Relay hunger strike by our Kerala Comrades continues for the 28th day: In protest against the vindictive action of Sri MSS Rao, GM who is looking after as CGM/Kerala, yesterday our Kerala comrades taken Mass leave. According to the information about 1300 Executives were on leave maintaining skelton services. Services are badly affected and according to CDR, more than 70,000 complaints are pending yesterday in KRL Circle alone where as other Circles in the South have less than 15,000 complaints each. Congrats comrades, keep it up and continue the fight for the dignity of the prestigious Circle, for a better working environment, against corruption, against humiliation, harassment and vindictive attitude of Sri MSS Rao.

Relay hunger strike by our Kerala Comrades continues for the 24th day---.

As CMD/BSNL and DIR(CFA) intervened in the matter, Assn restrained itself from aggravating the situation as requested by them. But the arrogant CGMT Sri MSS Rao is continuing his vindictive actions like issuing dies non to the comrades availing leave and participating in the hunger strike, video graphing the agitating comrades including lady comrades which created wide spread criticism about his motives, issuing memos, transfers etc which cannot be tolerated. But this gimmicks did not demoralize the valiant comrades and the hunger strike is continuing for the 24th day. The services are severely affected. SSA Heads are closing thousands of complaint dockets without attending the fault. We are confident that CMD/BSNL and DIR/CFA will resolve the issues without any delay.

 

If the issues are not resolved in another few days, Assn is planning for All India agitation as decided in the CWC. All CHQ office bearers should be ready to come to New Delhi next week on a very short notice.

Meeting with Sri Anupam Srivastava: GS and President met Sri Anupam Srivastava and discussed the alleged corrupt activities of Sri MSS Rao, CGMT Kerala in the Nortel penalty waving case. He had formed committees after committee to get a favourable report to reduce the 30 Cr penalty imposed by earlier CGMT in 2011 based on the recommendation of a high level committee. DIR(CM) categorically told that there is no instruction from BSNLCO to review any penalty and if CGM is doing so, it is his own decision only. Now matter is under examination by CM cell and appropriate action will be taken.

Assn categorically told that all his corrupt activities and transfer of GMs, DGMs and Executives who are not supporting his corrupt activities will be fully exposed by the Assn. As a result he is becoming more and more vindictive day by day. But ultimately he has to pay the price for his corrupt activities and provocative activities.

The profit theory of Mr MSS Rao is not his contribution but because of the smart tariff revision by BSNLCO. The tariff revision alone given 143 Cr additional revenue in CFA (72 Cr in basic phone + 71 Cr in broadband) and about 120 Cr in CM segment. If the tariff revision was not happened, then the profit would have been about 150 Cr instead of 411 cr as boosted by Mr Rao.

Amendments to the new Recognition rules, 2014 for Membership verification: BSNL constituted a committee with Sri M C Choube, ED(CN) as Chairman and Sri A. K. Jain, CGM/NTP, Sri Neeraj Verma, GM(SR) and Sri R K Goyal, GM(EStt) as members to examine the proposals of amendments in the Recognition Rules, 2014. Association demanded amendments of some important provisions before the commencement of verification which will be examined by the committee shortly.

GS and President met CMD BSNL and discussed about the Kerala issue. CMD informed that DIR(CFA) is already seized the issue and in touch with CGMT Kerala. On the alleged large scale corruption charges against Sri MSS Rao, CGMT, CMD informed that the Nortel issue is made over to DIR(CM) for thorough inquiry. Fixing of staffing norms by CGMT ignoring the staffing norms of BSNLCO and exercise of rationalization in the name of CGMTs norms, CMD told us that no Circle is having such power to change the norms and all Circles has to follow the norms fixed by BSNLCO and posts sanctioned by BSNLCO. Tomorrow, Assn will be meeting DIR(CFA) also.

General Secretary Com. K. Sebastin, CHQ President Com. G. L. Jogi and Circle Secretary, Kerala Com. George Varghese met DIR(CFA) Sri N. K. Gupta on 11.07.2014 and discussed the issues related to Kerala Circle. CS, Kerala was also invited by the BSNL Management for discussions and resolution of all the issues. CS/Kerala explained the issues in detail to DIR(CFA). DIR(CFA) informed that he is very much aware of the issues in Kerala Circle and assured that prompt action will be taken by BSNLCO to resolve the issues. Kerala being the model Circle in BSNL, Management is very serious in the developments in Kerala Circle and all actions will be taken to restore the confidence of the employees.

Yesterday, 10.07.2014, we had a meeting for more than three hours with Sr. GM (NWO), Sri. Mittal who is deputed by CMD and DIR(CFA) to discuss the issues with all the concerned and have first hand information. CS, Kerala emphasized the point that the issue behind the on-going agitation in Kerala is not just because of transfer issued in May 2014 as propogated by some quarters to divert from the core issues like corruption, but against the bad policies of CGMT, his attitude, deliberate attempt to dismantle the monitoring mechanisms and unhealthy work culture, shifting of experienced and efficient officers and Executives from the wings/sections, attempt to change the staffing norms  and reduction of posts sanctioned by BSNLCO, rotational transfer etc since Sri. M.S.S Rao assumed the charge of CGMT. CHQ office bearers also pointed out that he become vindictive when Association started questioning some of his actions which may lead to corruption for crores of rupees. To terrorize the senior officers like GMs, DGMs and Executives, he is using transfer as one of the tool. CS, BSNLCO Com. A.A. Khan was also present in both the meetings.

“Indefinite relay hunger strike” – 15th day and “Work According to Rule” from 07.07.2014 in Kerala Circle.

T.V. Rajesh, MLA inaugurated todays hunger strike at CGMT office, Trivandrum. Ex. Home Minister and CPI(M) Politburo member, Sri Kodiyeri Balakrishnan, MLA who is also the Deputy leader of the opposition, addressed the comrades at Trivandrum in the evening. In his address he blasted the CGMT and told that “the agitation by the officers in any organization continues for 15 days means that the CGM is not fit to sit in the chair. He has to be shifted immediately not only from Kerala, but from BSNL itself”. Hundreds of comrades participated in the hunger strike at different SSA HQs in Kerala. Leaders of BSNLEU and FNTO held demonstration in support of the agitation and addressed the comrades at different SSAs.

Lunch/closing hour demonstration at BSNLCO, Circle/SSA HQ on 09.07.2014 in total solidarity and support to our Kerala Comrades who are on indefinite hunger strike for the last 15 days from 25.06.2014 and “Work According to Rule” from 07.07.2014 against Sri M S S Rao, CGMT/KRL.

Some of the core issues:

a)         No interest or initiative in the developmental activities of Kerala Circle. Even state Govt connections shifted from BSNL.

b)        The employees and SNEA(I) opposed some of the activities of the CGMT that leads to large scale corruption and his keen interest to favour some vendors by waving the penalty already imposed by earlier CGMTs through due processes at the cost of BSNL. Nexus with vendors, franchises etc suspected.

c)         Transferring and humiliating senior officers infront of subordinates in order to shunt them out of the key positions. All the senior officers who are critical about his functioning was shifted from Circle office and other offices. The powers of SSA Heads are taken away and norms, station of posting etc are decided by Circle office from GM to Telecom Mechanic.

d)         Posting new faces in key positions so that they will not make any opposition to the game plan of CGMT as they are not familiar with the system/ work.

e)         Humiliating Executives infront of others, thereby demoralising them.

f)         Dismantling the good system and monitoring mechanisms put in place by earlier CGM/GMs in consultations with Associations/Unions by transferring the Executives posted in that area.

g)         When Association opposing such move, implementation of rotation transfers in the name of rationalization and long stay against the staffing norms, sanctioned posts and transfer policy. In the name of rationalization number of Executives working in key areas like transmission mtce, NIB, CDMA NOC, external plant etc drastically reduced.

h)         No expansion is required for 2G BTSs and only 3G BTSs are required in future. All the GMs and DGMs who are not toed his line shifted.

Comrades, let us also be part of this spirited struggle, to keep the morale high, a fight to retain the glory of BSNL and Kerala Circle and not allow its growth to slide down.

Our Kerala Comrades continues the hunger strike. On 05.07.2014, CHQ President Com G. L. Jogi, CHQ Treasurer Com R. Rajan and AGS Com H Muthu addressed the comrades at Trivandrum. The emergency CEC meeting of Kerala Circle held on 05.07.2014 decided to intensify the agitation as CGMT is in no mood to resolve the issues and to focus on the development and growth of the Circle. He is fully involved in vindictive actions further exposing his intensions to spoil the Circle.

In addition to the hunger strike, Kerala Circles starts “work according to Rule” from next week.

KERAL CIRCLE - Relay Hunger Strike - Day 7
Yet another history made by SNEA (I), Kerala Circle. The Circle Office witnessed a massive hunger strike on day 7. The vindictive actions of CGMT / Kerala Circle continued in day 7 also. On Day 7, Officials of Pollution control Board were repeatedly requested by CGMT to inspect the noise level at the Strike venue and to make appropriate actions. Anyway the officials were convinced that the sound level is within the limit and they have also informed that this is the first time they are visiting an office like this against such complaint.


In the after noon, our strike was honoured by the presence of Most popular and most respectable revolutionist of Kerala Com. V.S.Achuthanandan, the former Cheif Minister and the Opposition Leader.

Our Kerala Comrades continues the hunger strike for the 07th day. On 01.07.2014, Sri V. S. Achuthanandan, Ex. Chief Minister and leader of the opposition addressed the comrades at Trivandrum. All comrades and senior Management also should go through the speech of Hon. Ex Chief Minister of Kerala to know the public opinion about Sri M S S Rao, looking after CGMT.


From his address:

“-- Statistics show that the Keralites spend more than 2000 crores per year in the mobile sector alone. Therefore it is of prime interest to the private sector. And it is only natural that they attempt to weaken and destroy the strong public sector presence in the sector. And they are willing to spend any amount for that purpose. Who knows whether your weak hearted CGM has fallen prey to them. One thing is certain! He is not doing the right job here.

--- I understand that he is not a Keralite. But that is no disqualification for the post. But I am afraid that he is not aware of Kerala or its well organized employee culture. We feel so, because this gentleman appears to be in fools paradise, when he, with stubborn arrogance tends to impose, dominate and dictate.

--- Therefore my only request to him is to end the path of strife, concede genuine demands and rights of the employees and Executives, take them into confidence and reestablish the healthy, harmonious work culture that was very much prevalent here. Let me also remind him that if he carries on with his unwanted arrogance and haughtiness, he will only land in deeper trouble and greater danger.

Meeting with DIR(HR) on Kerala issue. GS, President and both AGSs met DIR(HR & EB) Sri A. N. Rai and had detailed discussions about the developments in Kerala Circle. We in clear terms told DIR(HR) that there is no initiative from CGMT/Kerala to diffuse the situation or resolve the issues, rather he is aggravating the situation by issuing Shaw cause notices, using police force, stopping the MPs and elected representatives at CGMT office etc. The issue is not transfer and posting as propagated by the CGMT but dismantling the good system and monitoring mechanism prevailing in Kerala Circle by transferring the Executives posted in that area. The employees and SNEA(I) opposed some of the activities of the CGMT that leads to corruption and his keen interest to favour some vendors by waving the penalty already imposed by former CGMTs through due processes at the cost of BSNL.

All the senior officers who are critical about his functioning was shifted from Circle office and other offices. The powers of SSA Heads are taken away as norms and posting to particular stations are decided by Circle office from GM to Telecom Mechanic.

In the name of rationalization number of Executives working in different areas reduced. For CDMA NOC, only one executive is required as per CGMT for monitoring from 07 AM to 09 PM whereas 05 Executives are working today. Some other examples of rationalization is as under.

The mobile sector also started collapsing as no attention is given on operation and maintenance activities. Another decision is that no expansion is required for 2G BTSs and only 3G BTSs are required in future. 240 BTSs acquired and 2000 BTSs under process of acquisition are surrendered! All the GMs and DGMs who are not toed his line shifted.
Association requested the strong intervention of DIR(HR) to save the interest of BSNL and the profit making Circle. DIR(HR) assured that he will take prompt action.

Hats off Comrades of Kerala, we salute you

 

We all salute legitimate struggle of our valiant heroes of SNEA(I) Kerala Circle in defeating  sinister designs of CGM/kerala to demolish a very healthy work culture of the Circle and thereby protect excellent mechanisms that have been put in place for years together and have contributed towards making Kerala a model and spectacular Circle of growth in BSNL.

The issue is not of transfer and posting. The genesis of the struggle is that our brave Comrades of Kerala defeated the repeated moves of the CGM in trying to develop an unholy nexus with vendors. It all started with that and we are proud that our Comrades succeeded in defeating his efforts to vitiate a very healthy and clean working environment of the Circle.

Brave Comrades, today we are all holding our heads very very high because you have risen to the occasion at appropriate time and thus preserved and protected work ethics and clean culture of the Circle which has been its inherent strength by keeping vested interests miles away. It hardly matters if we have to pay some price for this commendable job.

 Keep up your morale, strength and fighting spirit. After all this is a fight to retain the glory of Kerala Circle and not allow its growth to slide down. And we are not surprised that top BSNL Management is not trying to find out what is at the root of the struggle. At the root of the struggle is arbitrary, egoistic, irrational and autocratic style of functioning of CGM whose lack of commitment and interest towards growth of BSNL is time tested. Go ahead, we salute you. We have already won in defeating the nexus that was being brought into existence with vendors.

Attention of all Circle Secretaries

Our comrades of Kerala Circle deferred the agitational programs for a healthy discussion and resolution of the contentious issues as per the advice of DIR(HR). Since there is no positive response from the Management to resolve the core issues, SNEA(I), Kerala Circle decided to start the deferred the trade union programmes and intensify it from 25th June with ”Indefinite relay hunger strike”.


 As per our Jaipur CWC decision, all Circles to extend solidarity and support to the comrades of Kerala Circle for their spirited struggle. As part of this, all CSs shall send Fax messages to CMD and all BSNL Board of directors on 25th June to intervene urgently. Details will be uploaded in the website today evening.

Kerala Circle intensifies the agitational programmes:

Comrades, after the strong intervention of CHQ, DIR(HR) and GM(SR) intervened and finally meeting took place between CGMT and SNEA(I)/Kerala Circle on 14.06.2014. During discussions, as usual an impression was created that all the contentious issues will be resolved and CGMT sought few days time. However, there is no progress in the resolution of the contentious and core issues of a) creating a healthy enviorment in Kerala circle by stopping the  demoralizing and humiliating behavior Sri M S S Rao who is looking after the charge of CGMT, Kerala, b) shortage of store, money and man power for operation and maintenance work instead of setting unrealistic targets, c) Reduction of posts in the name of rationalization against staffing norms, d) non settling of HR issues, e) Transfer of Executives from SSAs having acute shortage for the sake of transfer in the name of long stay and Large scale displacement of Executives from SSAs against transfer policy etc etc. The entire employees in Kerala Circle, SSA heads to Non Executives are demoralized by the behavior of Sri M S S Rao.

While Assn is straining its nerves to avoid industrial turbulence in the potential Kerala circle which has so far been a model of growth and source of inspiration for other circles to emulate, rather diffusing the situation to have a healthy environment, CGMT is aggravating the situation by series of vindictive actions like demolishing the dharna pandal using police force, denying permission for holding dharna in the allotted space, issuing Show cause notice to the Circle Secretary and Circle Treasurer, transferring the District secretary, relieving executives while discussion on the subject is scheduled etc etc. This also happened when Kerala Circle deferred the agitational programs for a healthy discussion and resolution of the contentious issues as per the advice of DIR(HR).

Since there is no positive response from the Management to resolve the core issues, SNEA(I), Kerala Circle decided to start the deferred the trade union programmes from 25th June with ”Indefinite relay hunger strike”. Emergency CEC of Kerala Circle is being held on 24th June to chalk out further course of action.

CHQ President and AGS, Com Dahiya, met Director(HR) on 13-06-2014 and apprised him of continuing industrial unrest prevailing in Kerala due to non resolution of important issues raised by our Association and total breakdown of communication between the Management and our Kerala Circle Organization. We informed Director that while this Association is straining its nerves to avoid industrial turbulence in a potentially growing Circle of BSNL which has so far been a model of growth and a source of high inspiration for other Circles to emulate, such a response is totally absent from the Management. In fact, Management, particularly Kerala Circle administration should be more keen and enthusiastic than the Association in diffusing the situation to ensure that industrial unrest is completely avoided so that Kerala Circle scales new heights of glory in so far as growth of services is concerned and continues to motivate other Circles, we categorically informed Director(HR). However, Director(HR) was kind enough to assure that he will try his best to diffuse the situation and ensure that discussion takes place to resolve the issues.

 

CHQ President and AGS, Com Dahiya, thereafter met GM(SR) on 13-06-14 and apprised him of our discussion with Director(HR) on Kerala issue and sought his intervention also to ensure that discussion on important issues takes place in the larger interest of Kerala Circle. President was in constant touch with GM(SR) thereafter to end the stalemate and make it sure that discussion to resolve the issues takes place. Association also pleaded with GM(SR) to speed up the membership verification by addressing some relevant and significant issues raised by this Association as quickly as possible so as to pave the way for membership verification. Com. Ramesh Kumar/ J S (East) CHQ, Com. Ratish Kumar/ CS, Bihar Circle and Com. R.K.Verma, ADS, PTD met Shri Ravi Shankar Prasad, Hon MOC & IT and Law & Justice, Govt. of India on 07-06-2014 at his residence at Patna during his first visit to Patna / Bihar after assuming charges as Hon MoC & IT and Law & Justice. CS, Bihar and JS(North) / CHQ submitted a memorandum to Hon  MoC & IT related to important issues faced by the company BSNL and also BSNL Bihar Circle.  Hon MoC & IT informed them that the issues will be discussed in a set time. On 08-06-14, JS / North / CHQ, CS / CP Bihar circle, DS / ADS PTD met  Hon MoC & IT along with representatives of other Executives Associations.  Hon MoC and IT instructed them to take responsibility to turn around BSNL which is a the Govt. Owned PSU and informed that Govt. of India is also equally concerned in this issue.

Valiant Comrades of Kerala Circle go ahead fearlessly and rally against CGM for his misdemeanour in destroying   potentially growing Circle of Kerala brick by brick and fully expose his sinister moves of developing nexus with vendors on the streets of Kerala to which he is used to. His past credentials stand testimony to what he is doing now and he has been sufficiently exposed on earlier occasions in AP and other places for precisely doing what he is doing now in Kerala.

CGMT has started destroying highly ethical work culture of Kerala Circle and Comrades of SNEA(I) Kerala you are doing commendable and yeoman service to Kerala Circle in protecting and preserving the best work ethics that you have and of which each and every Comrade of SNEA(I) throughout the Country is highly proud of.

Continue crusade against corruption which has started raising its ugly head since taking over of present CGMT and nip the evil in the bud so that it does not raise its head in Kerala since Kerala has been by and large free from this menace so far. Don’t be scared of brutal and condemnable actions of CGM in calling police force to dismantle pandal that has been officially allotted for holding of Dharna. CGMT is desperate since we have successfully aborted all his manipulations and manoeuvres to develop nexus with vendors and exposed him in the process.  We are on just and right track. Each and every Comrade of SNEA(I) throughout the Country is solidly with you in your legitimate struggle against corruption. We are proud of you. Go ahead and just do not look back till we get rid of corruption which has started raising its ugly head in Kerala Circle and is basically the issue.

Special general body meeting of Gadchiroli SSA was held on 23/04/2014 wherein 100% executives of Gadchiroli were present and actively participated in the meeting. Com. K. Sebastian/GS, Com. G. L. Jogi/ CHQ President, Com. M. B. Sangle/ JS (West), Com. M. S. Adasul/CS MH and Com. Sayyed Illuesaddin/ TDM Gadchiroli addressed the meeting. Com. Kishor Kapgate DS, Gadchiroli gave warm welcome to CHQ and Circle leaders. CHQ leaders appreciated efforts of executives of Gadchiroli SSA under leadership Com. Sayyed Illuesaddin as TDM Gadchiroli, and quoted it as best example, how BSNL management can be run successfully by BSNL promoted officers. The meeting was also attended by active & veteran leaders of SNEA Vidarbha region including Com. Mukund Kumar Giri, DS SNEA (I) Chandrapur, Com. T. B. Wankhede, DS, Nagpur, Com. H. K. Chauhan DS, Wardha & Com. C. M. Pantawane, DP, Bhandara. GM, Chandrapur in his short speech appreciated the work culture and team work of Chandrapur SSA and further stressed upon the need for development of BSNL and appealed everyone to contribute. It is the role of SNEA Chandrapur that the EB achievement of Chandrapur SSA has increased more than double for the year 2013-14 as compared to year 2012-13. This potential SSA is headed by Sri. Adasul, CS/MH addressed the meeting. Com. P. H. Kandalkar, DS Amravati made welcome address. Sri. Ramashray Prasad, GMT, Amravati in his speech appreciated the work culture and team work of Amravati SSA & further he appreciated the executives of Amravati SSA for contribution and the involvement in positive growth seen in BB, L/L, GSM etc after his joining as GM at Amravati. CHQ leaders especially GS and CHQ President in their address explained the activities at CHQ level as given below on issues related with the growth and financial viability of BSNL and important HR issues. They reminded that the future of our young comrades are depending on the future of BSNL and its viability. So our first priority should be the revival of BSNL and make BSNL a profit making CPSU by 2017 so that we can dream about 3rd PRC and the future of our young comrades can be secured. They explained:

a)    The role of JAC and SNEA(I) in particular on 1) ADC charges, b) subsidy from USO Fund, c) unbundling of copper cable, d) disinvestment, e) GSM tender in 2007, f) BWA spectrum charges refund, g) 3G roaming, h) GSM expansions, i) ITS absorption related issues, j) procurement of materials and equipments, k) 78.2% IDA fitment etc.

b)   Stressed upon the need for strengthening the platform of Joint Forum for growth of BSNL.

c)    The need to defeat the sinister designs of Govt and BSNL management to dismantle BSNL by forming subsidiary tower company.

d)   Need for settlement of important issues before merger of BSNL and MTNL.

e)   Only employees can save the company and appealed to all comrades to think about developmental issues and be united under JAC Banner.

f)    CDR, ERP and NGN and without these reforms BSNL cannot survive and the role of SNEA in its implementation.

g)   They appraised about growth of BSNL and how it is related to next PRC in 2017 and appealed for contribution from executives at all levels.

h)   Efforts taken by SNEA(I) on different HR issues in the past like pay scale upgradation in 1986, implementation of time bound financial upgradation or lateral advancement after 12 years in 1990 first time in any Central Govt Dept, again pay scale upgradation and Group B Gazetted status in 1996 which resulted the absorption and recruitment of JTOs as Executives in BSNL, struggle for terms and conditions for absorption such as pay scales, promotion policy and fitment formula when all other Assns are ready to get absorbed in BSNL just for Rs 2000/ Adhoc payment, single handed struggle for finalization of pay scales of Executives in BSNL, settlement of major EPF issue in 2005 where BSNL agreed to pay 12% of emoluments (basic+IDA) instead of ceiling of 12% of Rs 6500/ (fixed amount),  struggle for TBP policy, struggle in the banner of UF for BSNLMS RR, implementation of 2nd PRC and 78.2% IDA fitment, pension revision after 01.01.2007, promotion from JTO to SDE, SDE to DE and DE to DGM in all cadres etc etc.

i)     Status of different DPCs from JTO to SDE, JAO to AO, LDCE from JTO to SDE, SDE to DE (Regular), DE to DGM (Adhoc) and the status of different court cases and its persuasion by SNEA(I) CHQ. JTO(C/E) to SDE(C/E) promotion is almost current.

j)    Major achievement in the amendment of BSNLMS RR to increase the regular DE/STs quota from 50% to 75%.

k)   Outcome of recent agitational programmes and further steps being taken by SNEA(I) in settlement of important issues like Standard pay scales, 30% Super annuation benefits, Implementation of Time Bound Functional promotion or CPSU cadre hierarchy with first TBP in four years, settlement of pay anomalies, antedating and emphasized the need to be united for the development of BSNL in the years to come.

l)     Meeting with officers in DPE, DoT, DoPT and DoP&PW for settlement of standard pay scales and pension contribution.

m)  Amendment to BSNLMS RR to make diploma holders eligible for EE(C/E) promotions.

n)    Amendment to JTO RR and JTO recruitment, regularization of offtg JTOs.

 An interactive session was held and queries of the house were answered by the General Secretary and CHQ president.

Sri Salil Bhaduri, CGMT/WB Circle and Sri Gautam Chakraborty, CGM/CTD addressed the general body meeting on 28.02.2014 and explained the developments in both Circles. GS and other CHQ leaders in their address explained the developments at CHQ level on all the cadre issues like 78.2% IDA fitment, standard pay scales of E2, E3, E4 etc, Time Bound Functional promotion, 30% superannuation benefit to BSNL recruits, JTO to SDE, SDE  to DE and DE to DGM DPCs in all the streams, LDCE promotion from JTO to SDE (Telecom/Civil/Electrical), amendment to BSNLMS RR for increasing the regular DE quota from 50% to 75% and ending Adhocism, introduction of LDCE in JAO to AO promotion, amendment to BSNLMS RR for Civil/Electrical wings, pay anomalies, issues related to the growth of the company, procurement of materials, Tower subsidiary formation, BSNL & MTNL merger related issues, pension contribution etc. GS appealed all the comrades to get ready for a prolonged struggle to settle the genuine cadre issues and to protect the company from disinvestment and dismantling. For that we should actively participate in the ongoing agitation. We should work towards the unity of all the Executives and through unity only we can achieve the goal.

On 27th morning delegate session of west Bengal State branch held and unanimous decision taken to bifurcate the West Bengal State branch into West Bengal Circle and Calcutta Circle. In the afternoon, delegate session of West Bengal Telecom Circle and Calcutta Telephones Circle held seperately. In the delegate session of West Bengal Circle, Com Nitish Kumar Biswas, Com Tapas Ghosh, Com Jayanta Mitra, Com Mrinal Kanti Das, Com Bipul Nandan Chakraborty and Mihir Bose are unanimously elected as C/President, C/Secretary, C/Treasurer and CWC members respectively. In the delegate session of Calcutta Telephones Circle, Com Nirmal Kumar Sarkar, Com Dilip Saha, Com Bidyut Kumar Ghosh, Com Aparesh Kanti Ghosal and Nirmal Kumar Sarkar are unanimously elected as C/President, C/Secretary, C/Treasurer and CWC members respectively.
