CEC meeting of Tamil Nadu Circle::The Circle Executive Committee meeting of TN Circle was held at Vellore on 23.04.2016. GS and CHQ / Treasurer attended the CEC meeting and explained the activities going on at CHQ level.

According to the initial figures, during the last financial year 2015-16, the TN Circle revenue increased from 2014 Cr to 2126 Cr and the loss has come down considerably from 474 Cr to 321 Cr. The CEC unanimously decided to work for wiping out the loss of 321 Cr this year itself. The SWAS programme successfully implemented in the Circle with the full involvement of the management. In most of the SSAs melas, road shows etc are going on and sales improved considerably.

SNEA TN adopted two SSAs during last year, Dharmapuri and Tuticorn which were the worst performing SSAs in the Circle. After the adoption, all the performance parameters improved in both the SSAs and both become top performing SSAs in the Circle setting example for other SSAs. TN Circle set an example by adopting such SSAs which can be followed by other Circles also.

 

GS in his address touched all the important developments at CHQ level. SWAS programme was announced by the Forum to give special focus on quality of services and development. It has given good impact in most of the Circles and SSAs. Forum extended the SWAS programme for the next financial year 2016-17 because of the importance of this year. The performance of 2016-17 is going to decide the future of the employees as the 3rd PRC is fully depending on the performance during 2016-17. Mgt is also taking important steps in this direction. Material availability improved, GSM expansion is going on by adding new BTSs also, major MPLS expansion is going on in which 232 edge routers are getting installed so that thousands of pending MPLS and leased circuits can be provided. Special focus on EB, NGN, Wi-Fi Hotspots, large scale expansion in OF network etc is going on. EB segment revenue is increasing considerably and this year also more focus can be given in this front. All the employees to work together to achieve the targets and better revenue generation this year, GS told.

 

On HR front, our focus is on some important issues. On JTO to SDE DPC, fresh VC is called by 09.05.16 so that all the preparatory work can be completed by the time of reopening of the Hon HC after the vacation. On E2, E3 pay scales, mgt is now serious to implement it as per the Jt Committee recommendation as 3rd PRC constitution is very close. CPSU and 1st TBP is also getting attention of mgt. On all the three issues, some negative forces are now working to derail the resolution. They had started new propaganda to confuse the Executives. Any fresh demand on E2, E3 pay scales or CPSU Hierarchy at this point of time only will derail the settlement as the mgt is not in a mood to consider any fresh demands having financial implications. Mgt want to stick to Jt Committee terms of reference and recommendations. Settlement of E2, E3 pay scales may not be the agenda of negative forces as they may not be benefitted out of that. Otherwise there is no need to raise fresh demands now after Jt Committee report. During the last 3 to 4 years, all are demanding replacement of non standard pay scales of E1A and E2A with E2 and E3 scales and finally got a positive recommendation from the Jt Committee. After becoming signatory to the recommendations, the reasons behind the fresh demands which raises serious doubts about their motives. Implementation of E2, E3 scales will decide the pay scale of the entry level executives and the grievances of the JTO/JAOs recruited in 2007, 2008, 2010, 2013, 2014, 2015, 2016 etc. On 26.04.16, mgt called a final meeting to decide the issue. We are waiting for the outcome. Implementation of CPSU cadre Hierarchy and first TBP, other two recommendations are fully depending on the settlement of pay scale issue as those recommendations are based on E2 and E3 scales. When all the promotions are stayed by various courts (JTO to SDE both seniority and LDCE, JAO to AO, SDE to DE, AO to CAO, SDE to EE etc), any attempt to delay the implementation of CPSU cadre Hierarchy and 1st TBP in the name of fresh demands will be suicidal. Meanwhile all the efforts are being taken to vacate the stay on various promotions and conduct the DPCs till CPSU hierarchy implementation.

Superannuation benefit to BSNL recruited employees to be settled immediately. The assurance given to us of 6% to be implemented in true spirit taking the total contribution to 24%. Recently mgt assured us to reject the EF section findings of 13.8% contribution on medical and assured us to work out the actual amount. The difference will be added to the proposed 3%. We are committed to see that maximum contribution is coming from BSNL side as it is for the social welfare of BSNL direct recruits and closely watching the progress in this regard.

Offtg pay fixation issue, an issue which will face reduction and recovery in pay for thousands of SDEs, AOs, DE and CAOs who officiated in DoT or BSNL, after strong intervention by the ASSn, now management agreed to reconsider the issue. We will not allow any pay reduction or recovery. The wrong clarifications are to be corrected and withdrawn.

We are trying to resolve these important issues through mutual discussions. The pay scales are to be approved before 3rd PRC constitution. CPSU cadre hierarchy, 1st TBP, DPCs, officiating pay fixation, notional pay of E1A and E2A for Civil/Elect/Arch etc from 01.10.2000, membership verification, no discrimination in EPP or promotion etc are the important issues to be resolved immediately so that all the Executives can focus on growth of BSNL. If BSNL mgt is further delaying the settlement using others as a tool, we cannot be a spectator and we have to respond organizationally. We are watching the developments in this front closely and act on that very shortly. GS appealed to all the comrades of TN Circle, be ready for organizational actions on a very short notice to defeat the sinister game plan of mgt or the sections having vested interest to delay and deny the settlement of the issues.

Membership verification among Executives Associations is pursued vigorously. Mgt is not agreeing for subscription deduction before verification on the plea that it may influence the outcome of verification. But now mgt is seriously considering conduction of verification at the earliest. Appropriate action will be taken shortly to conduct the verification. We have to make serious preparations to face the verification. We have to reach out to each and every Executive and explain the role of the Assn in resolving various issues and the achievements during the last few decades and future agenda. Further, this Assn is in the forefront for the revival of BSNL as the future of every employee is depending on it. Our aim is to make BSNL a profit making CPSU again and get the best out of it in terms of pay, perks, benefits etc. TN Circle has to take lead as in the case of formation of SNEA with huge lead, GS told. CEC assured to work for that.

CHQ wishes all the success for TN Circle for their efforts to wipe out the losses of 321 Cr this year itself and extend them all support.

23rd Kerala Circle Conference

23rd Kerala Circle Conference was held at Kottayam on 18th & 19th February, 2016. Sri N.K.Gupta, Director(CFA) was the Chief Guest. General Secretary, CHQ President, Chairman, CHQ Treasurer, Joint Secretary(South), Assistant General Secretaries Com P.Padmanabha Rao and Com A.Chandrasekhar attended and addressed the delegates.

The conference started with paying homage to the veteran leader, late Com W.Seshagiri Rao, who led the Association as CHQ President and General Secretary till 2006. By his sad demise, the trade union movement lost a great stalwart, great visionary, the most dedicated, committed and selfless leader.

Kerala Struggle: General Secretary, Chairman, CHQ President and other CHQ leaders congratulated the valiant Kerala Comrades for their Victory in the Historical Kerala Struggle against corruption, nepotism and the autocratic Circle Management who destroyed the already prevailing healthy mechanisms in Kerala. Com Jogi stated that he has never witnessed such struggle in his more than 35 years career and that this struggle will be written in Golden letters in the history of SNEA as well as in the history of Trade Unions. The struggle was a great success in the sense, all the demands of the comrades of Kerala Circle was met and all the corruption charges against the CGMT established. Two major charge sheets were served on Sri MSS Rao, former CGMT, on corruption charges.

All the victimized Comrades from SNEA as well as BSNLEU who were always at forefront in the Historical Kerala Struggle were garlanded by CHQ leaders in the presence of DIR(CFA) and CGMT Kerala.

Delegates were grouped into 8 separate teams with a topic assigned to each team. 1. Organisational matters, Viability & SWAS, 2. Mobile Service Quality improvement, 3. Landline/Broadband/FTTH, 4. New Services & Diversification of existing services, 5. ERP & other Software packages, 6. Cadre Issues, 7. Mobile/WLL/Wi-Max and 8. Account & Finance related issues.

Team leader presented the ideas and issues related to the assigned topic for deliberations.

Open Session was held in a grand manner on 19.02.16 and attended by more than 400 Comrades across the Circle. The session was presided by Com K.Sudheer Circle President. Com Dr.T.N.Seema, Hon. Member of Parliament inaugurated the session. Sri N.K.Gupta, Director (CFA) was the Chief Guest. GS, CHQ President, Chairman, Sri L.Anantharam/ CGMT Kerala Circle, Sri George.T.Mathai, PGM/ Kottayam SSA, CHQ Treasurer, AGSs, Joint Secretary(South), ACS/BSNLEU and other union leaders attended the open session.

Com Dr.T.N.Seema, MP who stood like a pillar of support to SNEA for the historical Kerala Struggle gave inaugural address in which she mentioned about her umbilical connection with erstwhile DOT and participated in various trade union struggles of Telecom Department. She has told that it was her duty to support the Kerala Struggle for trade union rights ,against corruption and  for improvement of Services.

Sri N. K. Gupta, Director (CFA) in his address congratulated our General Secretary for initiating SWAS program. He also focused on the initiatives taken by the management to streamline the procurement processes, modernization of switches, ERP implementation, tender for Wi-Fi hotspots, Broadband modem sales etc. Director (CFA) clearly told that quality of our service is going to decide our future. If BSNL and its employees able to provide seamless service to the customers, then we need not worry at all. But in this front lot of issues are there, we have to improve a lot. Shri NK Gupta also directed CGMT Kerala to settle Contract workers issues immediately which he felt was genuine issue and offered his help if anything required in this matter.  DIR(CFA) also invited the attention of Hon MP Dr. TN Seema regarding the service rendered by the public sector  on account of social responsibly particularly at time of  calamities.

CHQ leaders in their address requested CGMT Kerala to act fast on the settlement of various vindictive actions. Leaders spoke about successful implementation of SWS programme, ERP, restoration of Kerala Mobile Services model, posting of SSA heads in three major SSAs etc.

Chairman requested the intervention of DIR(CFA), Sri N K Gupta in resolving the long pending cadre issues like E2, E3 standard pay scales, time bound functional promotions, 30 % superannuation benefits etc so that the entire focus of executives can be devoted for  betterment of services.

Shri L.Ananthram, CGMT Kerala in his address stressed on SIM sales, speedy provisioning of Broadband & FTTH connections and division level meetings. He assured that BSNL Kerala will be a role model for HR relations as well as BSNL services during his period.

General Secretary and other CHQ leaders addressed the delegate session to explain about the various pending HR issues:

1. Implementation of Joint Committee recommendations on a) Standard pay scales of E2, E3 replacing E1A and E2A, b) Time Bound Functional promotion or CPSU cadre hierarchy, c) Uniform TBP between 4 to 5 years instead of 4 to 6 years w.e.f 01.10.2000.

2. Officiating pay fixation, pay protection – withdrawal of wrong clarifications issued on 30.05.2007 and 19.02.2010.

3. 30% Superannuation benefit to BSNL recruited Employees.

4. Promotions in different wings from JTO to SDE, JAO to AO, SDE to DE/EE, AAO to CAO and DE to DGM.

5. Membership verification among Executives Associations, restoration of trade union facilities and deduction of subscription from Salary.

6. Time Bound Promotion after 4 years from Lateral JTO and Sr SDE grade as given in the case of AAO and Sr AO grades.

7. Notional pay of E1A and E2A for Civil/Elect wings w.e.f 01.10.2000.

8. Constitution of 3rd PRC, 9. Intl MT recruitment and one time DGM recruitment, 10. JTO recruitment through LICE and direct recruitment.

11. 78.2% IDA fitment to the pensioners and removal of 60:40 clause for pension payment, 12. Transfer policy, 13. Promotion from SDE(C/E) to EE(C/E) for the Diploma holders.

CHQ leaders appealed to the comrades to make grass root level preparations to organize trade union actions to settle the HR issues.

Circle Conference of Maharashtra Circle:

Maharashtra Circle Conference was held at Pune on 22nd, 23rd and 24th January, 2016. A grand open session was held on 23.01.2016. Com. S. V. Bhad, CP/MH Circle presided. GS, CHQ President, Chairman/SNEA, Sri. M. K. Jain, CGM/WTP, Late Com. W. Sheshagiri Rao/Veteran Leader, Dy GS, JtSec(West), Sri. P. K. Hota/PGMT Pune, Shri. V. N. Dhage/GM(Fin), Sri Sandeep Agrawal, GM HR/Admn, Sri. Nitin Mahajan/GMT, CS/BSNLEU and ACS/NFTE(BSNL) etc spoken.

All spoken about growth and quality of service related issues. Full NGN roll out is planned by 2017. By the deployment of NGN, service quality will improve and operational expenditure will be reduced. Refund of USO Fund subsidy of Rs 1250 and Rs 11000 Cr due from Income Tax etc are resolved by Forum. Further investment on 2G to be done carefully. Wi-Fi hot spots are equivalent to 4.5G. BSNL has produced operational profits of Rs. 672 Crores for the 2014-15 as compared to the loss of Rs. 691 Crores, previous year.  BSNL is procuring 232 MPLS PE routers and by the deployment of these routers waiting list of MPLS circuits can be wiped out. Additional 24000 Km OF cable is planning to procure under add on order. Maharashtra Circle has to play key role in the development process and revival of BSNL. It’s time to give back to the company.

On HR issues CHQ leaders elaborated the efforts being taken by SNEA on constitution of 3rd PRC, 30% superannuation benefits, standard pay scales, CPSU cadre hierarchy, pension revision, JTO RR reducing the qualifying service from 7 to 5, regularization of Officiating JTOs, LICE from TTA to JTO, direct rect to JTO, promotions in various cadres and the status of court cases at Chandigargh and Ernakulam coming as a stumbling block to promotions, seniority related issues  etc.

Chattisgarh Circle Conference:

Circle Conference of Chattisgarh Circle was held at Raipur on 15th Jan, 2016. GS and CHQ President addressed the Conference.

An open session was held on the topic "Revival of BSNL". GS, CHQ President, Sri Mahak Singh/CGM, Dr D S Bal/Chairman, Ministry of Environment GOI, Com S C Bhattacharya/ Convener Forum and Com Rajesh Ranjan/CS were the main speakers. CHQ leaders explained the positive signals started coming from the growth and revenue front. For the first time after few years, BSNL recorded operational profit of 672 Cr comparing to the previous year loss of 691 cr. Income increased by 4.16%. This has created tremendous confidence among the employees and management. Last few years SNEA and the Forum leadership was continuously working in this regard and advocating the employees to focus on growth and improving the quality of service. Lot of initiatives started coming from various corners and net results are encouraging and positive.

Management also taken series of initiatives, the procurement and tendering works streamlined and availability of materials improved. CDR and ERP rolled out and they are very effective IT tools. MPLS expansion is going on, NGN roll out is started, Phase VII add on order also getting implemented replacing all GSM eqpt upto phase III, tender for western zone and phase VIII is under progress, lot of marketing initiatives taken by Mgt which gives vide publicity among the media.

Further to accelerate the growth and to improve the quality of service, Forum taken initiative with a 100 days drive SERVICE WITH A SMILE” (SWAS) from 01st January, 2016 onwards. In SWAS programme, special focus is given on a) Vigorous marketing of Mobile, Broadband and Landline connections, b) Ensure Fault Free service, c)  Reconnection of Broadband and Landline connections, d) Special focus on Enterprise Business, Leased line, CUG and 3G  customers and e) Special focus on MNP.

Special efforts may be taken by all the employees to increase the same day fault clearance, 100% same day clearance of BB/Leased cct faults, visiting the customer premises for reconnection/constant touch with the customers after NPD, conducting melas and road shows, special focus on EB customers, contribution from each and every employee for new landline, BB and mobile connections etc etc.

On HR issues, promotion in various cadres, standard pay scales of E2, E3 etc, CPSU cadre hierarchy, superannuation benefit to BSNL recruits, 3rd PRC due from 01.01.2017, officiating pay fixation and recovery, uniform first TBP, notional pay for the Civil/Elect etc from 01.01.2007 and 78.2% for the pensioners etc are the major pending issues viogorously pursued by the Assn. Due to continuous efforts by the Assn the joint committee comes out with very positive recommendations. Assn is struggling to get the recommendations processed as early as possible. The superannuation benefit issue will be considered by the remuneration committee and Board shortly. Almost all the DPCs stayed by different courts. However efforts are being taken to hear the court cases. A viable alterative and solution to the stalemate on promotion will be the introduction of CPSU cadre hierarchy. The 3rd PRC will be constituted shortly by the continuous pursuance of SNEA and NCOA. To get the real benefit of 3rd PRC, we all has to work hard to increase the revenue.

Circle conference of Assam Circle: The Circle Conference of Assam Circle was held at Bongaigaon, Assam on 15, 16 December, 2015. GS Com K. Sebastin and CHQ President Com A A Khan attended the conference. C/President Com V. Nath presided over the Conference and C/Secretary Com I H Mandal submitted the report. GS and President mainly concentrated on the BSNL growth related issues and pending HR issues in their address.


The sincere efforts of this Association and the Forum of BSNL Unions and Assns on revival of BSNL started producing positive results. Forum observed "Customer Delight month" and "Customer Delight year" with focus to improve the quality of service and the growth of our beloved company, our bread and butter. Management also took initiatives to support the movement. All credits go to the field units and employees who responded to the call with commitment and conviction and implemented the Forum call. Management and employees worked together to achieve this goal. Net result is BSNL become operational profit of Rs 672 Crores last financial year. This is a remarkable achievement comparing to the previous year performance of 691 Crores losses. The operational profit of 672 Crores, eventhough a small figure infused tremendous confidence among the employees and proved that our sincere efforts will definitely bring BSNL out of crisis. Now we have to further improve on it.

Top management started to interact with the Unions and Assns frequently which we never witnessed earlier. This boosted confidence among the employees. CMD and other Directors are taking lot of initiatives and quick decisions to bring the company back on track. The "Free night calling facility during night hours", "Free roaming" and "2 MB Broardband speed" etc are some of the major initiatives. Procurement of materials has streamlined. Lot of Circles stated capitalising on these initiatives. Last few months we are adding about 15 lakh mobile connections per month including MNP, we are now MNP positive with 1 lakh per month, BB connections started picking up, landline surrender we could arrest etc etc.

ERP implemented, NGN roll out is going on in a big way, MPLS expansion by adding 232 new edge routers underway with equipment supply starting this month, Add on order for GSM expansion to replace Phase I, II, III and Nortel and Nokia eqpts of Phase IV, OF cable of 24 Fibre and above started supply. Now it is our turn to respond positively to these initiatives. In another one year 3rd PRC is due. What efforts we are taking in the next one or two years going to decided our future and future of our company.

Forum of BSNL Unions and Assns, sensing the urgency and the positive developments decided to take further initiatives in the coming days. Forum decided for a 100 days drive "Service With A Smile (S W A S)" w.e.f 01.01.2016 with special focus on the following issues:

(1)      Vigorous marketing of Mobile, Broadband and Landline connections.

(2)          Ensure Fault Free service.

(3)          Reconnection of Broadband and Landline connections.

(4)      Special focus on Enterprise Business, Leased line, CUG and 3G customers.

(5)          Special focus on MNP.

Now we have to make this programme a grand success. All out efforts should be there from our side and from all the employees to achieve this single agenda. Once we could achieve this, we will be in a better position to bargain with management for 3rd PRC, better perks, allowances etc.

The trade union notice given by NCOA created tremendous pressure in the Govt and now Govt is activing very fast to constitute the 3rd PRC. The entire matter is now dealt by Cabinet Secretariate and PMO. We are trying to include the next Pension revision also part of the terms of reference of 3rd PRC.

2)        30% superannuation benefit to BSNL recruited employees: The proposal of 6% contribution was discussed in the remunerartion Committee of BSNL Board. The Board asked some more information from the management side. Now with the additional informations, it will go to the remuneration committee and the Board. We are vigourously pursuing the matter to ensure that next Board meeting takes decision so that the much delayed Pension fund constitution can be initiated. By this 6%, the total contribution now reaches upto 24.5%(18.5+6).

3)        Implementation of standard pay scales of E2, E3: With the sole struggle by SNEA, the Jt Committee reconstituted in May, 2015. The Committee submitted its recommendation in Oct, 2015. Our main aim is to avoid the demotion of the basic cadres of JTO/JAO from E1A to E1 and SDE/AO from E2A to E2. We are struggling for the cadre and E2, E3 pay scales. Our struggle for E2, E3 pay scales will definitely benefit the JTOs and JAOs recruited after 01.01.2007 and motivate them.

4)        Promotions in various cadres: The preparatory work for JTO to SDE (seniority quota), JAO to AO, SDE to DE and AO to CAO DPC is almost completed. The LDCE result from JTO to SDE is also almost ready. However due to the court cases going on at Hon Chandigargh Tribunal based on Nagaraju judgment, DPC and promotion orders could not be issued. In addition to that JTO to SDE(SQ) DPC stay is continuing from Ernakulam High Court.  In the 3rd case, BSNL will be submitting the reply after vetting the same by BSNLCO. Thereafter, case will be listed for final hearing. In LDCE case also, about 4 Tribunals stayed the declaration of results. BSNL is transferring all the cases to PCAT, New Delhi. In the case of Civil/Elect etc we could make JTO to SDE promotion current. However on EE promotion, the final hearing on the case is completed at PCAT, New Delhi and judgment is reserved.

5)        Implementation of CPSU cadre hierarchy: Tireless efforts of the Assn resulted in positive recommendation from the Jt Committee. The only way to tide over the present crisis and court cases over seniority related issues on promotion is implementation of CPSU cadre hierarchy. In this mechanism the promotion is delinked from seniority and availability of posts upto certain level.

Implementation of standard pay scales, CPSU cadre Hierarchy and 30% superannuation benefit will streamline the pay, promotions and pension issues and almost 90% of the HR related issues will be resolve by that. So the entire focus of the association is in resolving these issues with top most priority.

Circle conference of Assam Circle: The Circle Conference of Assam Circle was held at Bongaigaon, Assam on 15, 16 December, 2015. GS Com K. Sebastin and CHQ President Com A A Khan attended the conference. C/President Com V. Nath presided over the Conference and C/Secretary Com I H Mandal submitted the report. GS and President mainly concentrated on the BSNL growth related issues and pending HR issues in their address.

The sincere efforts of this Association and the Forum of BSNL Unions and Assns on revival of BSNL started producing positive results. Forum observed "Customer Delight month" and "Customer Delight year" with focus to improve the quality of service and the growth of our beloved company, our bread and butter. Management also took initiatives to support the movement. All credits go to the field units and employees who responded to the call with commitment and conviction and implemented the Forum call. Management and employees worked together to achieve this goal. Net result is BSNL become operational profit of Rs 672 Crores last financial year. This is a remarkable achievement comparing to the previous year performance of 691 Crores losses. The operational profit of 672 Crores, eventhough a small figure infused tremendous confidence among the employees and proved that our sincere efforts will definitely bring BSNL out of crisis. Now we have to further improve on it.

Top management started to interact with the Unions and Assns frequently which we never witnessed earlier. This boosted confidence among the employees. CMD and other Directors are taking lot of initiatives and quick decisions to bring the company back on track. The "Free night calling facility during night hours", "Free roaming" and "2 MB Broardband speed" etc are some of the major initiatives. Procurement of materials has streamlined. Lot of Circles stated capitalising on these initiatives. Last few months we are adding about 15 lakh mobile connections per month including MNP, we are now MNP positive with 1 lakh per month, BB connections started picking up, landline surrender we could arrest etc etc.

ERP implemented, NGN roll out is going on in a big way, MPLS expansion by adding 232 new edge routers underway with equipment supply starting this month, Add on order for GSM expansion to replace Phase I, II, III and Nortel and Nokia eqpts of Phase IV, OF cable of 24 Fibre and above started supply. Now it is our turn to respond positively to these initiatives. In another one year 3rd PRC is due. What efforts we are taking in the next one or two years going to decided our future and future of our company.

Forum of BSNL Unions and Assns, sensing the urgency and the positive developments decided to take further initiatives in the coming days. Forum decided for a 100 days drive "Service With A Smile (S W A S)" w.e.f 01.01.2016 with special focus on the following issues:

(1)      Vigorous marketing of Mobile, Broadband and Landline connections.

(2)          Ensure Fault Free service.

(3)          Reconnection of Broadband and Landline connections.

(4)      Special focus on Enterprise Business, Leased line, CUG and 3G customers.

(5)          Special focus on MNP.

Now we have to make this programme a grand success. All out efforts should be there from our side and from all the employees to achieve this single agenda. Once we could achieve this, we will be in a better position to bargain with management for 3rd PRC, better perks, allowances etc.

The 6th District Conference of Hisar SSA, HR Circle was held at Hisar on 21.11.2015. Sh. Akhilesh Kumar Gupta, GMTD/Hisar was the Chief Guest. CHQ Joint Secretary Com. Arvind Pal Dahiya, CS Com Surender Singh Sindhu, Ex. Circle President Com. L. C. Saharan, CHQ VP/NFTE Com. Shispal Malhan, Circle President/BSNLEU Com. Naresh Kumar and others attended the conference. In the open session, all the discussions were focused on viability of BSNL, to make the efforts how to bring up the state run company in profit.

The major breakthrough of the conference was joining of Circle Secretary/AIBSNLOA, HR Com. Surender Kumar, District Secretary/ AIBSNLOA, Hisar Com. Satish Gakhar, seven comrades from AIGETOA, Hisar and two others in SNEA. SNEA welcomes all of them. In the said conference Com. Dharamvir Verma, Com. Surender Kumar, Com. Dhan Singh are elected as President, Dist. Secretary and Dist. Treasurer respectively for the next term. CHQ congratulate all the newly elected office bearers.

GS writes to Hon MoC & IT: Abnormal, intriguing and inexplicable delay in according approval to initiation of disciplinary action against Sri. M. S. S. Rao, Ex-CGM/Kerala, against whom serious charges of corruption have been prima facie established after extensive investigations. Delay raises legitimate, serious and justified concern that officer who is retiring on 31st December, 2015 is getting tacit support from the office of MOC&IT so as to allow him to retire without initiation of appropriate disciplinary proceedings prior to his retirement.

Finally Mr M S S Rao, Ex CGM Kerala forced to accept the authority of BSNL Management.

Today morning, Hon Supreme Court dismissed the contempt petition filed by Mr Rao in the Hon SC. In the contempt petition, Mr Rao challenged the BSNL order posting him as Principal, RTTC, TVM which is headed by a DGM. He pleaded that DGM post is a very very lower position and not equivalent to CGM post. BSNL informed the Hon SC that he is posted as Principal, RTTC as per the assurance given by BSNL to Hon SC on 30.10.2015 and he is posted as PGM, RTTC which is an equivalent post. Accepting this plea, Hon SC dismissed the contempt petition.

In another development, today, Mr Rao forced to withdraw his petition in the Hon CAT, Ernakulam challenging his transfer order from CGM post as there is no option left for him. When the council for Mr Rao requested liberty to file fresh OA if required, Hon judge asked him “what left for you when Hon SC rejected the contempt petition”?

Earlier BSNL pleaded before the Hon SC, HC and CAT that Mr Rao removed from the CGM post on corruption charges, his name is appeared in ‘Agreed list of officers” as per the recommendations of CBI and he is not able to keep industrial peace in the potential Circle. Even after this submissions, some Assns and Unions openly supported him, surprisingly, putting a big question mark on their credibility and trade union ethics.

Now ex CGM Kerala who initiated series of vindictive actions against the employees and destroyed Kerala Circle is posted as Principal, RTTC, TVM.

Today, new CGM Mr Anantharam revoked the suspension of all the 20 employees suspended by Mr Rao as a vindictive action. We are extremely grateful to CMD/BSNL, DIR(HR) and DIR(CFA) for the initiatives taken by them to restore normalcy in Kerala Circle.

24th Circle Conference of Tamil Nadu Circle:

The 24th Circle Conference of Tamil Nadu Circle was held at Krishnagiri, TN on 05th and 06th November, 2015. GS Com K Sebastin, CHQ President Com A A Khan, veteran leader Com W Seshagiri Rao, Dy GS Com M S Adasul, CHQ Treasurer Com R Rajan, Jt Sec (South) Com Pandurang Nayak, Jt Secretary (Central) Com Arvind Pal Dahiya, AGS Com A Chandrasekhar and CS/CHTD Com Shanmugha Sundararajan attended the Conference.

A grand open session was held on 05.11.2015. In addition to GS and CHQ President Major (Retd) Mohammed Ashraf Khan, ED(NB), Smt N. Poonguzhali, CGM/TN, Sri V. K. Sanjeevi, Sr GM/STP, Sri V. Senthilvasan, Sr GM/STR, Sri C. A. Reddy, GM(VLR/DPI) and Sri Ravi Babu, GM/TN addressed the open session. In the open session discussions were concentrated on quality of service and development of BSNL.   

The present BSNL Board started taking lot of initiatives focusing on the revival of the company. Material procurement and tenders streamlined. Management stated taking quick decisions. Marketing strategies initiated and more funds are allotted for marketing. After CDR, ERP implemented and roll out is completed in all the Circles. It is an effective IT tool to monitor the performance. NGN switches with innovative features, major MPLS expansion with 232 new routers, Wi-Fi hotspots equivalent to 4G, Phase VII add on order for GSM to replace the aged Phase I, II and III equipments, proposal to replace the Phase IV Nortel equipments, finalization of tender for OF cables etc are the major initiatives. BSNL mgt in principle decided to go for LTE 4G services also. We have to respond very positively and to take extra efforts in all areas especially in quality of service. In October, BSNL is the no 1 GSM operator provided maximum number of mobile connections like July. In MNP, BSNL could add about 1 lakh connections in October also. In land line and BB connections special efforts required. CGM informed the house that sufficient quantity of cables of all sizes from 5 pair to 400 pair is available in Circle and there is no shortage of materials. We have to effectively utilize the resources to provide maximum connections as well as quality service. Since many operators are providing the services, the consumer will prefer the best operator in terms of quality of service and response.  

GS and other CHQ office bearers addressed the delegates later on the following cadre issues.

1.       On 3rd PRC, all the employees have to work with a single agenda of making the company profitable by 2017. Mgt has taken lot of initiatives and we have to respond very positively in the coming months. Availability of all the materials and stores improved considerably, and we have to take extra efforts to market the products and provide more connections with better service quality. We can make wonders as earlier. Next 15 to 20 months are very crucial for all of us and it is going to decide our future. For the next two years, this should be our single agenda. At any cost we should not miss the 3rd PRC benefits, it is a big challenge for the employees of BSNL but not an impossible one. We are having the strength and potential to achieve it. Whatever benefits we are getting in 3rd PRC, it will continue, minimum upto 2027.

2.   Now the entire focus of the CHQ is on the implementation of two most important cadre issues for which Joint Committee recommendations are given:

a) implementation of standard pay scales of E2, E3 for JTO/JAO, SDE/AO and equivalent cadres which is going to change the future of the Executives as well as the company and

b) implementation of CPSU cadre hierarchy which is going to break the stalemate in promotions and bringing parity in promotions among all the Executives of various wings.

c) First TBP after 5 years instead of 6 years.  

The joint committee was reconstituted only because of the struggle of SNEA from 2014 onwards. Draft JTO RR was circulated in 2013 proposing E1 scale for JTOs. Sensing the danger of demotion of the basic cadres of JTO/JAO and SDE/AO to E1 and E2 scales respectively, SNEA served notice in January, 2014, again in Sept 2014 and finally in April 2015 demanding implementation of E2, E3 scales and CPSU cadre hierarchy which made the management to reconstitute the joint committee in the meeting with SNEA on 06.05.2015. Our efforts to have a joint struggle with others in the UF on the same issues does not got favourable response as they never consider it as an important issue at all. If E2, E3 pay scales are approved replacing E1A and E2A pay scales w.e.f 01.01.2007, automatically the JTO, JAO, SDE, AO RRs and EPP will be modified to that extent w.e.f 01.01.2007 replacing the pay scales. It is part of the Joint Committee recommendations. Since almost all the seniority lists are challenged and all promotions upto AGM level in almost all the wings are stayed by Hon CAT, only way to get promotions are to fast track CPSU cadre hierarchy which ensures promotions upto AGM level. The joint committee report is to be processed on fast track, it is the need of the hour. We cannot sleep because SNEA was the only force behind the reconstitution of the joint committee and having the recommendation in 4 months time. It is our responsibility to get it implemented in letter and spirit.

SNEA will be fully focusing on the implementation of the Joint Committee report in the coming days and our comrades should be vigilant and proactive to ensure that the recommendations are implemented.

 

3.       On promotions in various wings, almost all the promotions (JTO to SDE, JAO to AO, SDE to DE, AO to CAO) are stayed by the Hon CAT, Chandigargh on reservation issue based on the Hon Supreme Court judgment. Management is trying to vacate the stay and sought legal opinion of Attorney General and Solicitor General of India. Promotion from to DGM(T) is under progress. In JTO to SDE(T) promotion case at Ernakulam, the details are collected by BSNL to furnish the counter reply in the 3rd case and then the case will be listed for final arguments. Eventhough all the preparatory works are completed, DPC and promotion orders can be issued only after vacation of stay from Ernakulam and Chandigargh courts. In Civil/Elect wing, JTO to SDE promotions could be made current as there is no court case. On promotion to EE cadre, the arguments completed and judgment reserved on the court case filed at Hon PCAT against the clarification regarding the eligibility of Diploma holders. We expect favourable judgment from PCAT and promotion orders can be issued without further delay. JAO to AO promotion and AO to CAO promotions also held up due to stay from CAT, Chandigargh eventhough all the preparatory works are completed.

 

4.       Another major breakthrough was notification of new JTO RR. Assn are struggling to see that regularization of offtg JTOs are completing at the earliest. Simultaneously SNEA pursuing for LICE from TTA to JTO and Direct rect to JTO cadre. Reduction of eligibility from 7 years to 5 years for the TTAs is another step to make young TTAs as JTOs. We have to be cautious about the move of other Assns combination to challenge the RR in the name of pay scales and 5 years qualifying service for Diploma holders. It is not a new development, in the draft JTO RR circulated in 2013 itself, E1 scale was proposed with 5 years of service. Similarly the qualifying service for TTAs was 7 years earlier also and LICE was held with the same eligibility. From 2013, two years, no action is taken by them but when RR is notified making noises as if it is a new development is not correct. So any move to challenge the JTO RRs either in the name of pay scale or qualifying service can be seen as a strategy to stop the regularization of Offtg JTOs and LICE from TTA to JTO cadre. We will defeat such move and if required will become party in the case. The pay scale issue cannot be settled by any court. When Joint committee recommendation is already there, instead of pursuing that, going to the court will help only those who are not interested in implementing E2 and E3 pay scales to JTO/JAO and SDE/AO cadres. If E2, E3 pay scales are approved replacing E1A and E2A pay scales w.e.f 01.01.2007, automatically JTO, JAO, SDE, AO RRs and EPP will be modified to that extent w.e.f 01.01.2007 replacing the pay scales.

5.       Amendment to SDE RR: The proposed amendments clearly stating the method of fixation of seniority between seniority quota and LDCE quota promotes in a particular vacancy year in the ratio 2:1 is already approved by the BSNL Board. However to have further clarity on the matter, it will be again send to the BSNL board before notification.

6.       BSNL MS RR for Accounts wing.  As in the case of Telecom Engineering wing, the proposal for earmarking 75% of CAO posts for regular promotion, ending adhocism is pending before the BSNL Board. Now also in accounts wing only 50% of CAO posts are filled on regular basis and remaining posts are filled on Adhoc basis. Because of the efforts of SNEA, Adhocism in Telecom Engg side ended in 2014 by making suitable amendments earmarking 75% DE posts for regular promotion. After the great breakthrough in Engg side, SNEA pursuing similar amendments in BSNLMS RR for Accounts wing also. Afterwards it will be pursued for Civil/Electrical etc wings.

7.       Notional pay fixation of E1A and E2A scales for the Civil/Elect etc wings w.e.f 01.10.2000. The proposal is under examination in Estt wing. After the clearance from different wings, it will be placed before the MC. Assn is pursuing the matter.

8.       Membership verification among Executives Associations: Eventhough the verification process started in June, 2014, the process stayed by Hon Karnataka High Court where some of the clauses defining the registration of Assns was under challenge which is not having much relevance. Meanwhile we are demanding some of the provisions to be modified to have real meaning for verification. After the last AIC, SNEA taken a tough stand either to conduct the verification or restore the facilities and start subscription collection from salary. All branch and SSA secretaries are to be vigilant as the verification process may be started at any time as the case is listed for final hearing.

Circle Executive Committee meeting of Kerala Circle: The CEC meeting of Kerala Circle was held at SNEA Bhavan, Trivandrum on 04.11.2015. GS Com K Sebastin addressed the CEC meeting.

GS in his address congratulated the entire employees of Kerala Circle especially the comrades of SNEA and BSNLEU for the historical struggle against corruption and dictatorship. Ultimately all the corruption charges are getting proved and truth started coming out. In the process growth of the Circle drastically come down and huge number of landline, BB and mobile connections surrendered due to very poor service and Circle management was only interested in vindictive actions, not on development or quality of service. Now it is for the employees to prove that it is not because of the CGM alone, Kerala was making profit, it is because of the hard work of the employees, Kerala was always in the top. Earlier Management and Employees worked together which took the Circle to the glory. Now under the new CGM, Circle has to flourish again, that is the expectation of CHQ and BSNL management, GS told.

It is part of the Joint Committee recommendations. Approaching the court is not the solution, it will only further complicate the issue. So there is no need for legal course for this purpose at this point of time. Challenging the JTO RR will only delay the JTO rect, regularization of Offtg JTOs/LICE from TTAs and direct JTO rect, our friends should understand.

SNEA will be fully focusing the implementation of the joint Committee report in the coming days and our comrades should be vigilant and proactive to ensure that the report is implemented in letter and spirit.

 

General body meeting of Kannur SSA, Kerala Circle: A General body meeting of Kannur SSA, the home SSA of GS Com K Sebastin was held on 03.11.2015 to felicitate the GS. GS addressed the meeting and explained the developments at CHQ on revival of BSNL as well as on cadre issues. GS appealed to all the comrades to take extra efforts in the next 15 to 20 months time, keeping the 3rd PRC implementation in our mind. At any cost we should not miss the 3rd PRC benefits, it is a big challenge for the employees of BSNL but not an impossible one. We are having the strength and potential to achieve it, GS told.

Haryana Circle Conference was held at Jind, Haryana on 17th October, 2015. GS Com K. Sebastin, CHQ President Com A A Khan, Chairman Com G. L. Jogi, Joint Secretaries Com Jasbir Singh and Com Arvind Pal Dahiya addressed the conference.

CHQ leaders explained the various activities on HR issues. The Joint committee submitted the report recently on the major HR issues like a) replacement of E1A and E2A pay scales with standard pay scales of E2 and E3, b) introduction of CPSU cadre hierarchy and c) first TBP after 5 years w.e.f 01.10.2000. The struggle by SNEA alone made the management to reconstitute the Jt Committee in May 2015 and making the committee on fast track. Thereafter constant interaction in the committee made some break through and committee come out with recommendations. This has to be taken forward to see that the recommendations are implemented in letter and spirit. Our major focus in the coming days will be on the implementation of the recommendations. Since almost all the promotions are stayed by various courts and there is little scope to come out of the present mess in the near future especially the court case going on at Chandigargh on reservation issue, implementation of CPSU cadre hierarchy is more relevant now. The superannuation benefit to BSNL directly recruited employees also to be settled immediately and efforts are continuing in this direction. Various pay anomalies are under active consideration of the management. We have to work with a single agenda of revival of BSNL by 2017, the due date for 3rd PRC.

A grand Open Session was organised in which GS, CHQ President, Chairman, CGMT, Haryana Sri. R.C. Arya, Joint Secretaries, Com Jaipal Singh Circle Secretary/HR, Com Amarjeet Singh, CS/Punjab, Sri B.L.Varshney, Sr. GMTD/Rewari and Sri Sandeep Sandhu GM(Finance) addressed the open session. Com L.C.Saharan, Circle President presided over the open session.

In the open session, main focus was on revival of BSNL. Various initiatives taken by the management, achievement during the last one year, more focus and attention in extending quality service to our customers, providing new connections and services fully utilizing the available resources etc are the main focus during the discussions. Recent marketing initiatives in the name of night free calling facility, free roaming etc to be effectively marketed by conducting melas etc.

Kerala Circle conducts “massive convention" at Trivandrum. 

Kerala Circle Unions of SNEA and BSNLEU conducted a “massive convention" at Trivandrum today. More than 500 comrades participated. The convention is conducted in the backdrop of the massive victimizations and vindictive actions of Sri M.S.S.Rao, on the leaders and activists of SNEA and BSNLEU. Com.K.Mohanan, CS/BSNLEU, welcomed every one. Com George Varghese, CS/SNEA presided over the convention. It was addressed by a host of leaders including Com.P.Abhimanyu, GS/BSNLEU, Com.R.Rajan, CHQ Treasurer/SNEA, Com.V.A.N.Namboodiri, Com.P.V.Chandrasekaran, Patron/AIBDPA, Com.Animesh Mitra, Secretary General/BSNLCCWF, Com.Saibal Sengupta, Treasurer/BSNLEU, Com. Pratap Kumar, AGS/BSNLEU, Com.K. Sudheer, CP/SNEA Com.N.A.Abraham, EX-CS/SNEA and others. Com.P.Abhimanyu and Com.R.Rajan narrated the developments that have taken place at New Delhi in connection with the developments in Kerala circle. All the leaders severely condemned the victimisations that have been imposed on the activists and declared that every single victimisation will be withdrawn within the shortest possible time.

Eventhough GS/SNEA had gone to Kerala for attending the convention, he could not address the convention as he has to return to New Delhi urgently on Sunday night itself due to some pressing organizational activities.

SNEA and BSNLEU held lunch hour demonstrations at BSNLCO and Circle HQs on 14.09.2015 against the massive victimizations and vindictive actions in Kerala, giving a clear message to the management to dump the self proclaimed CGM of Kerala Circle who is facing massive charges of corruption for crores of rupees, on which enquiry is at advanced stage. He is a symbol of indiscipline and insubordination.

Our Big Red Salute to our Valiant and Great Warriors and Heroes of SNEA and BSNLEU of Kerala who are just determined and unrelenting in their struggle to dump most corrupt, indisciplined and self proclaimed CGM, M.S.S.Rao. 

Time has come to dump M.S.S.Rao - symbol of unprecedented corruption, insubordination, indiscipline, tyranny, and, to top it all, fanatic and sadist of incredible magnitude. Having destroyed brick by brick remarkably and assiduously woven healthy work culture of Kerala about which entire BSNL has been proud of, he is all set to finish the most prestigious and potential circle of BSNL since he has nothing at stake and, before he eventually ignominiously exits BSNL, he is all determined to raze Kerala to the ground and take it to a point of no return.

Having suspended about 15 valiant comrades of our Association and sister union BSNLEU, who exhibited exemplary courage and conviction to defy the meetings organized by self proclaimed CGM for the simple reason that he no longer is recognized by majority employees of Kerala as their CGM and has completely lost their trust and confidence, for his such contemptuous actions that are embarrassing and not dignified to report, he is now stooping down to such depths which are just uncivilized and indescribable for obvious reasons.

Comrades, it is not the responsibility and duty of Kerala Comrades alone to dump such an eccentric person but all of us throughout the Country to come out on streets with greatest commitment and courage to ensure that Kerala Circle is not completely destroyed and razed to ground before he goes. It is our bounden duty to protect most potential Circle of our beloved Company from getting finished.

JTO to SDE Promotion case at Hon CAT, Chandigarh on 25.08.2015: The case could not take up as the bench is not sitting today. Hon CAT, Chandigarh stayed the JTO to SDE promotion with reservation under 67% seniority quota on 21.07.2015 without implementing the Hon Supreme Court order on Nagaraju case where Hon court directed to certify there is backwardness as well as shortage before providing reservations in promotions.

Agitation in Kerala by SNEA(I) and BSNLEU callled off

As reported yesterday, Sri N. K. Gupta, Director(CFA), the director in charge of South Zone, visited Kerala Circle today, 20.08.2015 and held discussion with SNEA(I) and BSNLEU and the representatives of casual labourers to sort out all the contentious issues. In addition to Sri R. M. Subbaiah, CGM, other senior officers of Kerala Circle also participated in the discussion. Sri A. K. Jain, CGM, NCNGN who alongwith other officers held discussions with SNEA and BSNLEU on 05.08.2015 also participated in the discussions.

The discussions continued for Two and Half Hours. After the positive assurance from the Management, Joint Action Committee of Kerala Circle decided to call off the on-going agitation. Congratulations to Comrades of Kerala Circle. It is the Victory of our Unity and Commitment towards the Association as well as the company.

Major settlements are:

1. All Vindictive actions taken related to Agitation since June 2014 including Charge Sheets, Dies-nons and Transfers will be withdrawn.

2. Labour issues will be settled with reasonable increase within 30 days w.e.f. 1st August 2015. A Committee will be constituted for that purpose.

3. Further discussions will continue on HR and policy matters to improve the service and to bring back the healthy working atmosphere in the circle. 
The agitation started in May 2014 ended after 14 months, settling all the issues eventhough lot of negative forces were working against that, even openly, supporting the former CGM who is facing massive charges of corruption. In the history of trade unions, we had seen first time that Associations are supporting corrupt officers for their corrupt activities and vindictive attitude towards the employees. It is shameful. It is time for them for introspection.

Agitation in Kerala by SNEA(I) and BSNLEU

DIR(CFA), the director in charge of South Zone, visiting Kerala Circle tomorrow, 20.08.2015 to have discussion with the employees on strike and sort out all the issues. Since the Management backtracked from the commitments given on 07.08.2015, SNEA(I), BSNLEU and the casual labours started “Non cooperation and work according to rule” on 11.08.2015 till the issues are resolved. All the vindictive actions including dies-non, transfers, charge sheets etc are to be withdrawn and the casual labours charges are to be increased as suggested by the RLC and agreed by the management on 07.08.2015.

The new CGMT is not able to implement the decisions as administrative and financial powers are not delegated to him. The agitation severely affected the services and most of the CSCs are not functioning.

We hope that the mutual discussions will resolve all the issues and bring normalcy to the potential Kerala Circle where industrial unrest is prevailing for the last one and half years due to the autocratic functioning of the earlier CGMT whose actions helped the private operators at the cost of BSNL. Just in one year period 3.53 lakhs connections closed (net 2.88 lakhs), net BB connections become (-) 10251 first time in the history of Kerala where as net additions were more than 60,000 each year, MNP port out and port in ratio just reversed from 1:2 to 3:1, GSM and CDMA connections gone down like anything.

Congratulations to Valiant Comrades for the Historical Win!!! As per the Discussion with Management chaired by our NEW CGMT / Kerala Circle Sri. R.M. Subbaiah and Joint Agitation Committee of SNEA (I) & BSNLEU, the management settled the  following demands

1. All Vindictive actions like Charge sheets and Dies Non implemented on BSNLEU and SNEA comrades since June 2014 are withdrawn.

2. All Vindictive transfers implemented on SNEA and BSNLEU comrades will be withdrawn and further Meeting will be held with SNEA on Monday, 10/08/2015 for settling inter SSA Vindictive Transfers and discussing other HR and service issues raised.

3. Circle Administration ensured that there will be determined effort to create a healthy working atmosphere to improve the service and staff relation.

4. Rs. 100/- hike will be given to Casual Contract Labours as an interim relief. For finalizing the wages and bonus, a committee will be constituted by next week and will be settled in limited time frame.

SNEA(I) and BSNLEU, Kerala Circle launched Hunger strike programme from 03-08-2015 in front of CGMT office, Trivandrum.
As per the decision of the combined circle executive committee meeting indefinite hunger strike started today  in front of CGMT office at Trivandrum. About 700  comrades from SNEA(I) and  BSNLEU participated in the hunger strike. Circle Office witnessed cyclopean protest as Valiant Comrades of SNEA (I),  BSNLEU assembled  in astronomically immense numbers  to Protest  against the autocratic and dogmatic approach of CGMT Kerala Circle. The demand is to with draw all all vindictive actions taken by CGMT / Kerala Circle and also to restore all trade union rights. BSNLCCU of Kerala Circle  also started indefinite strike.  

CITU Kerala State Secretary Com. M. Chandran M.L.A inaugurated the historical Joint Hunger Strike.  Com. P. V. Chandrasekharan , All india patron of AIBDPA presided over the meeting. GS writes to Hon MOC&IT regarding Kerala Circle: Fervent and repeated pleas of the Association seeking your timely intervention to arrest fast deteriorating healthy environment of Kerala by CGM/Kerala ignored. Meticulous and honest analysis of the following data clearly establishes negative growth trajectory and fully busts the myth that CGM/Kerala had a spectacular role in growth of an already exponentially growing Circle.

Kerala Circle is losing revenue of about Rs 400 Crores per year due to huge surrender of landline, Broadband and mobile connections after the present CGMT took charge. 5.6 lakhs landline connections, 1.45 lakh Broad Band connections and 2.35 lakhs prepaid mobile connections closed during one year where as from 2004 to 2012, in 9 years only 5 lakhs landline connections closed.

What eight venerable Members of Parliament (MPs) of Kerala Circle tried to impress upon you, albeit in vain, after independently gathering feedback and inputs, regarding corrupt practices of said CGM more than a year before, and which you strangely preferred to ignore, also getting established.

Landline: From 2004 to 2012 end, only net 05 lakh connections were surrendered in Kerala whereas, during last two years alone, net 4.45 lakh connections are surrendered and another 2.75 lakh connections are under NPD and will be closed very shortly, thus taking the net closure as 7.20 lakhs during last two years alone and bringing down land line connections from 29.3 lakhs to 21.91 lakhs during last two years. During nine years, surrender was five lakhs and during last two years surrender is 7.20 lakhs.

During last one year, gross connections decreased by about 20,000 and disconnections increased by about 1 lakh comparing to previous year. Is this not a negative growth?  

Broadband: For the first time in the history of Kerala Circle, net broadband connections provided in a year, during 2014-15, is negative (-10,251). In 2011-12 the net connections were 60,670, in 2012-13 the net connections were 79,717 and in 2013-14 the net connections were 50,514.

During last one year, gross connections decreased by about 37,000 and disconnections increased by about 45,000 comparing to previous year. Is this not a negative growth?  

MNP: Port Out/Port In ratio has drastically come down from 42.1% to 71.6% in just one year. Port out increased by 35,000 and port in decreased by 42,000. Is this not a negative growth?  

GSM prepaid has declined by 2.35 lakhs in last one year. Is this not a negative growth?  

GSM postpaid has declined by 10,940 connections during last one year. Is this not a negative growth?  

CDMA connections have declined by 63,634 in one year. Is this not a negative growth?

CGMT Kerala continues his vindictive actions--- Yesterday Trivandrum SSA Secretary Com Santhosh Kumar. T, transferred to Kannur SSA in an arbitrary manner for the simple reason, he has addressed BSNLEU’s 36 Hunger Strike at Circle Office on 22.07.2015.

As part of the Agitation conducted by SNEA (I) during June, July 2014, CGMT has started vindictive actions on Association Leaders and activists including the Circle Treasurer, Circle Secretary, TVM SSA President, Circle Office Branch President, RTTC Branch Secretary and other leaders in the form of charge sheets, memo’s and transfers.

SNEA(I) Strongly protest against the arbitrary Transfer of Trivandrum SSA Secretary and other Activists of the Association and sought the intervention of BSNLCO for restoring Trade Union/Association Rights.

Circle Executive Committee Meeting of Kerala Circle at Ernakulam on 13.06.2015

The CEC meeting of SNEA(I), Kerala Circle held at SNEA Bhavan, Ernakulam on 13th June 2015. The meeting presided by Circle President Com. K. Sudheer. CS Com George Verghese presented the report. General Secretary Com K. Sebastin addressed the CEC meeting. He assured that CHQ will pursue to execute all Orders issued from Corporate Office to bring back smooth working atmosphere in Kerala.

GS expressed confidence that with full-fledged BSNL Board with new CMD Sri. Anupam Shrivastava, DIR(HR), DIR (Fin), DIR(CFA) and DIR(EB) etc will ensure BSNL viability as the Board will be comparatively young and have time of four to five years to deliver. With this one of our major demand –TOP MANAGEMENT BELONGS TO BSNL- has come true and hope that new ideas of the management would guide BSNL to a new glory. Now our focus is on CGM/GM/DGM level officers belongs to the company.

Regarding the Service issues, GS expressed concern that even after commissioning of 20,000 GSM Towers in BSNL out of 27,000 planned in phase VII, the revenue or call volume is not increasing. As BSNL is facing financial problem to procure more BTSs and widen our network, BSNL Management is in discussions with other operators for Active Infra Sharing by enabling our customers to roam intra circle and inter circle in other operators network too wherever the customers are getting dominated signal level. GS told that its Technical Feasibility Testing is completed and discussions on commercial aspects is under way and it may likely to launch soon.

On cadre issues, our agitation in April/May, 2015 has created tremendous pressure which resulted in the historic settlement on 06.05.2015. The Joint committee which was practically non functioning for the last three years reconstituted and both issues put on fast track. Direction was issued by CMD to have committee meeting on every fortnight and complete the targeted work by 15th August. Our unity and commitment made it possible which made others nervous.

Regarding the implementation of Standard pay Scales of E2, E3 for the basic cadres of JTO, SDE and equivalent cadres, our prime objective is to get upgraded pay scales of E2, E3 and protect the cadres from demotion to E1 and E2 scales. Any other demands will only help BSNL Management to keep the item pending as done now and it would not help the Executives. Even in the proposed new JTO RR, the pay scale was specified as E1 for JTO, and it would badly affect the cadre in the next pay revision if we are not settling the issue before next pay commission. GS assured that in the coming meeting also we will try to resolve the issues of Standard pay scale of E2 for JTO/JAOs and E3 for SDE/AO without any compromise on the 5 promotions which we are enjoying now and also assured that any anomalies can be settled by mutual discussion with management.

To overcome the unscrupulous legal fights in many courts on seniority, implementation of CPSU hierarchy or Time Bound Functional Promotion would be the only solution. To overcome the disparity in promotions in various wings due to many court Cases and administrative delays, CPSU hierarchy is a good solution. The issue needs threadbare discussions at various levels to overcome the difficulties in implementation without disturbing the system. Change of designation is another major component. GS assured that SNEA(I) will follow up the developments very closely and we are trying our level best to find a solution to these issues by the targeted date of 15.08.2015.

On MT rect, GS conveyed that SNEA is of the strong view that there is no need for external MT rect for the company and demanding the change in recruitment rule in this line. Since we have enough in-house talents in BSNL, SNEA(I) is demanding some fast track promotions to man the top positions in the future. Our top Management at DGM/GM/CGM posts is still on deputation. The major hurdle faced by Govt. and BSNL to relieve ITS Officers was, there is no BSNL Absorbed Officers to substitute the CGM/GMs at present and this is the only reason for ITS officers continuing in BSNL on deputation. We will not be able to fill the post of GM/CGM Post just with CPSU Hierarchy implementation alone. There also some fast track promotions like MT are to be worked out for proper screening for 5 to 10%. LDCE and MT are two fast track promotional avenues available now. GS reiterated that SNEA will not support for the selection of External MT and will fight for 100% MTs to be filled Internally by making change in BSNLMS RR. GS told that before demanding Intl MT, SNEA ensured 75% of DE posts and 50% DGM posts for Promotion by seniority. This was the success of the determined single handed move of SNEA. With this we could reserve 87.5% of DE/AGM Posts in Telecom Engg wing for Internal Candidates and could restrict the percentage of Extl MT to 12.5% against the 100% as recommend by KPMG and 25% originally notified under 2009 BSNL MS RR. At this point we must remember that in other streams of Finance, Civil, Electrical etc even this 75% is not achieved in spite of the tall claims of others. GS told that we will further struggle hard to get 100% DE/AGM /CAO posts to be reserved for Internal Candidates. GS also told that CHQ is trying to extend 75% Post reservation done in Telecom wing to all other wing like Civil, Electrical, Architecture and Finance and amendments in BSNLMS RR for civil/electrical/finance, amendments in SDE and JTO RR etc are at present before BSNL board.

As an Assn our major concern is how a JTO/JAO will get SDE/AO promotion, DE/CAO promotion and DGM promotions which is the concern of 99.9% of Executives who are looking towards the Assn.

GS expressed anxiety in Kerala Circle Performance since the disconnections are multiplying by many folds in Landline and Mobile Sector. GS also pointed out that more than 40% total land line disconnections in Kerala since the formation of BSNL is happened in the last two years. The physical achievement in Landline, Broadband and Mobile is far less than what Kerala achieved two years back. GS also expressed anxiety in huge reductions in Profit from 100% before three years to 10% now. However he congratulated all work force of Kerala who worked with determination even in the difficult working environment.

The Circle conference on MP Circle was held at Indore on 23rd and 24th May, 2015. A grand open session was held in the evening of 23rd May. Sri Rajesh Gupta, CGMT/ MP Circle, Prof Prashant Salwan from IIM/Indore, Sri Swapnil Kothari, Chairman/RI Group, Sri M. R. Rawat, GM/Indore were the main speakers beside GS and CHQ President.

Prof Salwan in his address given lot of suggestions where BSNL could focus in the coming days to grow further and increase the revenue. BSNL should focus on services and applications which will give easy revenue without much investment.

GS and CHQ President in their address focussed the recent strike by the Forum and the issues involved in it. Now Govt showing seriousness to address the issues.

On cadre issues, our recent agitation created very good response and it seems that the management is serious to address the issues. The joint committee is reconstituted and made it to function by directing the committee to meet atleast once in a fortnight and submit the recommendations by 15th August. Our demand of standard pay scales of E2, E3 etc, Time Bound functional promotion and first TBP after 4 years etc will be addressed by the committee. One of the major breakthrough is that the demand of first TBP after 4 years has become a terms of reference of the committee which management never ready to discuss earlier. Pay anomalies and issues related with Civil/elect/Arch wings also will be getting addressed separately.

Appreciation letter to CGMT, HP Circle has been issued for outstanding achievement by earning PMC Fee worth Rs. 03.11 Cr. This is net PMC Fee earned by BSNL, HP Civil from External Works during 2014-15. A part form this PMC Fee there is gross total income worth Rs. 15.00 Cr(Approx) has earned by BSNL Civil HP during 2014-15 in the form of PMC Fee, interest on undisbursed amount laying with BSNL during the year, savings in the form of contingent expenditure like O.E/T.E/Vehicle etc.

Till date after entering in field of External Works HP Civil BSNL Wing has earned gross income from these works to the tune of Rs. 50.00 Cr.

Circle conference of J & K Circle:

The Circle conference of J & K Circle was held at Jammu on 26th and 27th March, 2015 in a grand manner. GS and CHQ President attended the conference. An open session was held on 27th March afternoon in which Sri R. N. Sudhakar, CGMT, J&K Circle was the chief guest. Other senior officers of J&K Circle and Circle leaders of other Unions and Associations also attended the open session.

Gs and President in their address touched all the important issues related to the growth of the company and HR issues and appealed to all the comrades to gear up for the strike on 21st and 22nd April, 2015. Almost all the demands in the Forum notice are related to the growth of the company. The policies of the Govt and mismanagement in the company lead to the present situation. Our first demand for a full fledged BSNL Board is almost getting materialised by the selection of CMD, DIR(Fin) and DIR(HR). DIR(CM) post is already notified. About 8,500 Crores of rupees owned by BSNL is with the DoT on account of BWA spectrum refund, USO Fund subsidy and excess payment of pension contribution. If this payment is made to BSNL, it can go ahead with its expansion plan without taking loan from the market. Subsidiary formation will disintegrate BSNL and ultimately lead to disinvestment and strategic sale of subsidiaries. Merger of BSNL and MTNL without addressing contentious issues will be disastrous for BSNL. Proper compensation should be given for the loss making rural land line section which is maintained for meeting the social obligations of the Govt. Automatic pension revision for BSNL pensioners for the future and 30% superannuation benefit to BSNL rects are other major demands.

On HR issues, finalization of standard pay scales of E2, E3, etc to JTO, SDE and equivalent cadres upto SGJAG, implementation of TB functional promotion as per the terms and condition for absorption, settlement of various pay anomalies in different cadres, notional pay and BSNLMS RR amendment for Civil/Elect wings, First TBP uniformly after 4 years w.e.f 01.10.2000 counting DoT service etc are the major HR issues to be settled without further delay. All our attempts to settle the issues through discussion failed which compelled us to start the agitation. All the concrete assurances given by the Management earlier did not implemented. CHQ appealed to all the comrades to start preparations for the agitation to settle the HR issues, most of them are pending since the implementation of 2nd PRC.

GS tour of Tamil Nadu Circle on 27th, 28th and 31st January, 2015 and 01st February, 2015:


GS Com K. Sebastin and CHQ Treasurer Com R. Rajan toured Tamil Nadu Circle along with CS/TN Com M Gopinathan and addressed the General Body meetings at Coimbatore on 27.01.2015, Erode on 28.01.2015, Trichy on 31.01.2015 and SSA conference of Madurai on 01.02.2015.

CHQ President Com G. L. Jogi and AGS Com H. Muthu joined the tour at Trichy and addressed the meetings at Trichy and Madurai.

Veteran Com W. Seshagiri Rao addressed the meeting at Madurai and motivated the Comrades.

Annual general body meeting of SNEA(I) / Madurai SSA held on 01.02.2015 at Madurai. GS Com. K. Sebastin hoisted the National flag and Com. S. Ganesan, ACS hoisted the SNEA(I) flag. Com. M. Chandrasekaran, DS welcomed the gathering and GS inaugurated the AGB.
GS in his address explained in depth about the role of this association for the upward revisions in the pay scales (1986, 1996 and 2000 in BSNL). Five Time bound promotions each after every 5 years instead of just one time bound promotion after 12 years in DoT era, amendment of BSNL MSRR 2009 by reserving 50% STS posts exclusively for SDE to DE promotion breaking the bottleneck of JTS, ending adhocism in 2014 and again increasing the promotion quota from 50% to 75% etc are some of the important milestones. The EPF issue where the EPF contribution was restricted to 12% of Rs 6500/ irrespective of the emoluments was settled once for all in August, 2005. Some section of Executives tried to stop the LDCE in 2007-08 but Assn strongly opposed it and fought legally also and ensured that no stay is coming which ultimately resulted in the promotion of about 900 JTOs of 2001 batch as SDEs in Nov:2008. More than 18,500 JTOs promoted as SDEs since 2000, more than 5000 SDEs promoted as DEs and about 450 DEs promoted as DGMs. About 10,000 JTOs are going to be promoted as SDEs in the coming days making JTO to SDE promotion also current. The promotions in Civil /Elect wing /Accounts wing become current. Involvement of this association in resolving major issues related with the viability of BSNL like unbundling of copper cable, tenders, procurement, CDR, BWA spectrum refund, pension contribution on actual basic pay instead of maximum of the pay scale, 3G roaming etc are aimed at making the company viable. The need of the hour is unity among the executives especially among our young executives of BSNL so that our basic demands of Standard pay scales, 30% superannuation benefits, CPSU cadre hierarchy etc can be forced on the management for early settlement and its implementation. Further explained the need for membership verification to end multiplicity and have a strong recognised Assn to resolve the issues of the executives like other CPSUs.
The ensuing struggle from 15th March, the parliament March on 25th February and the 1 crore signature campaign among the public is going to decide the future of this company. The Forum of BSNL Unions/Assn decided this year 2015 fully to focus on the revival of our company and work in tandem with the management.
The Open session was addressed by the GS, CHQ President Com.G.L.Jogi, CHQ Treasurer Com.R.Rajan, CS/TN Com.M.Gopinathan and others addressed the mass gathering. Veteran leader Com.W.Seshagiri Rao graced the occasion.
CHQ President Com. G. L. Jogi in his address elaborately expalined the wrong policies and decisions of the Government and also the indecisiveness of BSNL management in crucial issues, biased approach of the government towards private operators which all made BSNL a loss making unit. Further explained the total absence of the HR policies in BSNL, total demoralization of the young BSNL recruited JTO/JAOs, non resolution of the basic HR issues etc.
From the SSA administration Smt. S.E.Rajam, GMT/Madurai SSA addressed the house. GMT/Madurai SSA in her address appreciated the representatives of SNEA(I) / Madurai SSA and also all Associations and Trade Unions for supporting all initiatives taken by Madurai SSA administration to achieve all targets and especially revenue growth. District Secretaries of Virudhunagar SSA, Tirunelveli SSA, Tuticorin SSA and comrades form the neighboring SSAs participated. Com.S.Ganesan, ACS fecilated on his superannuation.
 
The Special General body meeting of Trichy SSA was convened at the Conference Hall, O/o GMT, Trichy on 31.01.2015. The meeting was presided over by Com.S. Sundarakrishnan, Circle President. Com. V.Jayaganesan, District president welcomed the gathering. CHQ president Com. G.L. Jogi, GS Com. K. Sebastin, CHQ Treasurer Com.R.Rajan, CS Com.M.Gopinathan, CWC member Com.V.Mahendran and ACS Com.M.R.Tamilkodi addressed the meeting. Com.Palaniappan, DS / Tanjore SSA, Com.Sreenivasan, DS / Kumbakonam SSA along with comrades of Tanjore and Kumbakonam SSAs participated.
GS in his address reminded the comrades that through continuous struggle during the last three decades we could make significant improvements in the career of each and every Executive and also the role played by SNEA alone in safeguarding the interest of our beloved company BSNL. Wrong policies of the Govt which favoured the private operators really made BSNL sick and BSNL never got support from the Govt whenever it was necessitated. Our struggle under Forum saved BSNL from disinvestment and unbundling of copper cable etc. Further SNEA along with others struggled against arbitrarily discontinuing ADC, CDMA roaming by Reliance, to save the 45.5 million tender in 2007, BWA spectrum refund, 3G roaming etc. This association struggled for the upward revisions in the pay scales (1986, 1996 and 2000 in BSNL). Instead of just one time bound promotion after 12 years in DoT, now we are having 5 Time bound promotions each after every 5 years. Hundreds of DR JTOs in DoT retired even without a single functional promotion but now executives are reaching up to DGM posts etc. These are some of the significant milestones. In future, we assure that our young comrades may reach up to GM/CGM post. Another major breakthrough was the amendment in BSNLMS RR in January, 2014 to end adhocism by increasing the quota from 50% to 75%. JTO(T) to SDE(T) promotion delayed due to court cases and promotion orders for about 6100 posts will be issued by 10th February. LDCE is already notified for all the vacancy years to make JTO to SDE promotion also current in both quotas. Assn is also pleading for JAO to AO promotions for all the vacancies. GS narrated the importance of membership verification and also about the ongoing struggle under Forum. This agitation is going to decide the future of BSNL and its employees.
CHQ President Com G L Jogi in his address explained how the cadre has been uplifted since 1980s, first in 1986 by pay scale up gradation, in 1990 by introduction of lateral advancement in the cadre of JTO and SDE in DoT alone, promotion of 8000 JTOs as SDEs in 1993-94, pay scale up gradation in 1996 along with Group B gazetted status which ensured the absorption of JTO cadre alone as an Executive in BSNL in the basic cadre, another hike in pay scale to E1A in BSNL when BSNL offered E1 scale etc. All this achievements are result of continuous struggle. SNEA (erstwhile TEOA) was the only one Assn opposed the absorption just for an Adhoc payment of Rs 2000. This Association alone struggled for terms and condition for absorption in BSNL. Final settlement like E1A, E2A, --- E6 pay scales, five time bound promotions within 4 to 6 years and point to point fitment were reached as a result of the historic struggle done by TEOA (I) and BSNLEA(I). Regarding the pay scales, the management categorically taken a stand that E1A pay scale will be given only for absorbed JTOs and not for Direct recruited JTOs of BSNL and their pay scale will be E1. This association not accepted the offer and firmly replied that the pay scale is for the whole cadre of JTO. Finally BSNL management agreed for that settlement. EPF issue with 12% of emoluments without the ceiling of Rs 6500/ was settled by SNEA in August 2005. TBP policy introduced in 2007, 2ndPRC report implemented in BSNL, BSNL MS RR notified in 2009 breaking the bottleneck of JTS/ADET prevailed in DoT/BSNL.
Our veteran leaders and other comrades were felicitated on their retirement on superannuation. Meeting concluded with vote of thanks by Com.G.Janakiraman, District secretary.

Circle Executive Committee meeting of AP Circle held at Hyderabad on 24th and 25th November, 2014. Jt Sec(S) Com P. Padmanabha Rao, AGS Com A. Chandrasekhar, Veteran Leader Com S.L.Reddy and GS Com K Sebastin attended the CEC.

Com GS in his address gave latest status on all the issues like E2, E3 Standard pay scales and pay disparity of JTOs of 2007 & 2008, 30% superannuation benefit to BSNL recruits, CPSU Cadre Hierarchy, JTO to SDE promotions and the efforts to make a single DPC, LDCE from JTO to SDE and eligibility criteria, SDE to DE Regular Promotions for 2710 posts by ending the age old adhocism permanently, JAO to AO Promotions, AO to CAO, DE to DGM Adhoc Promotions, CAO to DGM Promotions, DGM Adhoc to DGM Regular both in Engineering and Accounts, regularization of Officiating JTOs, Pay anomalies of TTAs selected as DR JTOs, issues concerning Civil/Electrical/Arch/PAs/ PSs/OLs, Seniority cases of List No. 6 &7/206 /147 etc, supply of materials, BSNL and MTNL merger, subsidiary formation, BBSNL project etc.
GS explained the status of Membership Verification process and appealed to all the comrades to work towards verification so that SNEA(I) can become the majority Association with thumbing majority. This will lead to unity of all the Executives like other CPSUs ending the multiplicity of Assns. A single and strong recognised Assn is the need of the hour to resolve all the outstanding issues with special focus on the cadre interests.
On querry on delay on settlement of E2, E3 pay scales which makes lot of hurt burn among the JTO/JAOs recruited after 01.01.2007, GS assured that in case pension contribution issue is further delayed, the possibility of extending E2, E3 pay scales alone for the time being without cascading effect also will be explored keeping the demand upto E7 scale open and SNEA(I) is open to the idea. On CPSU cadre hierarchy also, first change of designation along with pay scale will be expedited as functional promotion part is taking time.
Circle President Com. J.Umamaheswara Rao presided over the meeting, Circle Secretary Com A.Viswanath submitted the report and Circle Treasurer Com K. Vidya Sagar Reddy submitted the accounts during the intervening period.

An opens session was conducted on the topic “Role of Trade unions and management in facing emerging intense business and policy challenges”. CHQ President Com G.L.Jogi, GS Com K. Sebastin, AGS Com Avind Dahiya, CS Com S S Rauthan and others addressed the open session. Sri S.P.Shukla, CGMT, Uttarakhand Circle was the chief Guest. Sri A.K.Mittal/GM(HR &CFA), Uttarakhand Circle, Sri P.D.Chirania/GM (F), Sri Rajiv Jauhari/GMTD, Dehradun and Sri Suryakant, GM(CMTS) also addressed. Circle president Com. Sri Rajiv Chauhan presided the meeting.

CHQ President Com G. L. Jogi has addressed a huge gathering of SNEA, BGTD at the conference hall of PGM Office, Bangalore on 20.10.2014.

Our CHQ leader emphasized the need of the BSNL Executives and non executives to focus on the viabilities of the company and the adverse impacts of the formation of BBNL-its aim at giving services as an ISP, adverse effects of implementation of the Deloitte recommendations, non refund of the Rs.6500 Crores of the BWA spectrum by Government, absence of any new projects to counter the 4G services, Reliance JIOs massive 4G networks expansion, Non availability of the regular CMD, Director Finance and Director HR for BSNL. The total absence of the HR policies in BSNL, total demoralization of the young BSNL recruited JTOs, non resolution of the basic HR issues. The address was an eye opener for the members of SNEA to update themselves and get ready for the future struggles.

Com Pandurang Nayak AGS spoke and explained on the need of the unity of the executives especially our young executives of BSNL so that our basic demands of Standard pay scale, 30% superannuation benefits can be forced on the management for early settlement and its implementation.

Private operators are here to invest and earn profit but BSNL has its social commitment.

Meeting at Kolar on 21-10-2014:

The General Body Meeting of the SNEA Kolar was held at Kolar. Com G L Jogi, our beloved CHQ President attended the GB. The young comrades of Kolar SNEA welcomed the leaders. In the AGB Com Jogi, in his address elaborated the successes of this organization and the road map that we have prepared right now. The need of settling the issues like standard Pay Scales, the anomaly of wages w.r.to 2007 and 2008 batches, 30% superannuation benefits to BSNL recruited Executives as well as the non- executives. He has made it clear that today we are focusing on these major issues and if needed we will launch the next phase of our agitation very shortly and appealed the members to get strongly prepared for the struggle. The other issues like regularization of the TTA officiating JTOs and other cadre issues were discussed in the meeting.

Com Pandurang Nayak AGS has narrated the need of the polarization of the Executives into a single association which truly fight for the demands of JTOs, their social welfare and security even after retirement. This is truly proved in case of the DOT absorbees by one and only association that is SNEA. It is only SNEA which struggles at their work centers like BSNLCO, Circle Office and SSA headquarters and not at JANTAR MANTAR.

Com Thippesh, once again re-affirmed his views as to why he is now joining SNEA and appreciated all Kolar comrades for re-building the organization in Kolar as a huge majority association and now they are safe under the umbrella of SNEA.

Mizoram SSA (NE I Circle) Conference at Aizwal on 20/09/2014:

CS / NE I Circle Com Asith Kumar Ghosh, Circle President Com G.Swakme and Com Sushil Tripathi, SSA Secy Meghalaya SSA addressed the Conference. Almost all JTOs and SDEs (nearly 50) attended the conference.

In the open session Sri K. Chandran, GMTD (LA), Mizoram was the Chief Guest and DGM (CM), DGM(Fin) and other senior Officers attended.

Main points Discussed are 

1) How to revive BSNL and NE1 revenue, 

2)Rule 8 transfer cases and 

3)Transfer policy of BSNL and Special Recruitment drive to Hard tenure areas to overcome staffing problems.


In the conference Com L. Ompuia, Com N. Vijayakrishnana and Com Sreenivese elected as new SSA President, Secretary and Treasurer respectively.

AP CIRCLE TOUR BY CHQ/CIRCLE LEADERS FROM 12.09.2014 TO 15.09.2014:

CHQ President Com G.L.Jogi, G.S. Com K Sebastin, Veteran Leader Com W. Seshagiri Rao, J.S.(South) Com P. Padmanabha Rao, AGS Com A Chandrasekhar, AP Circle President Com J. Uma maheswara Rao and Circle Secretary Com. A. Viswanath attended and addressed the District conferences of Guntur, Vijayawada and East Godavari(Rajahmudry) SSAs. Also they addressed the general body meetings of Nellore, Ongole, W.G(Eluru) and Visakhapatnam SSAs with huge gathering. The interactive sessions especially the active participation of huge number of young JTOs and SDEs at different places and their active participation in the discussions were very much encouraging. They had taken keen interest to take responsibilities also at different level in all the SSAs.

CHQ leaders apprised members the role of SNEA(I) for the last three decades and how the Association struggled to get the cadre issues resolved and what made the transformation of JETA to JTOA, JTOA to TEOA and from TEOA to SNEA(I), while upgrading the basic cadre of JTO from Rs 1400-2700 pay scale to Rs 1640-2900 pay scale in 1986, Rs 1640-2900 to Rs 2000-3200 equivalent pay scale in 1996, and E1A pay scale of Rs 9850 in BSNL (BSNL offered E1 scale of Rs 8600) and from Group C to Group B paving the way for absorption of JTOs as Executives in BSNL.

When all the 14 Associations except TEOA (now SNEA) agreed for absorption into BSNL just with an Adhoc payment of Rs.2000, SNEA(I) only insisted for terms and conditions of absorption like pay scales, fitment, promotion policy etc before absorption.  BSNLEA joined hands with TEOA and supported by MTNLEA  started agitation under the banner of Executive Negotiating Council (ENC) and succeeded in getting the better pay scales of E1A, E2A, E3 ---, E6, time bound promotion policy (5 TBPs, one of the best promotion policy available in any CPSU), point to point fixation etc. In BSNL, SNEA(I) took up one of the basic issues of BSNL direct recruits, deduction of EPF subscription of 12% on current Basic + IDA instead of fixed amount of 12% of Rs.6500 (with ceiling) and succeeded and orders were issued in 12th Aug 2005 with retrospective effect with arrears payment to EPF. Till that time the EPF contribution was just Rs 780/ for every employee irrespective of emoluments. BSNLMS RR notified in July, 2009 assuring 50% regular promotions directly from SDE to DE removing the bottle neck of JTS/ADET and remaining on Adhoc basis by reducing the MT(Extl) quota from 100% to 25%. BSNL is the first CPSU, 2nd PRC report implemented with 30% fitment. About 18500 JTOs promoted as SDEs since 2000 in both seniority and LDCE quota together. BSNLMS RR further amended on the singular efforts of SNEA(I) by earmarking 75% of DE posts for SDE to DE promotion on regular basis, ending adhocism. This amendment done only for Telecom Operations side. DE(Regular) promotions made for all the vacancies upto 31.03.2014 by promoting about 2700 SDE/Adhoc DEs on regular basis. DGM(Regular/Adhoc) promotions issued and another 480 are under pipeline. Consistently tried to improve the scheme and syllabus for LDCE, scheme changed from descriptive type to objective type, OMR system.

The leader also apprised the member about the future challenges and road map of SNEA(I) to face the future challenges. Future agenda of the SNEA(I) is the following:

· 3rd PRC is due in 2017. SNEA is committed to make BSNL profitable by 2017 to ensure job security and the implementation of 3rd PRC and to secure the future of young comrades.

·  Standard pay scales of E2, E3, ---, E7 for JTO/JAO, SDE/AO etc w.e.f 01.01.2007. There is an attempt to down grade the basic cadre of JTO/JAOs and SDE/AOs.    

·  SNEA is fully resolved to see that issues like 30% superannuation benefits to BSNL recruites and CPSU cadre hierarchy etc are settled early with the support of the all the Executives.

·  JTO to SDE and JAO to AO promotion on seniority cum fitness: Association become party in the case at Hon CAT Ernakulam and CHQ is exploring the possibility of other legal course to expedite hearing of the case.

·  Parity on promotion in Civil/Elect wings at par with Telecom and notional pay w.e.f 01.10.2000 is being pursued.

·  First TBP uniformly after four years w.e.f 01.10.2004.

· SNEA re-started the agitation programmes with the above demands. SNEA is committed to struggle till our demands are met.

·  Regularization of Officiating JTOs and extending FR 221 (a)(1) to officiating JTOs.

Apart from struggling on Cadre issues SNEA(I) was continuously struggling on the policy issues and on the issues concerning to viability of BSNL.

·  We took active part in opposing the Unbundling of copper cable.

·  We took initiative to organize agitation when BSNL was to cancel the 45.5 million GSM tender in 2007.

·  2G scam exposed first by our President Com G L Jogi.

·  We filed a case in illegal 3G roaming by pvt operators, which BSNL should have done first.

· We took initiative in surrender of redundant BWA spectrum and refund of BWA spectrum charges.

· Took initiative in implementation of CDR, ERP, procurement of materials by streamlining tenders, Phase VII expansion, NGN implementation, MLLN and MPLS expansion etc.

·  Opposed the merger of BSNL and MTNL merger without addressing the basic issues.

CHQ leaders appealed to all the Executives to strengthen the platform of SNEA(I), the home of JTOs. All has to join hands to resolve all the outstanding issues in a time bound manner and revive the company at the earliest.

Congratulations to all the comrades who stood with the Association in the testing time:

Eventhough the BSNL management was insensitive to the Indefinite fast for the first three days, all the Unions and Associations supported the agitation from day one. GSs and Presidents of BSNLEU and NFTE visited the Pandal along with other leaders. GSs of BSNLMS, AIGETOA and AIBSNLOA also visited the pandal.

We cannot forget our great supporters at the National and Circle levels, the JAC, the Samara Sahayasamithi in Kerala, BSNLEU, NFTE, FNTO, BSNLMS and a lot of others, who have steadfastly and solidly stood with us for anything and everything that means trade union fraternity and solidarity. At the same time, always there will be exceptions and that has to happen to expose themselves before the whole world because they are afraid of charge sheets and punishments to their top Circle and SSA leaders at Trivandrum on the proven charges of fraud and financial irregularities, protected and helped for years, irrespective of repeated warnings and reminders by CVC/CVO to CGMT/Kerala. Otherwise how they can manage Circle level award to an activist who is “under currency of punishment” for financial irregularities! They are bound to support each other nakedly, now the whole world knows, they exposed themselves.

I have no words to congratulate each and every SNEA comrade across the country, especially comrades of Kerala Circle who refused to bow down in the face of the worst ever and unheard of tirades on the free minds of the Executives and employees. And at CHQ, we had a minor role to play, be with them and support them, we will continue to do that with the same vigour and commitment.

The INDEFINITE FAST by CHQ leaders and other activists continues for the 4th day from 22.09.2014

Comrades of SNEA(I), it is testing and challenging time for each and every Comrade of SNEA(I) throughout the Country to come out with greatest determination and unprecedented solidarity to defeat sinister designs of CGM/kerala to destabilize our beloved Association because of tough and legitimate stand taken by us on some critical issues. Rise to the occasion and demonstrate extraordinary solidarity. This clarion call is to be responded by each and every comrade of SNEA(I) with unwavering commitment.


Our GS, AGS, Com Arvind Dahiya, Jt Secy/South, Com P.Rao and CWC member from Kerala Circle Com MPP Panicker, commenced indefinite fast from 1000 hrs of 22nd Sept at BSNL Co. Also Com George Verghese, CS/Kerala, Com Rajan, CHQ Treasurer and Com Chandrashekar, AGS, also commenced indefinite fast at Trivandrum on 22nd Sept, 2014.

While CGM/Kerala Circle is continuing his acts of indiscriminate victimizations, there is no intervention from BSNL Management to prevail upon CGM to comply with the terms of negotiated settlement between him and our Association, with the intervention of top BSNL Management. Instead, CGM is going ahead with his acts of victimization even after negotiated settlement.

Out Jt Secy/South, felt extremely weak and exhausted and police tried to shift him to govt. hospital. However, he resisted being shifted to hospital and is continuing his fast.

In the same way, our CS/Kerala, George Verghese, and AGS Com A Chandrasekhar are also feeling exhausted but is going ahead with his fast in a determined manner. CGM is trying his best to get him forcibly shifted to hospital but our Kerala comrades are determined to defeat his this move also.

Comrades, needless to appeal, we are confident that we come out in thousands and thousands, and each and every one of us, to fight this hour of crisis with unprecedented   determination and deepest conviction to defeat attack on fundamental right of trade unions to lodge legitimate protest against irregularities and arbitrary functioning.

• Massive Lunch hour demonstrations in thousands and thousands have to be held on 26th and 27th Sept., 14 at Circle/SSA HQs. Each and every Comrade of SNEA(I) must participate with toughest determination to defeat sinister attack to destabilize SNEA(I).
• Relay hunger strike by thousands and thousands of Comrades at CGM/HQs is to be held on 29th, 30th Sept. and 1st Oct., 14.

The INDEFINITE FAST by CHQ leaders and other activists continues for the 3rd day from 22.09.2014

GS Com K Sebastin, AGS Com Arvind Dahiya, Jt Sec(South) Com Padmanabha Rao and CWC Member from Kerala Com M P P Panicker is on idefinte fast at BSNLCO, New Delhi. CS/Kerala Com George Varghese and AGS Com A Chandrasekhar is on indefinite fast at Circle office Trivandrum. Other leaders and activists are supporting the agitation by relay hunger strike.
The indefinite fast started against the CGMT Kerala Sri M S S Rao whose actions, continues to destroy the Circle. When SNEA(I) opposed the move to destroy the Circle systematically and opposed the alleged move to bail out vendors from paying penalty of 30 Crores which was imposed by the former CGMT after the recommendations of a higher level committee, he targeted SNEA(I) by way of massive vindictive actions like dies non for about 1300 Executives , transfer of office bearers activists, harassing and transferring innocent ladies, charge sheeting office bearers etc.
When all efforts to improve the situation through negotiations failed, SNEA(I) forced to launch this indefinite fast at Circle and BSNLCO level to protect the Circle and our comrades.

Indefinite fast at BSNLCO by CHQ leaders and activists starts today, 22.09.2014:
SNEA forced to launch such an agitation due to the continuing harassment and the vindictive actions of CGMT/Kerala, in the form of transfer of office bearers and activists, massive victimization in the form of dies-non, charge sheet to the office bearers at Circle level for participating in the hunger strike and writing to CMD/BSNL and Hon MOC by the General Secretary demanding inquiry into the alleged attempt by CGMT/KRL to help/bail out the vendor M/s Nortel from paying penalty and AMC charges etc continuing after the settlement reached on 01.08.2014, clearly in violation of the terms of settlement. The services are deteriorated but CGMT is not concerned about that.
Against these vindictive actions, CHQ office bearers will be starting “Indefinite Fast” at BSNLCO and Kerala comrades and CHQ office bearers at Circle office, Trivandrum from 22.09.2014. “Work according to Rule” in Kerala Circle will continue. CHQ Treasurer and three AGSs are at Trivandrum in solidarity and support to the Kerala Comrades.

Indefinite fast from 22.09.2014 at BSNLCO by CHQ leaders:

BSNLCO issued instructions to Kerala Circle to implement all the commitments made to the Assn. Based on the instructions from BSNLCO and as per the commitments, CGMT/Kerala issued the transfer order to bring back 68 Executives who had posted to other SSAs two years back to meet the shortages. 

However, the vindictive actions, especially the transfer of office bearers and activists, massive victimization in the form of dies-non, charge sheet to the office bearers, transfer in the name of rationalization and ERP etc continuing after the settlement reached on 01.08.2014, clearly in violation of the terms of settlement.


Against these vindictive actions, CHQ office bearers will be starting “Indefinite Fast” at BSNLCO and Kerala Comrades at Circle office, Trivandrum from 22.09.2014. “Work according to Rule” in Kerala Circle also will continue. CHQ Treasurer and three AGSs are deputed to Kerala Circle. Remaining CHQ office bearers will be at New Delhi.

The 6th District conference of SNEA(I) Rewari SSA, Haryana Circle, was held  on 30-8-2014. An Open Session was organized with the perspective “Role and participation of Human Resource in Telecom Growth". Com. Arvind Pal Dahiya, AGS CHQ graced the occasion as a guest of honor while Sr. GMTD Rewari Shri. B L Varshney was present as Chief Guest. All the distinguished dignitaries deliberated at length on the issue to proliferate the growth of BSNL in every sphere. Com. Dahiya, AGS made a fervent appeal to all the Executives irrespective of union affiliation to rise to the occasion to join hands with SNEA(I) as this association is the only Platform which is dedicated for the cause of Executives.  C/S AIGETOA, Dist convenor JAC, Dist Secs of BSNLEU, NFTE, SEWA and AIGETOA also addressed the gathering. Among nine elected office bearers, six are BSNL recruited Executives including Dist President, Dist Sec and Dist Treasurer and one from newly promoted JTO from TTA.

CHQ leaders and activists on indefinite fast from 10.09.2014 at BSNLCO:

Comrades, even after the intervention and concrete assurances of CMD/BSNL, CGMT/Kerala going ahead with vindictive actions. Simply ignoring the assurances given by CMD/BSNL on 04.09.2014, CGMT is going ahead with vindictive transfer and postings even on 06.09.2014 which we cannot tolerate further. We are concerned about the services in one of the most potential Circle which we are proud of, but CGMT is least bothered about the services, its growth, which we are witnessing during the last one year. He systematically destroying the Circle by dismantling the systems and monitoring mechanisms prevailed in the Circle.

First time in the history of Kerala, net broadband connections shown an alarming figure of (-)12,689 with disconnection of 55,008 and net landline (-)70,476 from 01.04.2014 to 30.08.2014, fault rates are about 50,000 every day but CGMT is not concerned about the services or closures.


On this background, the CS and CHQ office bearers meeting discussed the issue in detail. It was decided to go for agitation at all India level. As a first step, CHQ office bearers and activists starting indefinite fast at BSNLCO from 10.09.2014 demanding implementation of all the commitments given by CGMT/Kerala, withdrawal of all vindictive actions like transfers, die-non during leave period for about 1300 Executives, charge sheets to CS, C/Treasurer, SSA Presidents etc “for participating in the hunger strike” etc. Other Circles to make preparations to join the agitations on a short notice.

GS and AGS Com Arvind Dahiya met GM(SR) and briefed him about the latest developments in Kerala Circle. CGMT started questioning the authority of the CMD, GS told GM(SR). The agitation programmes called off on 01.08.2014 after prolonged discussions and written commitments from the CGMT on various issues on the intervention of CMD, DIR(CFA), GM(SR) and GM(NOW-CFA), BSNLCO. However, CGMT is not implementing any of the assurances but unleashed a series of vindictive actions like transfer of office-bearers from HQ (Circle Treasurer, SSA Secretary, SSA President and other SNEA activists), non settlement of earlier vindictive actions etc.

GS and President met CMD/BSNL on 27.08.2014 before leaving to Assam and informed him about the developments. CMD assured to intervene in the matter. After the intervention of CMD, to the surprises of all, even defying the direction of CMD/BSNL, Sri M S S Rao, CGMT initiated a series of vindictive actions. On 28th A/N he personally spoken to all the SSA Heads and GMs to implement the “no work no pay” even for the sanctioned leave period, medical leave period etc in August month itself for about 1200 Executives when his written commitment was “there will be no vindictive action”. Even he sought the help of ITPC for this. He directed concerned officers to prepare the supplementary bill on the holiday, 29.08.2014. The new Circle office body formed on 28.08.2014 but on the same day almost all the new office bearers transferred out of Circle office. This all gives enough proof that he is taking sides and behaving in a partisan way to give undue advantage to some Associations during membership verification. But the “real comrades of Kerala” will prove him wrong.

Even after one month, Kerala not come to the normal situation and Executives could not function in the normal way dedicating themselves for the growth due to the attitude of the CGMT. For the last one month, SNEA(I) kept its word “not to precipitate the situation” on the assurance of CMD and others and tried to maintain the services even during these provocations. Now situation is alarming, we may be compelled to go to street again.

Services are deteriorated like anything, first time in the history of Kerala net broadband connections shown an alarming figure of (-)12,689 and a disconnection of 55,008 and net landline (-)70,476 upto 30.08.14, fault rates are about 50,000 every day, revenue declined comparing to last quarter but CGMT is not concerned about the services or closures. He can boost Kerala is making highest profit, due to the contribution of the employees, contribution of senior officers, earlier CGMs, but how long? In the name of profit made by others, present CGMT started questioning the authority of CMD, DIR(CFA) and BSNLCO? See the arrogance!

CMD is out of station, we are waiting for his return to New Delhi. Meanwhile CEC meeting of Kerala Circle is going to take decision on future course of action on 03.08.2014. Go ahead, comrades, the whole SNEA(I) is with you.

Assam tour of GS and CHQ President from 28th to 30th August:

GS and CHQ President addressed the general body meeting at Guwahati on 28.08.2014, CEC meeting of Assam Circle at Jorhat on 29.08.2014 and SSA conferences of Jorhat SSA and Dibrugargh SSA on 29.08.2014 and 30.08.2014. In Jorhat almost all the young JTOs joined SNEA(I) to strengthen SNEA(I). New SSA Secs of Johat and Dibrugargh are BSNL recruited JTOs. CP/Assam Com Vivek Nath, CS/Assam Com I H Mandal and CWC member Com H P Dutta addressed in the meetings. Com A. K. Ghosh, CS/NE I Circle and Com Sushil Tripathi, SSA Secretary/Meghalaya, Shillong also attended the general body meeting at Guwahati. CS/NE I requested CHQ for settlement of Rule 8 cases from NE I.

An opens session was held on 29.08.2014 at Jorhat. Com K. Sebastin GS, Com G L Jogi President, Sri Rajiv Yadav, CGM/Assam Circle, CP/Assam Com Vivek Nath, CS/Assam Com I H Mandal and CWC member Com H P Dutta addressed the meeting. Sri Rajiv Yadav, CGM/Assam Circle addressed the CEC meeting sharing his vision for revival of Assam Circle. CS, CP and the whole CEC promised him the fullest support in this endeavour.

 

Com GS and President in their address appealed all the Executives and Non Executives to join together and work with BSNL Management as a team for the revival of BSNL. BSNL shall wipe out the 8000 Cr losses in another 3 years time, by 2017 to become eligible for 3rd PRC due from 01.01.2017. Otherwise 3rd will not hear us. SNEA(I) is always in the forefront to protect the interest of the company after BSNL formation, on CDMA roaming, ADC, copper cable unbundling, GSM tender in 2007, procurement of materials, tenders, USO subsidy in lieu of ADC, 3G roaming, BWA spectrum refund, pension contribution on actual basic instead of maximum of the pay scale, notional loan etc etc thereby protecting the interest of the employees as well.

On cadre issues, SNEA(I) is continued its struggle for settlement of issues like terms and conditions for absorption in BSNL (like pay scales, TBP policy, fitment), EPF contribution @ 12% of emoluments (basic+IDA) without ceiling instead of a fixed amount of 12% of Rs 6500(order issued on 12.08.2005 well before the formation of some Assn which claims for it), TBP policy orders in 2007, thousands of promotions in different cadres, BSNL MS RR in 2009 making the path through for DE/ DGM/ GM/ CGM promotions in the future for the cadre, especially for the young comrades, amendments in BSNL MS RR from 50% to 75% and on Civil/Elect issue, 78.2%, JTO RR, etc. Now DE Regular promotion also issued making the promotions current. All efforts are being taken to complete the JTO to SDE promotions also in the near future.

Our entire focus is to resolve issues like E2, E3 pay scales, 30% superannuation benefit, Time Bound functional promotion, pay anomalies, Civil /Electrical issues etc in the near future for which all Executives has to strengthen SNEA(I) and get ready for another struggle.

All members are very happy about the recent DE promotion ending adhocism and role of SNEA(I) in making such huge promotion order. All demanded to expedite JTO to SDE promotion also. GS explained the queries on Rule 8 cases, special rect drive for NE region, JTO reversion case etc.

SNEA(I) is the home of JTOs. From this platform only all historical struggles took place in the past for the upgradation of 1400-2700 pay scale to 1640-2900 scale in 1986, another revision from 5500-9000 to 6500-10500 in 1996, again E1A scale from 01.10.2000, status changed from Group C to Group B gazetted which made our entry as an Executive in BSNL etc. Along with the cange of pay scales, designation and status, name of the Association also changed from TESA to JETA to JTOA to TEOA to SNEA. All the members pledged to work for 2/3 majority for SNEA in Assam Circle in the membership verification on 10th Dec: 2014.

Circle Conference of Jharkhand Circle:

The Circle Conference of Jharkhand Circle was held at Ranchi on 24.08.2014 in a grand manner. C/P Com B K Mishra presided over the Conference. Members from all the SSAs in addition to the delegates attended the Conference as it was the beginning for membership verification campaign in Jharkhand Circle.

An opens session was held in the afternoon attended by new JTOs and the leaders and activists of SNEA(I) from different SSAs. Com K. Sebastin GS, Com G L Jogi President, Com Ramesh Kumar, Jt Secretary(E), Sri Arun Kumar, Sr. GM (CM), Sri S. K. Agrawal, GM(A) and Com Ratish Kumar, CS/Bihar addressed the conference.

Com GS and President in their address explained the contribution of the Association during the last three decades in upgrading the pay scales in 1986, 1996 and in 2002 (BSNL), change of status of the cadre from Group C to Group B gazetted and then as an Executive in BSNL etc. In BSNL, SNEA(I) is always in the forefront to protect the interest of the company, in CDMA roaming by Reliance, ADC abolition, copper cable unbundling, disinvestment, GSM tender, 3G roaming, notional loan, pension contribution on actual basic, BWA spectrum refund etc etc.

After formation of BSNL, TEOA alone opposed the proposed absorption into BSNL without any terms and conditions like pay scales, promotion policy and fitment formula. TEOA legally and organizationally struggled and in 2002-03 through a historic struggle E1A, E2A, ---- E6 pay scales (Management offer was E1, E2, --- E6), Time Bound promotions between 4 to 6 years from JTO/JAO to SG JAG grade and point to point fitment agreed. Another major issue of directly recruited employees of BSNL, the EPF contribution on 12% of actual emoluments (basic+IDA) without ceiling, instead of a fixed amount of 12% of Rs 6500/ ceiling was settled in 2005 through three years of struggle from 2002 to 2005. BSNL agreed the same in May, 2005, Board approved it on 11.07.2005 and orders issued on 12.08.2005. On other cadre issues, SNEA(I) is continued its struggle for settlement of issues like promotions in different cadres, 78.2%, BSNL MS RR etc. More than 18,500 JTOs promoted as SDEs from 2000 to 2013. Now DE Regular promotion also issued for 2303 SDE/Adhoc DEs making the promotions current. Due to the efforts of SNEA(I), adhocism ended and regular quota increased from 50% to 75%. All efforts are being taken to complete the JTO to SDE promotions also in the near future. DGM promotions also in the pipeline.

Issues like E2, E3 pay scales for JTO/JAO, SDE/AOs and the pay parity issue of 2007 and 2008 batch JTOs, superannuation benefit to BSNL direct recruits, Time Bound functional promotion, pay anomalies, first TBP after 4 years, Civil/Electrical issues etc are the major issues to be resolved which Association is vigorously pursuing. Association decided to go for trade union actions immediately since these issues are not settled even after several assurances to this Association.

Almost all the TTAs promoted as JTOs in Jharkhand Circle recently joined SNEA(I).

In the conference it is decided to work for absolute majority for SNEA in Jharkhand Circle in the membership verification on 10th Dec: 2014.

In the conference Com Ranjan Kumar Ram/ SDE, Com Pankaj Kumar Das/ JTO, Com Sanjay Kumar/ SDE and Com Gaya Prasad/JTO are unanimously elected as Circle President, Circle Secretary, Circle Treasurer and CWC Member respectively. The new Circle secretary is a 2001 BSNL recruited JTO. Com Vikas Kumar Gupta/JTO is elected as ACS. He was the Circle President of SNATTA.

SNEA(I), CHQ wish all the success for the newly elcted office bearers.

Both GS and President appealed each and every member of SNEA(I) to work hard for the revival of BSNL as that only will resolve the issues and protect our jobs.

GS and CHQ President started the membership verification campaign from Patna by addressing the Bihar CEC cum general body meeting of Patna Telephones at Patna on 23.08.2014. C/P Com Ranjan Kumar presided over the meeting and C/S Com Ratish Kumar submitted the report. The CEC discussed about the preparations for membership verification. All the 52 TTAs promoted as JTOs in Bihar Circle recently joined SNEA(I).

An opens session was held in the afternoon at Conference hall which was attended by newly joined JTOs and the leaders and activists of SNEA(I) from different SSAs, especially Patna SSA. Com K. Sebastin GS, Com G L Jogi President, Sri S. S. Choudhary, PGM Patna Telephones, Sri R. P. Singh, Sr. GM(HR & Admn), Sri D. N. Singh, Sr. GM(NWO-CFA)  and Sri J. K. Sah, GM(TP) addressed the CEC.

Circle Executive Committee meeting of SNEA (I), Punjab Circle: The CEC meeting of Punjab Circle was held at Jalandhar on 30.07.2014. C/P Com Gurpreet Singh presided over the meeting and C/S Amarjit Singh addressed the CEC. All the SSA Secretaries presented the report in the CEC meeting. CS informed the house that almost 97% of the newly promoted JTOs joined SNEA(I). An opens session was held in the afternoon which was attended by the newly joined JTOs, CS/SNATTA, the leaders and activists of SNEA(I) from different SSAs and SEWA BSNL activists also. Com K. Sebastin GS, Com G L Jogi President and Com Arvind Dahiya AGS addressed the CEC.

Com GS, President and AGS in their address explained the history of this Association and the JTO cadre. Along with the change of designation, pay scales and status of JTO cadre, ie from ESP to JE and then to JTO, the name of the Association also changed from TESA to JETA(I), JETA(I) to JTOA(I), JTOA(I) to TEOA(I) and finally to SNEA(I). The pay scales also got changed from Rs 1400/- to Rs 1640/ in 1986, then to Rs 2000/ equivalent in 1996 and finally to E1A from 01.10.2000. The status also changed from Group C to Group B Gazetted in 1996 and then absorbed/recruited as an Executive in BSNL. JTO and SDE cadre got one time bound promotion each in 1990s, first time in the history of any central Govt department. All these achived due to continuous struggle of our senior comrades in the banner of JETA(I) / JTOA(I) / TEOA(I).

After formation of BSNL, TEOA was the only Association opposed the proposed absorption into BSNL without any terms and conditions like pay scales, promotion policy and fitment formula. All other Assns are ready to get absorbed in BSNL on an adhoc payment of Rs 2000/ offered by BSNL Management. TEOA legally and organizationally fought against this and come out successful. In 2002-03 through another historic struggle by SNEA(I) alone, Management agreed for E1A, E2A, ---- E6 pay scales (our demand was E2, E3, -- - and Management side offer was E1, E2, ---), Time Bound promotions between 4 to 6 years from JTO/JAO to SG JAG grade and point to point fitment. The EPF contribution @ 12% Basic plus IDA without ceiling instead of a fixed amount of 12% of Rs 6500/ with ceiling (paid upto 2005) for the BSNL recruited employees was another milestone. BSNL taken this decision in May 2005, Board approved it on 11.07.2005 and orders issued on 12.08.2005. On 18.1.2007 TBP policy announced which ensured 5 TBP in a span of maximum 26 years of service, another career breakthrough as a result of our struggle in 2002-03. Till that time hardly one or two TBP was available in DoT/BSNL from JTO to Lateral JTO and from SDE to Sr SDE after 12 years of service in each cadre. SNEA(I) fought the court case against LDCE which resulted in the promotion of about 900 JTOs of 2001 batch in the LDCE in 2008. After that SNEA(I) struggled for revamping the LDCE and OMR system introduced, descriptive type question pattern changed to objective type multiple choice questions, giving no chance for subjectivity. BSNLMS RR 2009 come into force on 14.07.2009 abolishing the bottle neck of JTS, ensuring promotions directly from SDE to DE/AGM and further upto GM/CGM in the coming days. A direct rect JTO was retiring with just one promotion as SDE till 2009, but BSNLMS RR ensured that the Executives are getting promotion upto DGM today and the younger generation will definitely reach upto GM/CGM. Further progress made in the BSNLMS RR in 2013-14 by increasing the regular quota from 50% to 75%, the real beneficiaries will be the younger generation.  After long legal hurdle, last LDCE also conducted for the vacancies upto 2009-10. In all the promotions and postings, SNEA(I) was committed to protect the interest of SC/ST comrades as per provisions of constitution and Govt orders and even ensured that 15% and 7.5% quota is maintained for postings also. Now we are focusing on the promotion from JTO to SDE, year to year LDCE, SDE/Adhoc DE to DE Regular and DE to DGM promotions. JTO to SDE promotion in Civil/Electrical in both seniority and LDCE quota became current. The amendment of BSNLMS RR for Civil/Electrical wings for EE promotion, notional pay for JTO(C/E) etc w.e.f 01.10.2000 at par with JAO cadre, first TBP uniformly after 4 years, notional date of promotion for the LDCE candidates in line with court order etc are pursued by the Assn.

Our priority issues and important cadre issues are a) the standard pay scale of E2, E3 etc for JTO/JAO, SDE/AO etc b) 30% superannuation benefit to BSNL recruited employees, c) Time Bound functional promotion or CPSU cadre hierarchy etc. SNEA(I) is committed to struggle for the settlement of these issues which will change the career prospects of entire BSNL Executives.

Role of SNEA(I) was unique one in settling several issues like GSM tender in 2007, ITS issue, 78.2% IDA fitment, BWA spectrum refund, procurement of materials, 3G roaming issue, revival of BSNL etc etc. We are committed to the revival of BSNL.

Both leaders appealed to all the Executives to work for the membership verification, for the Unity of the Executives, for a SINGLE STRONG REPRESENTATIVE ASSOCIATION IN BSNL as in other CPSUs. This will be for the speedy settlement of cadre issues, for the revival of BSNL and to secure the job security of our young comrades.
