the form of BSNLMS R/R where the JTS bottle neck broken and 50% STS(DE) posts earmarked for promotion from SDEs and Extl MT quota reduced from 100% to 25%, which ensured the smooth career progression of the Executives. As a result, now the Executives getting promotions upto DGM and in the future, they can eye for GM promotions also.

i) First CPSU which implemented 2nd PRC recommendations with 30% fitment.

j) Historic struggle for 78.2% in which SNEA(I) played a crucial role in mobilizing other Unions and Associations and reaching a negotiated settlement with BSNL and further pursuing it in BSNL, DOT and BRPSE for its implementation.

k) Continuous efforts of the Association to end the Adhoc promotions which resulted in the proposed amendment to BSNLMS RR earmarking 1000 STS posts exclusively for MTs and remaining all STS(DE) posts (80%) for "Regular promotion from SDEs"  thereby ending Adhocism.

Struggle to continue for:

i) Standard pay scales of E2, E3, etc for JTO/JAO, SDE/AO etc which will boost the morale of our young comrades of 2007 and 2008 batches, its persuasion, formation of the Joint Committee etc.

ii) Time Bound functional promotion or CPSU cadre hierarchy as per the terms and conditions for absorption in BSNL (which is a negotiated settlement with this Assn alone).

In addition to this, through tireless efforts of the Association thousands of JTOs promoted as SDEs in seniority/LDCE quota, thousands of SDEs promoted as DE/AGMs and hundreds of DEs promoted as DGMs and the same efforts will continue in the future also.

Another area our Assn focussing is the financial viability of BSNL and it growth. Assn recognised that this is an area where more focus and attention is required in the future in order to protect our jobs. Lot of changes in our attitude, work culture etc required and extraordinary efforts are required in this regard. Through united efforts of all the employees, this company can be saved. SNEA(I) is struggling against the policies of the govt, struggling for professionalism in the management for reforms, modern procurement mechanisms, proper monitoring, enforcing a new work culture and discipline etc. Assn fought against unbundling of copper cable, for ADC charges, for the 2G tender, payment of pension on actual pay instead of maximum of the pay scale, BWA spectrum refund, illegal 3G service in the name of roaming,

A well organised open session was held in the evening with more than 150 comrades attending the open session. Smt Ampareen Lyngdoth, Hon Minister for Urban and labour affairs, Govt of Meghalaya, Padmashree Smt Patricia Mukhim, Editor/Shillong Times, Sri K. Damodar Rao, Sr GM holding the charge of CGM/NE I Circle, Sri Tilak Rai, senior journalist and others addressed the open session. Hon Minister, Padmashree Smt Patricia Mukhim and other speaker lauded BSNL for its contribution towards nation building but critical about the quality of service given by BSNL and reminded us that public expected much better service from BSNL.  GS congratulated the comrades of NE I Circle for continuously making profit in a very difficult environment and also under stiff competition when other major circles in the main land are not able to do so. He appealed to improve the quality of service and customer care further as suggested by the esteemed guests.

Circle office bearers meeting was held on 15th Sept.2013 at Conference Hall PGMTD, Jaipur. Com. G.L.Jogi , CHQ  President attended and addressed the meeting. He elaborately discussed on current issues i.e. amendment in BSNLRR, one time relaxation in residency period in STS cadre from four years to three year for promotion from STS to JAG cadre. Progress for conducting of DPCs from JTO to SDE , SDE to adhoc DE, adhoc DE to regular DE and regular DE to JAG. He also discussed the issues of EPF and 30% superannuation benefit for BSNL recruited JTOs, their carrier progress and pay anomalies for 2007 recruited JTOs.Organizational matters and strengthening of SNEA(I) Branches in SSA were discussed in detail.

Jogi, President SNEA (I) CHQ in his address highlighted the issues related to growth of BSNL and role of each and every executive in it, the role of BSNL management & Govt of India, present challenges before BSNL. He also informed house about present status of different DPCs for promotions, role of SNEA(I) in settlement of 78.2 % fitment, Court cases being pursued by SNEA(I) CHQ, Status of case filed by  SLP on seniority issue to clear list no. 6& 7 and its status, the issues being pursued by SNEA(I) CHQ on Top priority like Standard Pay scales for BSNL Executives, 30 % superannuation benefits, Centralisation of EPF and resolution of related issues, Pay anomalies aroused after second PRC, First time bond after four years for all and removal of disparity on the ground of touching/crossing next scale, efforts of association for 80%  MTs post for internal Executives, Conduction of LDCE for SDE, LDCE for filling vacant post of JTOs, status of JTO Offg Case and its persuasion by SNEA(I) for onetime settlement. Com AGS Chandrasekhar in his address elaborated the activities going on at the CHQ level. He explained the efforts of SNEA(I) CHQ in continuously resolving the issues of BSNL Civil & Electrical fraternity like Ist ACP, promotions in different cadres etc.The issue of amended in BSNLMS RR, IDA upgraded Pay Scales w.e.f. 01.10.2000 for C/E Executives like the Executives in Accounts wing etc will be pursued by the CHQ further & he assured to resolve it in the coming days ie in favor of C/E executives. He also assured for some modalities on merger issue to be issued from BSNL CO.

Com. R K Sutrakar, CWC Member proudly informed the house that the C/E membership of the Association in MP is such that “Almost all the Civil & Elect. Executives of MP circle are the members of SNEA(I)” & this could be achieved, due to the vibrant role of  SNEA(I) circle & CHQ leadership. SNEA(I) MP Circle is the first ever Circle where almost all C/E Executives  are with SNEA(I). The open session was attended by more than 100 of SNEA(I) comrades of Civil & Electrical fraternity from all the corners of MP.

The Odisha Circle conference was held at RTTC, Bhubaneswer on 09th and 10th August, 2013.  GS Com K. Sebastin and CHQ President Com G L Jogi addressed the delegate session and explained the activities at CHQ level.

Two issues related to 2nd PRC, namely 78.2% IDA fitment and standard pay scales of  E2, E3 etc are pending for resolution since 2009. The 78.2% fitment issue resolved recently through continuous and united struggle in the banner of Forum of BSNL Unions/Associations. Similarly the standard pay scale of E2, E3 etc can be resolved only through united struggle and isolated actions will not help its resolution, rather it may hamper it. Like 78.2% fitment, SNEA(I) is fully committed to the resolution of this issue at the earliest and it will be resolved only through the Joint Committee formed for the same.

The Time Bound Functional promotion as per the terms and conditions for absorption for which SNEA(I) alone struggled in 2002 and finally come to an agreement with BSNL Mgt, is the only long term remedy for functional promotions because of the large number of court cases on seniority. This issue also to be addressed through the same Joint committee.

30% superannuation benefit issue also going to be resolved as Forum has taken a clear stand on the issue and became part of the agreement dated 12.06.2012.

Some of the EPF related issue will be resolved as EPF authorities are going to implement Unique identity no from 15th August onwards. The Assn is exploring the possibility for a "maximum pension option" instead of the "minimum pension option"  as a onetime measure. If it is allowed by EPF authorities, then the EPF pension will be better than the Govt pension.

Recent developments on these issues clearly demonstrated that the intention was not to resolve the issue but to make some mileage out of it by avoiding a joint struggle. This isolated action may be for mobilization on a short term measure or to create confusion among the Executives, definitely not for the resolution of any of the issues. This will become more and more clear in the coming days. SNEA(I) is keen to resolve the issue keeping the larger interest of the Executives.

Regarding promotions, in the month of July, 2013 promotions from JTO to SDE, SDE to DE and DE to DGM took place, giving big relief to our young as well as senior comrades. The DE (Reg) promotions also will follow. DPC related work for JTO to SDE promotion under seniority quota will be started shortly for the vacancy years 2009-10 to 2011-12 and Assn is pursuing it with all sincerity. In the meantime Assn is pursuing DE to DGM promotions also for the remaining DGM vacancies. The DPC from JTO(C/E) to SDE(C/E) became current. The amendment in BSNLMS RR for SDE(C/E) to EE(C/E) promotion is under the active consideration of the BSNL Mgt.

The open session was held on 10th Aug, 2013. It was presided over by Com P.K. Sahoo, C/P. The keynote address was presented by Com P M Kar, C/S. CGMT Sri N K Bhoi and other senior officers of Odisha Circle addressed the open session. CHQ President and GS wholeheartedly congratulated the comrades of Odisha Circle, CGM and his team of senior officers and the entire employees of Odisha Circle for their achievement in making the Circle profitable for all the years even under tremendous competition. The employees as a whole and the trade unions in particular has to take a leading role in revival of BSNL. For this continuous struggle is required against i) the policies of the Govt, ii) the Mgt for taking timely decisions and business initiatives and iii) among the employees for transformation, attitudinal change, change in work culture and reforms. Office-bearers of BSNLEU, NFTE, AIBSNLEA and AIGETOA also attended the meeting.

In the Conference Com Manoj Kumar Mallick, Com B C Biswal and Com Subhakanta Dash were elected as C/President, C/Secretary and C/Treasurer for the next term. Com U K Panda, Com R K Mahalik were elected as CWC members.

West Bengal State Conference:

 

The XXIV state conference of West Bengal State Branch was held at Kolkata from 06th to 08th August, 2013.  GS, CHQ President, AGS Com Sankar Sanyal and Jt Sec(East) Com Ramesh Kumar addressed the delegate session and explained the active role of the Association in resolving the issues related to the Executives since 1986, through continuous struggle:

a) JE cadre was upgraded from 1400-2300 scale to 1640-2900 scale with change of designation as JTO through a Union Cabinet decision.

b) in 1990, through joint struggle, for first time in the history of any Central Govt. dept, time bound promotion (financial upgradation) concept was introduced in DoT by which JTOs and SDEs started getting lateral advancements after 12 years, again a cabinet decision.

c) in 1996 through Vth CPC, JTO pay scale was again upgraded from 5500- 9000 to 6500-10500 scale and cadre was also elevated from Group C to Group B gazetted which ensured that, at the time of BSNL formation, all the JTOs are absorbed as Executives instead of Non Executives.

d) In 2002, SNEA(I) rejected absorption without Terms and Conditions while it was acceptable to all other Assns and Non Executives.

e) SNEA(I) alone through struggle demanded the Terms and conditions of absorption and succeeded in getting Pay Scale, Time bound promotions and Fitment formula.

f) SNEA(I) defeated the management decision to absorb  JTO, SDE in the pay scale of E1, E2 at the time of absorption .

g) SNEA(I) ensured employers EPF contribution is at the rate of 13.5 % of current Basic + IDA instead of maximum ceiling of Rs 6500 irrespective of basic. From 2001 to 2005, the EPF contribution was a fixed amount of Rs 780 (12% of Rs 6500) for all the Executives irrespective of the emoluments. This benefitted the Non Executives (TTAs) also.

h) SNEA(I) compelled the management to extent the 30 % fitment benefit to all  JTOs recruited in 2005 irrespective of the  date of joining i.e after 1.1.2007.

i) SNEA(I) demanded standard E2, E3 etc pay scales in place of E1A and E2A and continuously struggled for that since 2009. SNEA(I) ensured the unity of all the Executives in the struggle from 2012 in the banner of United Forum for the larger interest of the cadre. The issue has to be resolved in the shortest time as promised by the Management recently through a positive recommendation from the joint committee. We cannot have any compromise on this basic issue as accepting any number of increments in E1 scale will be suicidal for the cadre. Then in 3rd PRC, JTO/JAOs, SDE/AOs will be automatically placed in E1, E2 scale respectively? It is not at all acceptable to us.

j) The Time Bound Functional promotion, the agreement between SNEA(I) (erstwhile TEOA) was reached with BSNL Mgt in 2002 and became part of the terms and conditions for absorption in BSNL to be implemented at  the earliest. This is nothing but CPSU cadre hierarchy. The joint committee deliberations should be expedited for the smooth implementation of functional promotions on a time bound basis.

k) SNEA(I) compelled the management to grant 5 additional increments to  JTOs/JAOs of 2007 and 2008 batch and those who joined after 2007 to overcome the pay loss till  finalization of  revised pay scale of  E2 and E3 in place of E1A and E2A.

l) SNEA(I) took leading role in mobilising the Executives and Non Executives for the implementation of 78.2% IDA fitment, 30% superannuation benefit and Child Care Leave. Orders on 78.2% and CCL have already been issued. The committee constituted for 30% superannuation benefit submitted its reports and Assn is trying to mobilise the opinion of all the Unions/Assns to have maximum contribution from BSNL side.

Further SNEA(I) is focussing on the revival of BSNL our beloved company. This is also equally or more important than resolution of cadre issues since company is our bread and butter. Resolution of the cadre issues does not have any meaning unless and until BSNL is having the money to pay. SNEA(I) is really concerned about the future of the seniors and more concerned about the young recruits who are having 20 to 30 years service to go. If we are forgetting the financial health of the company and focussing on cadre issues alone, we are doing a big mistake. When others are silent on these most important issue, we had taken a leading role to raise and focus on issues of viability of BSNL.  

The open session was held on 07th August, 2013 and more than 350 comrades attended the open session. GS, CHQ President, Shri  Salil Bhaduri, CGM/WBTC, Shri  Gautam Chakraborty, CGM/CTD, Shri  S Rajhans  CGM/TS & TF and several GMs of CTD and West Bengal Circles attended and addressed the open session.

Com Tapas Ghosh,  Com Dilip Saha and Com Bidyut Ghosh were unanimously elected as C/President, C/Secretary and C/Treasurer respectively. Com Tapas Ghosh, Com Bipul Nandan Chakraborty and Com Nirmal Sarkar were unanimously elected as CWC members.

The Circle conference of MP Circle was held at Jabalpur from 01st to 03rd March, 2013.

The open session was held on 02nd March’13 on the topic “Revival of BSNL: Vision of Top Management combined with responsible role of Middle Management.” Shri A N Rai, DIR(EB&HR)/BSNL Board, CHQ President Com G L Jogi, GS Com K Sebastin, CGM MP Circle Shri N K Yadav, GM (TF) Corp Office Shri Rajesh Kumar, Sr GMTD Jabalpur, Shri A C Mishra, CS BSNLEU MP Com S R Nayak and CS SNEA MP Com S. Dutta Majumdar addressed the Open Session.

GS and CHQ President reminded the delegates that this is the time to wake up and take extra efforts to generate more and more revenue by growing further, improving the quality of service and customer care.

GS urged the comrades to simply focus on growth of the company for the next two to three years leaving the cadre issues to the Association and Management.

General body meeting of Banglore TD at Banglore on 04.2.2013. The General body meeting was held at CTO building Auditorium and the auditorium was packed. The gathering was addressed by Com. K Sebastin G S, Com. G L Jogi, CHQ President, Sri S. Ghosh, PGMTD, Banglore, Com. W. Seshagiri Rao Veteran leader, Com. Padmanabha Rao Jt. Sec(Sec) and Com. S B Nagavi, Circle Secretary, KTK Circle.

GS and CHQ President in their address given detailed information related to cadre issues, elaborated the role of executives to turn around the company from the present status and also about ITS repatriation. The quality of service to the customers and customer interface has to improve for additional revenue generation. This requires drastic changes in our work culture and this is really missing and affecting the growth of our company. Even after twelve years of formation of BSNL, there is not much change in the work culture of the employees in BSNL. Main reason for this is the non-resolution of ITS issue and since the top Management belongs to Govt, they are not able to bring in reforms in the company. As there is little scope for reducing the expenditure, only way out for the revival of BSNL is to generate more and more revenue and this can be achieved only by providing more and more connections and quality service.

Both GS and President congratulated the Comrades of BGTD for providing more than 50% of revenue to KTK Circle and reminded them that they are having much more potential to generate more and more revenue, at least 100 Crores and they have to work for that. To offset the present losses, we have to generate 10% to 15% additional revenue, GS pointed out.

Circle Executive Committee Meeting of SNEA Karnataka circle was held at Mysore RTTC on 2nd and 3rd Feb 2013 in a grand Manner.

On 02-02-2013, the KTK CEC meeting commenced with the welcome address by Com K.N.Muralidhar, COS, Circle President Com. B.S.Venkatesh Murthy presided over the meeting. The Open Session was held with mammoth gathering of comrades of Mysore. Shri P Raghavan CGMT Karnataka was the chief guest of the function. Shri R Chandramouli, Sr GM HR and Admn and Shri Prakaksh Rao DDM Staff were the Guests of Honour. In the key note address CS Com S B Nagavi acknowledged the services of CGMT Karnataka Shri P Raghavan and thanked him for his humane approach he has always extended in resolving all the issues of the members of SNEA/Executives of BSNL. CGMT, respected Shri P Raghavan in his address explained the achievements of our circle mainly; the growth and focused on the need of quality of service, improved approach towards subscribers.  Sr GM HR and admin Shri R Chandramouli in his address stressed on the issues related to the HR policies of the circle and appreciated SNEA(I) for the constructive approach in resolving many issues.

Com K Sebastin GS, SNEA CHQ, in his address, informed about the organizational matters related to the CHQ and also how the non resolution of the ITS repatriation issue adversely affected our growth. Comrade G L Jogi CHQ President SNEA has focused on the role of our members for their dedication and commitment in taking forward this company. He stressed the importance of team work and remembered Shri Sam Pitrodas’ approach towards the subordinates and the unions. Comrade CHQ President condemned the vindictive, autocratic attitudes being forced on our members in Mysore. Com W Sheshagiri Rao, veteran leader, Com Padmanabharao,JSS, Com Pandurang Nayak,AGS and Com Bhaskar, ACS BSNLEU Mysore addressed the open session. Com G P Harsha extended vote of thanks.

On 3rd Feb 2013,  the subject committee was addressed by Com K Sebastin GS, Com G L Jogi CHQ President, Com Panduranga Nayak AGS, Com Padmanabha Rao JSS, Com V Mukundhan veteran leader of Mysore SSA. Circle Executive Committee condemned the vindictive and biased approach of Mysore Administration in dealing with the issues related to the members of our association and authorized Com.S.B.Nagavi, CS / KTK to take all possible steps including state level organizational programme if it warrants so. The house appreciated the efforts of the circle body in resolving the issues of the members and also the work done in maintaining the SNEA Bhavan / Bangalore including its best utilization. Circle Conference of SNEA (I) Kerala Circle conducted at RTTC Thiruvananthapuram on 23/01/2013 and 24/01/2013.

The conference was well organized by Thiruvananthapuram SSA unit at RTTC Campus, Thiruvananthapuram. The Circle Conference was inaugurated by Com. Kodiyeri Balakrishnan, Deputy Opposition Leader, Kerala Legislative Assembly.
